You know, I've never quite figured out why Eggman just doesn't give his airships/spaceships decent point defense. Anti-Air missiles, laser point defense, even modern CIWS like the modern phalanx. All that tied into an air-defense grid like the navy's Aegis should render Tail's Tornado biplanes flying coffins no matter what fancy piloting tricks he tries.
Why do you think the boss created us in the first place, first we update his current and old Badniks, then we create new Badniks that can please our boss but do their jobs nicely as well, and then we build his vehicles, ships, and machines in order to stop our enemies and conquer the world for Lord Eggman.

At least one version of the Tornado can transform into a mech of all things and that Egg Carrier we on the ground has a lot of weapons you don't seen it use. I'm actually of the opinion that even Tail's older versions have insanely good jamming technology and that the Egg Carrier is actually more than capible of swatting say GUN's entire airfleet out of the sky in short order, which is why they didn't shoot it down when we see in later games they have all the resources of a modern military, and many, many, many more.
Leaving that aside this explains how Tails was able to bust into prison island to free sonic without making GUN looking completely incompetent. It's not a lack of such defenses, and more that Tails makes targeting the thing darn near impossible... this is the Fox that was able to make an artifical Chaos Emerald after all.

Guns primary threat is inventing new stuff to help humans rival our master as well as an occupation/clean up force. The Mobians primarily Sonic and friends is the true punch.

So while we can best GUN's entire army of humans and robots, we'll have some trouble with Sonic, his friends, and Mobians that are stronger than regular civilians.
The Hunters are worse (Generations era are the exception and those were a freak accident) than human soldiers due to slowness and lack the durabiltiy of the Egg Pawns and while the rest of their forces tend to be mixed in with soldiers.
Around the time of the Black Arms invasion GUN would develop a genuinely powerful robot in the form of the GUN Trooper but even than those are rare meaning the overall the forces of GUN are reliant on piloted mechs like the Big Foot to actually challenge powerful threats.
As an aside if GUN was choosen one thing I'd invoke would be humanoid robots being based off of professions while the other being based off of wildlife not relivant to your current run but something I find interesting.

In short order you make up a task force composed of several different types of Badniks and lead by Silver Sonic. It isn't all that large or powerful to be frank you don't need it to be, you have no intention of sending it against Sonic or having it try to conquer Station Square, no you just need to them to carry out your goals while your master carries out his plan.

Hmmm the Egg Carrier has just lifted off with a crew composed of Gamma, Delta, Epsilon, Zeta, and Beta whom Eggman appears to be upgrading due to his failure against Gamma before the Carriers launch. You several assault vehicals from which you are able to deploy your forces while the carrier is in the air and you are capible of sending them to either the Station Square area or the Ancient Ruins though you will naturally work to keep your machines from revealing the doctors not so hidden base.
You can also deploy Flappers without the need for any sort of flying vehicle making them great tools for scouting should you wish to employ them in such a manner.
Current scans indicate that your creator has just sent out the E-series sans Alpha and Beta to capture a frog containing a Chaos emerald. Alpha apparently has targeted a different Chaos Emerald while Beta is still undergoing his refit.
Additionally the Sonic and that fox of his have just made an attack run on the Egg Carrier. A failed attack run that has ended in the two of them flling out of the sky but an attack run none the less.
What do you do?

Hmm...Looking at the quest. The biggest elephant in the room regarding Eggman's plain in Sonic Adventure, is that Chaos is uncontrollable. As soon as he gets all 7 emeralds, Chaos goes Kaiju and off the leash. If Eggman is going to succeed here, we need to develop a way to control the aquatic monstrosity.
That brings us to problem two. Sonic. He gets onto the Egg Carrier, it's only a matter of time before it crashes into the ocean, taking everything developed with it.
For now, making sure Chaos is under control is priority one due to his unorthodox nature. We've made enough headway in our forces to slow Sonic down enough to buy time. And honestly, that's the best we can do against the blue blur. Keep him occupied so we can get our actual plan under way.

The problem is that the Egg Carrier is already fully built and operating. We'd need to do a complete retrofit/rebuild of the ship to add that functionality, which is time we don't have. Right now, we need to slow him down and divert him away from our main forces for just long enough.
Even if the ship was protected from flooding, the Egg Carrier might not be designed to withstand water pressure. Not to mention, I'd imagine Tails would have an invention for water exploration. In fact, if you want to go off the Game Gear games, he does have a submersible. The Sea-fox from Tails Adventure.

Kinda wondering but wouldn't it be possible to just send a Egg Flapper to a notable presence as well as do something like sending a Leon or both to a location? Or are we just voting for a single option?
