You really should consider renaming the position, as it has evolved far beyond being a mere assistant.
I think "Chancellor" would do nicely. Or maybe "Logisticar", seeing as it's technically an Administratum position.

Also everyone, please pick the spy option. We live on a Warp-touched world with cultists sprouting up everywhere. We need better spies.

With regards to building a better spy network, I believe that refers to our off planet spy networks, which are fairly basic. Our internal security apparatus is already top notch.

Currently going for Orlov because we would know how to use him.
I am not sure how we can do much more with spy work that will not piss people off like hidden watchers or more off-world spy rings.
Though if it comes down to space or spying I'll pick the spying as I hate the very idea of spending that much time and money on a Haven fortress.

On e the technology we have acquired is completely implemented we will be able too. I am thinking in a century to two centuries from now. One of those thing can tank a fleet of ships and still keep going.
As has been pointed out we can't really survive the attention of owning even one since to all the other enemy major polities we'd be an extremely easy target. Not to mention that even with a century or two it seems like it still be impractical due to the resources that would go into one that could have been better spent on other things. Like, I imagine that it will only be practical after we have multiple sectors instead of just 1 and a half.

Also something you have failed to consider is the assistant for that dying like all our other assistants before we even get that far.

That was for the ship the Deus ex. The fortress would have a either drive which is much slower and we can easily catch up too if someone takes it. Stealing it is not really in the cards since it would take months to go through the territory we have now. It carries a thousand phase plasma. Those things can one shot a light cruiser.

So the assistant that will be off planet most of the time is going to die on Avernus?

That is not the order I see it going in, I see the increased attention-getting us noticed and stomped on by a sector level player. Then after we are all dead or helpless to stop it they can move it through the semi-secured territory.
Then finally whoever the hell has looted our dead corpse (Abbadon) will get a boosted a few tech levels. None of these are things I want.

Mechanicus is about to be our most hotly contested slot. Which means the Administratum will most likely be doing all their forge hive actions. Could definitely use the help and the cheaper hives.
 
I will say that a Heaven superfortress, while now somewhat more viable for the Trust due to the Ether drive, is still a far off project. We're talking several centuries, if not longer.

We are going to get noticed there is nothing we can do about that. With all the tech we got eventually (mostly likely dark mech) will notice we have tech similar to the galatic powers. Eventually it will happen.

You want to try to not get noticed . I do not think that is possible the further we get. Tzeentch wants Avernus humans wiped out and has a bounty on us. Abaddon will eventually start to expand and well our area of space would be the easiest since the only thing of value is Avernus. The local dark Mechanicus know of us and will eventually try again with a larger fleet. Tyranids fleets are coming to the galaxy which are more powerful than faced before. The Necrons are coming back to the galaxy and will not be the malfunctioning ones we have faced in the past but the ones who won the war in heaven.

I want a super heaven fortress because it is something that would make larger powers hesitant to attack us. A black crusade a true black crusade would have numbers to drown us. We have enemies around us and one alliance in the region. Even with the Eldar being allies we should not trust them to always be there for us. Especially since we do not have a way to earn favors reliably. The fortress can make a system nearly impenetrable to all but the most advance races. We will need one or more in the future.
 
Been reading a bunch of Battletech recently and I came upon something that we may like incorporating as a position in the Avernus government (since we are discussing the Assistant position right now).

That would be the position of Governor's Champion.

What I had in mind was a mix between the Space Marine Chapter position and that of the position in BattleTech's Federated Suns.

In both cases the Champion is an extremely skilled warrior and personal bodyguard to their liege (either a Space Marine Captain/Chapter Master, or the First Prince of the Federated Suns).

Now the rest of this is more from the Battletech side:
1. The Champion is out of the line of succession (Never a family member or department head)
2. The Champion represents their liege and is trusted to make deals in their stead (they are the voice of the governor when he is otherwise unavailable to attend. Examples would include diplomatic meets, battlefield truces where treachery is expected, certain social events)
3. (Conditional) The Champion is a commander in or the command of their lieges' bodyguard (Not really necessary here)

Since we already have implemented a system of Champions in military, adding it as a permanent position on the Governor's staff should cause little stir.

As for who I have in mind to groom for this potential position?

Jacob Oakheart

Reasoning:
1) He is far from the succession chain of command.
2) He is one of the deadliest people we are ever likely to meet and is growing more so
3) He is very loyal and trustworthy, extremely hard to turn
4) He is actually pretty damn diplomatic.
5) Has training from his mother as a spy master
6) He has a very broad base of knowledge

Honestly, as one of our hero characters, Jacob already fulfills most of the Champion job anyway (meeting Russ on a diplomatic meet and giving him a good impression of us, for example).
This would just make it more official.

It was a thought anyway.

More hives, more forges, more infrastructure.

Then we come to the next issue that Enjou sort of mentioned, we don't have the resources to support this super project without seriously affect other parts of the trust. While I would love to have the concentrated Daka that is the super heaven it would only be able to affect one battleground and anything like a true black crusade would have multiple attack points and as a result, can largely invalidate only having one hard point. There is also the fact it would draw a large amount of our personal recourse into another field than the one we specialise in. Elite ground forces are our niche I want to play to our strengths.

Yes as Wombat said there is a similar position already there but no one has risen up the Champion promotion ladder enough for it at the time so it will likely go to Jacob if he can stay alive another 50-100 years depending on wars.

They are now viable because of the tech upgrade we got gave us a huge boost to industry and economic across the board. When we finish implementing all of it we will have such a boost that it is viable to build them.

Edit also these is something the whole trust would get behind. It makes a system virtually impenetrable.

Ehhh they were meant to be costly for the level 22-25 civ and we're at 19.

Small over estimation of our capabilities me thinks?
