Mira is the best fit based on her character, but I'm more interested in the mechanical boosts from Visas and Bastilla. It feels like a long term / short term tradeoff. My impression is that the progress towards rebuilding the Order hasn't moved forward enough to need to colonize yet. Similarly, initiating first contact opens up new fronts that the Jedi can't really handle yet.
On the other hand, maybe there's something to be said for seeding Jedi in as many different places as possible?

Visas is somewhat interesting, but not really interesting enough with how uncertain it is. Also, I'd rather keep her on the active roster for missions, I think. She's our best expert in high level Dark side users, and Sith might need killing from time to time.
Incidentally, I really hope we recruit more Miraluka. They're an entire planet of Force sensitives with Light-side leanings, that makes for incredibly rich recruitment grounds. Alpherides would even be a great place for an enclave.
