Aside from what we spend on skills/attributes, there are several options I'd find acceptable:
  1. Integration actions; in particular the androids/AI, the Quarians, and the Mechanicus.
  2. Improving our relations with the Eldar.
  3. Invention and/or construction of/towards our personal Titan.
  4. Establishment/expansion of Universities. (Special attn to War Colleges.)
  5. Any/all of several projects: planet-mind comms and/or research, AI research, titan and [heavy] tank reaserch, manufacturing research.
  6. Becoming the Omnissiah.
Set up a meeting between Father and Optimus to allow Emps to examine Cybertron.
 
Could we use heavy vehicles in place of infantry to fight the Orks? However, we shouldn't use that tactic too much or the Orks will adapt to it.

may i ask why you guys prefer spending the ap on building shipyards and dreads when we can build so much more of them for the cost of one more turn? especially since it would let us research the next tier of research to improve all our tech like our ships and weapons?

Personally I dislike increasing so dramatically in our own power in a single turn. Secondly, I want to pressure the corks as early as we can. Thirdly, I actually do not want to have more actions when said actions increase the time between updates.

Personally, I made a plan in between the two. I felt like having dreadnoughts immediately would outweigh the extra actions we get soon. Additionally, I felt like we already had enough minor actions that the extra 28 was overkill. We could get to a pretty high tier of education (not necessarily divine tier) just off of the regular minor actions.
 
Well, I do my best to average 1K words per day, so it's less more actions causing problems than more spread out actions causing problems.

remember, dreads take two turns to build, so not exactly immediately

Observation: We are not so much increasing our power as we negating the debuff Chaos placed on us.

Statement: Pressuring the Orcs is a good tactic, but due to their ability to board our ships via teleportation will only give them more fuel for their War Engine when they slaughter the crew and take our ships. Drone ships without crews or crew stations for them to teleport into are needed to negate this tactic. That or a way to inhibit teleportation.

Agreement: Increasing the update time is suboptimal, but balanced by the extra actions it grants. AP expenditure should have a cost when we have so much.

Edit: Update time usually increases if we pick multiple different actions, if we dedicate more AP to existing actions then update size should not increase all that much.
