@Nurgle I don't think impalers should be the first thing we do. Cranial bionics and cogitators should be the first, because they improve our research capabilities.
Servitors are an Advanced tech and thus take 8 years. Bionic have both basic and advanced versions but I strongly suspect cranial bionics are in the advanced part.
We are doing a short (ish) action because after the tech trade we will (hopefully) have many, many new things for Tranth to be doing.

Speaking of vortex though, didn't we research vortex shells before the Turoq battle? Do we need any special action to implement them?
 
No matter what option we take, I doubt we'll learn anything we can share. This is so Tranth can expand his knowledge. Which we will later use to make improvements down the line. We don't have a long enough time before the conference to get anything new out of the fundamentals action.

The fundamental action improves both of those. It raises Tranth's ability to upgrade and make new tech but it also improves the Trust's knowledge base as well. That was why we asked Durin if it was only for Tranth. It is a bigger boost for Tranth but it still helps us out as well.

oh we wouldn't load all of our launches with vortex. but giving them pen aids and mixing in a few would be a way make sure they all hit.

We had the option to use vortex shells this war, we just didn't. They give ten additional armor pen to macro cannons on the first volley of combat.
 
Still think we should be just spending time with Lulana. The chance to actually improve someone's stats without needing a nat 100 is worth it to me. It also makes one of our best allies stronger.

IIRC, Durin doesn't disclose what the rewards for a crit are—outside of occasionally things like 'that would require a nat 100, or a string of them' at least.

That said, my own bet is that the prep action is determining what sort of course we're going to put them through, and then follow up action will be the training itself, with it working like a recruitment or equipment upgrade action. As such, the total quality of the bonus will be dependent on the quality of the prep action rather than a roll on the excecution action. We can certainly ask Durin though.

Personal Attention: Lessons Learned: Strength of Arms- During the second Daemonic Incursion your military forces were pushed to their limit by the attackers. Those soldiers and militiamen who survived all have their own stories and tactics, many of which apply against other foes. If you focused on spreading these lessons and experiences the Avernites' already incredible combat skills will get a major boost.
