Limit for magic stat is 20 per artifact, also martial boost won't work because loki's is to high like his learning.
Why give him the Chitari when we can just help him buy his own army?

That was a nat 1, with his and Sigyn's help we can pull it off. Besides that's a point against giving him the army unless we find away to replenish the numbers. So unless you want to artificially birth more Chitari using a cloning facility like we were going to do with the Jotuns this is a bad idea.

Any mercs at this point would-be criminals. Lorelei's rules over the rest of the universe under an Iron Fist, wouldn't have left any left, imo. Hence, I am a bit on fence for hoping an army to pop-up for us next turn.

Dude, that just makes it come across as you not having any other legit arguments and is pretty much strawmanning. For the record just because I disagree with an opinion doesn't automatically mean I think it's wrong just because I disagree with something. Also the QM outright mentioned that they would remain loyal as long as we payed them so we are paying them.
Another thing is that we are not just giving some of our soldiers away to just anyone that asks. Baldur is not just our nephew but the heir of Asgard. Besides that we literally have millions of the guys.
