Basic Wards would be the best option for our growth. Because they reduce the number of people dying to Chaos Psykers (We lost enough people to populate 1.4 Major Cities this turn alone). The only military improvement being restricted would be Advanced Power Armor. This option is essentially selecting Ward Cities: Basic. Except we don't have to pay the 27-year Telepathica option. It has immense fortification advantages. That's all before you consider daemonic incursions which are bound to happen at some point.

The additional soul-cost per Major City to Small Hive expansion is 10k souls, and we get 60k souls per year. It is not a concern.
Er, what? We get 12,000 souls per year, and the upkeep for basic wards is four times that at 42,000 souls per year. If we get Basic Wards we are only going to be able to partially pay for them with souls, and will have to spend a huge, huge amount of the direct costs and upkeep ourselves.

Our population is not simply restrained by attrition from wildlife and rogue Psykers, but by capacity. Being unable to afford building more large Hives will severely affect it, as eventually we'll need to introduce population controls, which will in turn put a cap on our economic growth.

Which should reduce the cost of the plan by ~28% (somewhat less on turns where we expand cities).

Mostly because I fear what a chaos alpha + can do (if any appear again). And I always disliked how many lifes chaos take from us. Seriously they can take more that Avernus itself. And this is The Deathworld.

I don't want to restrict our ability to roll out advance power armor.

Or get into soul debt or encourage perverse incentives to feed the sirens.
 
I am face palming right now it was already proven we could afford both the wards and apa
I think theres more then one definition of "affordable" going on here.

part of the concern here is not just AM/EM but soul-costs.... getting all-basic wards puts us into the red in terms of soul-costs and I'm not sure we will be ramping up soul-income for quite a while....after the ritual it will somewhat I'm sure, but we don't know by how much (and it will likely go down too due to wards themselves since cultist numbers will go down a bit according to durin).

also, some people have (rightly, I think) brought up the concern that we need extra resources to recover from a 20-ish year-long recovery process due to the conservative betrayal.

way I see it, this has a similar outlay as power armor rollouts, but quite frankly +30 to psyker hunting is worth it. It's a massive drop in attrition, not to mention fringe benefits of a slight increase in resistance to focused attacks.


Once but the up keep will prevent us from creating a reserve. Which means we will have to go into debt to buy every bit of Am and em we can. Which means less for dragon's nest.

reducing pop attrition is the same as increasing pop growth. This is a massive benefit and is to me exactly the kind of thing we should be pouring a lot of resources into.

unofficially, we should tell the sirens that we plan to up the warding in about 90 years in prep for the ritual (I know I want us to do that)

we could even look into asking to go into soul-currency dept with them approx 5-10 years before the ritual and ask for basic warding everywhere.

I am somewhat curious about getting high-level warding for special places like our reactors and our main-HQ.

I am somewhat curious about getting high-level warding for special places like our reactors and our main-HQ.
We only have 30 years. I get not wanting to spend too much but we don't know how dangerous psykers will be after the ritual and don't want them popping hives like bubble wrap
