"So because we do not have any addresses to send our responses to, we figured that releasing an informative series of videos would have to do."


"As you can see," the woman points to a torus of kinetic barriers filled with fusion plasma, "Thanks to the fusion torus being made only out of dark energy barriers, fusion reactors also glow. Unlike arc-reactors, they do not glow a pleasing blue color."

The woman receives a note from a man in a lab coat which she quickly reads. "Ah, marketing has discovered that not everyone likes the color blue for some reason." She looks confused, "Well to correct that, PI has created multicolored arc-reactors! Now available at the PI store."


"Now we will drop the fusion reactor into the water, just like the manual tells us not to do and see what happens."

The fusion reactor upon submersion shorts out and releases a cloud of bubbles filling the air with steam.

"And next, we'll test an arc-reactor!"

The arc-reactor is placed in another tank of water. It sits there and glows blue as the woman waits impatiently for a few seconds.

"Well, looks like nothing is going to happen. Clearly, arc-reactors are far more water safe then a fusion reactor, even without a water safety case. Of course, the PI manual for arc-reactors says that submersion may cause minor amounts of Palladium toxicity, but that's only if you have it sit there for a few weeks. Amazing! The manuals were right. Who knew?"


"As you can clearly see, firing a high-powered laser into a fusion reactor is about as dumb as doing the same to an arc-reactor. Amazing, destroying high energy equipment when it's on isn't safe. Learn something new every day."

At the same time your efforts focus seem to be on PI derived tech rather than more general charity work. What's the thought process here?"

"Well I can't deny the tax benefits," you reply with a smile, "but a large part of the idea is that PI is changing things and to some degree what were trying to do in make sure those change happen in a way that helps a many as possible and harms as few. It's never going to perfect, but a purely reactionary method of dealing with these changes may lead to unpleasant results."

"So you'd say its largely fueled by a sense or responsibility?"

"In part, I can see an issue coming and I can do something about it so I do. But also it comes down to the fact that I made something to help people so, I'm going to make darn sure it's going to help as many people as is reasonably possible."

Matriarch Havana is definitely a master of debate and discussion. She's also quite likable and you can appreciate her drive to understand a being's reasoning and the principles of said being's reasoning. You'd say that you've learned a few things about your own self as a result of Havana's dissection of your positions.

"Some analysts believe that Paragon Industries' technological improvements are going to precipitate a war between the Systems Alliance and the Batarian Hegemony or possibly some other Terminus power, do you think this is true?"

"Well, new military technology is going to effect any situation that involves the military. Obviously." you begin, "However, I think that people thinking of it that way are probably missing some information. Mindoir, a Systems Alliance planet colonized before first contact was invaded by forces including a cruiser, a design developed by the Batarian Hegemony and until recently used by their military. There have been several other attacks on human worlds. If that kind of stuff is happening to you, you are at war. The SA was specifically founded to deal with this kind of issue, to defend its members from attackers. So, no, PI's actions can't start a war, we're in one. I'm helping my side win.

"In addition is the question of how this conflict plays out. Over the last thousand years the Batarian Hegemony, pirate and slaver forces have caused the death or loss of over 20 billion sentient beings from the Citadel races alone, plus unknown numbers from the Terminus. Not to mention the enslavement of well over 10 billion beings based on conservative estimates. The issues we have with them are not going to be fixed anytime soon and the current method of dealing with them is resulting in a slow bleeding. As much as war sucks, everything I know tells me that for this case a war is the cheapest way to resolve this.

"That said, if the Batarian Hegemony is willing to stay out of it and doesn't engage in any acts of war, I'd be satisfied with getting rid of the pirates and slavers."

"An understandable perspective. Do you think the Batarian Hegemony will stay out of it?" Havana asks.

You think maybe that's helped? Galactic opinion of humanity is shifting. Humanity's militarism is being blamed more and more on an unfortunate history of being attacked. Sort of like a metaphorical sleeping dragon that's been poked way to much.

Anyway, I've got better things to do then go over that tired old Krogan-Salarian-Citadel-Genophage thing. I'm 40, the event was centuries ago, moving on. Waste of time. It happened and it's not going to be undone barring the end of the galaxy as we know it."

Huh... well that's interesting. There may be a story there, but Gaver Dor is far more interested in playing with mass effect fields. Or maybe there isn't.

Regardless about a week later you meet with Mordin Solus. He's a middle-aged Salarian, which is an odd thing to say about someone only in their twenties. He has this interesting habit of trimming words from his speech, possibly a side effect of the rapid fire Salarian thought process.

"Greetings, Dr. Shepard. Looking forward to speaking with you. Many possibly benefits from cooperative work. Hopefully will make galaxy better place."

You discuss the possibilities and challenges of developing biotechnology meant for several races and he offer several insights.

Mordin Solus is clever, insightful and probably a polymath. It's an interesting experience talking to some one at least close to your intellectual weight class, and one that knows more than you about the field in question. He's friendly, likable and has character.

However, regardless of any advice he may offer or your opinion of him the real question is will you work with him and how?

"Simplest option: Hiring me. Allows PI tech to remain in-house. Blackboxing tech shows desire for corporate secrecy, why? Don't know. Could be many reasons. Alternative: Cooperative work with Sur'Kesh University. University has many contacts that would be helpful. Also would not have to pay me."

Those are the more alien of races, after all. Those Litinana guys might be interested too.
Mordin was rather helpful in pointing you in the direction of several institutions and individuals that could help. You could probably put together a multi-racial team.

The oddest response comes from the Litinana, biotech advancements don't really interest them. You'd guess that they think they have a handle on that sort of thing. On the other hand they would be willing to offer their biotech expertise in exchange for VI technology. Any of the VIs made with the Improved Intelligence Algorithms technology would be useful or the technology itself.

HR finds research, security and military teams quickly. However they fail to find anyone exceptional or accetible to command ParSec. However, they do manage to find a talented company commander.

Jelica Eveliina is a talented company commander with a impressive resume. Good with both biotic units and highly maneuverable commands, she should be able to use the Legionary to incredible effect. There's one small thing that maybe a problem. She's an Asari, an ex-commando, to be precise. She is married to a human though, and has a home on Mindoir. It's not like the Legionary armor won't fit her and PI has started employing aliens.

PI's investigators can't find any issues. She has several positive loyalty indicators (married to a human, lives in SA, good character history) and only one negative, her previous service in a foreign military.

The security test discovers no holes or issues. They do offer some procedural tips. In addition, one of the testers points out that some of your problem is that some of the threats you need to handle are less, "security" and more "armed conflict".

Investigations:
[X] Investigate the state of Biotic Training (Civilian and Military) in the Systems Alliance.

Biotic Training is mostly being handled on the level of SA member states. The SA's current policy seems to be: 'we fucked up, lets stay out of it for now'. There is still a lot of drawing on outside expertise and humanity hasn't really developed a good core of trained biotics or a lot of data on the subject. Most human biotics aren't much older than you!

As for setting up a Biotic Training Facility of any type? You need students, of course, and teachers. Other than that, a decent level of public openness about policies and training would help. One issue with BAaT was a lack of oversight. PI being a corporation might have been an issue, but the reputation gained from dealing with the L2 problem has the public viewing PI as cleaning up the messes of Conatix.

As for the location... a site in a relay system would be better, but Mindoir would work. Hell Mindoir has a small Biotic population. Though the majority have very minor abilities.

The paper work is the least of the difficulties. Assuming you fill out all the forms correctly the Citadel Council will have to vote to allow you a license. It takes a fair bit of digging, but eventually a source in the Turian Hierarchy gives you a brief explanation of the general dispositions of the Council members.

The Turian Councilor tends to look at the quality of the leadership of a company. Rebecca Shepard is a brilliant scientist of good character and she holds basically absolute control over the company. The Turian vote is probably a yes.

The Asari vote is usually more concerned with the stability of the company. PI really doesn't have any stabilizing factors and reports to no one save Rebecca Shepard. Barring time or politics. this vote is a no.

The Salarian representative is the quiet one and tends to be the swing vote in divided issues. Despite the Salarian tendency toward... dangerous science at times, they don't encourage others to research dangerous things. They are going to need a better understanding of the company and its goals, particularly its goals for AI research, before they'll say yes. Right now PI looks like a magic box that pops out new stuff, some of which could become very dangerous.

There are a few companies that do large-scale construction in the colonies. EAE is far out of our price range. Colonial Construction Inc. is one of the larger ones both doing initial prefab work as well as second and third wave industrial construction (CCI also employs General Williams). Alternatively Deep-Space Building builds a lot of space stations; they are the ones building your stations.

Buying control of CCI would take at least 500 million credits. Total ownership would cost 1.25 billion. DSB is worth several billion, 30 billion for majority control, 70 billion for total ownership.

Numerous human frontier colonies and colonies further off the relay network are looking to supplement their security. On average you could earn about 5 million per team assigned to such jobs. However there's more profit to be made in other less "safe" jobs.

An anonymous employer is offering a 200 million bounty for the destruction of a terminus slaver base in the Gusuk system. The bounty is for the total destruction of the base and the death of every slaver. Problem is we don't have the space power to attack even if they probably only have raider vessels. We could however try to be extremely clever, sneak in and either hijack the site's GARDIAN, or steal a vessel or two to destroy the others. It would take five teams at a reasonable minimum, but its a risky op with what we have.

The abolitionist faction on Anhur is offering us 30 million credits per team for a year-long contract. Anhur is becoming a proxy for some of the Hegemony-SA conflict and there are very good odds any teams sent here will see combat.

Several items are ones that your lobbyists tell you will take time to see any major effect. Information on the Cabria design does make it to the ears of a few of "the right people," and you begin to pick up requests for more details. At this point some of the ship is more theory than anything else, but people are aware that you're intending to make ships and they, like all other tech PI produces, will be something incredible.

[X] Try to capitalize on saving Terra Firma party chair, make him less hostile. Hint that more support in Parliament might persuade us to open distribution hubs and marketing/design HQ for civilian products back on Earth.
Terra Firma is above all else an Earth-centric party. As it stands PI being a colonial company puts you at odds with their general policy. They're going to have to see something from you first before they're willing to support you. Opening facilities on Earth is going to score you far more credit with them than anything else. However, the Party leader does say that he will discourage members from getting in your way on issues that aren't a primary part of Terra Firma's platform.

Other:

The Alliance thanks you for the heads up. You're not sure exactly what they're planning to do, but you're a civilian, and telling you may break opsec, or something. The visit to Intai'sei is surprisingly fast. Less than eight days later, Liara is back with a block of solidified rock, presumably containing the box.

With your permission, Liara borrows a small lab room and begins to use a variety of low impact tools to chip away at the rock, slowly revealing a sealed metallic box. The lab room is sealed and the air replaced with neural gases before the box is opened to prevent any artifacts from degrading.

Several people including yourself stand in the lab room in breathing gear for the opening of the box.

"Liara, you okay?" you ask as she stands before the box, a little out of it. It almost looks like her eyes have a blackish tint.

"I'll be okay. I had to sink into the memory a bit much to find the box, and well... I remember burying this box. As though it were me all those years ago. It messes with one's perspective a bit." she says with a weak smile.

"Regardless," she says and opens the box's seal. Inside are a variety of items: a stack of plastic cards with writing on them wrapped together, a handle, a thin metal rectangle, two bottles containing unknown fluids, a rectangular plastic box, and the item that stands out the most: A plush doll of a bipedal alien creature. A quick scan shows the items inside to be safe as far as an initial scan can tell.

"I wonder who you are that someone felt it worth putting you in here?" Liara asks as she removes the doll.

"I think it's less a 'who' than a 'what'. It looks mass-produced and it's a small plush doll, the sort for children. It wouldn't look out of place on my stuffed animal shelf. And as Fanel's rule of thumb observes: 'if a Prothean artifact looks like something than it will be just that most of the time'." you say, "So at least one message is clear: 'We give our children dolls to play with, do you?' Or something like that."

"True, but still, what is it a doll of?"

"A Prothean?"

"As good a guess as any other."

The greatest shock comes when Liara removes the thin metal rectangle. An electronic device of some sort, it activates the moment Liara's gloves touch it. You quickly attempt to move it away in case it's dangerous, but all you succeed in is being in contact with it when it turns on, and you see.

You are in Paragon Industries HQ/The Citadel/Center and you gaze upon the greatness of your Company/Empire/Achievement, and it is wondrous indeed.

Then you suddenly stand outside Landing/An Unknown City/Home and it burns. From the sky come ships. Black-Necron?-Tyranids??/Metal-Insect-Cuttlefish/Destroyers and they destroy all that oppose them. Even the Cabria/Particle-Beam-Crusier/Powerful Warship floating above the city to protect it is swatted aside. You turn and run.

After a journey you are exuasted and spent before a cave. In the cave you approach a box. Opening it you see a set of items. Toys, pieces of a civilization. You pull out a ANI/thin metal rectangle, bring it to your head and...

Returning to reality, you pause, "So that was either the fall of the Prothean empire, or a commercial for a movie."

Liara looks profoundly disturbed, "The first, I'd argue. That city... it's the one that the treasure hunt for the box said to start from. There's nothing there any more. Just a flat plain with no signs a city ever stood there."

"You should probably take a break. You said you were too far into the memory before, that had to have just made it worse." concern filling you voice.

"Yes that may be for the best. I... I think I'll take a nap."

Preparing to research AI is a subject with several elements. Surprisingly, the increased security is the least of the problems. Specialized VI programs are run with a massive hardware advantage to simulate an AI attack. Additional cut offs, both manual and automatic, and specialized hardware environments are developed.

The other issues are moral and legal. Morally speaking the creation of a new sapient or sentient entity is a complex issue, not to mention one of the requirements for an AI license is having produced a work on this subject. To consider this issue, you have collected your scientists to discuss the issue and review all previous work on the subject. Hopefully, you can assemble a consistent moral and ethical framework to use.

The legal issue is the oddest. In your review of previous AI works you find A History of AI Research by Basen Vel. In it, you learn about a very interesting legal mess caused by the Geth Rebellion. Prior to the Geth Rebellion, the enslavement of AI was made illegal and there were small numbers of free AI running around Citadel space. The Asari author specifically mentions that the latter fact is often forgotten, sarcastically pointing out "It was only 300 years ago." After the Geth Rebellion free AI were also made illegal in general and the creation of AI without a license was banned. Both sets of laws remain on the books.

Legally this means that any AI produced needs to be sub-sapient, going much beyond that risks triggering one law or another. The entire thing is extremely awkward.

Of course you still actually need to get a license.

Anti-starship Torpedoes are very complex feats of engineering. Advanced VI, powerful engines, and armor all endeavor to get a powerful warhead close to a ship through a gauntlet of interception fire. Most don't make it.

PI however has made advances in all those fields, the only thing you need is a big enough warhead. A simple fusion warhead is merely the starting point. An x-ray opaque case will channel the detonation into a filler material that will transform the energy of the detonation into heat which will super heat a layer of metallic hydrogen into a spear of super hot plasma moving a significant percent of the speed of light. Not that this is a new idea - project Casaba-Howitzer suggested the idea over two centuries ago - but updated with modern materials and techniques, such a warhead should severely damage a starship.

The resulting package should be a major improvement with a lower sensor profile, fast speeds and thus far more likely to hit and deliver its payload. Adding Arcane Blur plates would be an even greater improvement.

Can now produce Anti-Starship Torpedoes.

Huai-Hai is incredibly outdated. The thing was originally developed pre-first contact, after all. You do the best you can to revise the design and integrate new technology into the ship, but half the time you find yourself reworking a previous designer's attempt. You efforts will allow the existing ones to fight better and have improved the ship's operational parameters. However, when sending the finished schematics to the Alliance Navy, you append a note suggesting that no further block upgrades be made after this one, the design is just too dated.

A much more recent design upgrading the Waterloo is a fair bit easier. Several design elements can be upgraded either with new tech or proprietary PI technology. Thanks to the arc-reactor, the spinal's capacitors can be recharged so fast that the main limiting factor is the rate a new round can be loaded into the gun.

The University of Serrice offers a class in practical multi-racial discussion, debate and presentation, which you determine is worth taking. The entire class is actually handled in a VR space, allowing you to attend anonymously and remotely. Matron Del, the class' teacher, offers a variety of insights into how to present the same argument in different ways, depending on the audience as well as several insights into the different races' mindsets.

Overall you learned a lot and the class involved a large number of practical exercises, so you feel quite practiced.

Your SimUniverse is quite fun, although one of your longer running setups started tripping the psuodo-AI warnings... best not to let that happen.

Exploring the facility is entertains you for a while. Before long though, you find yourself visiting Liara studying the contents of the box in one of your lab rooms on a semi-regular basis. You apparently make a very useful VI-like lab assistant and hanging around is fun. Both because Liara is one of your few friends and because learning about the Protheans is quite fun.

The engravings are not consistent with the observed nature of Prothean military gear, see Jasdafon et al."

"I would concur. Most likely sport, due to the grip."

"The projector is apparently designed to produce a shear weaker than it reasonably could, indicating a concern for safety with such weapons." You pause the recording grinning, "I'm going to try and build one, I can't imagine what I'd ever actually use it for, but it be really cool."

Energy blades always strike me as most useful for their (usually present) ability to cut through doors or walls quickly, and other such strategic/tactical vandalism, rather than direct combat applications. Very rare us the situation where melee weapons beyond knife equivilants are a viable option where an Energy blade does anything better than a more mundane one, save giving away your position to enemy sensors.

Edit: one of those situations is, of course, when the enemy is using energy blades and you need to be able to block.

The arc-reactor is placed in another tank of water. It sits there and glows blue as the woman waits impatiently for a few seconds.

"Well, it looks like nothing is going to happen. Clearly, arc-reactors are far more water safe then a fusion reactor, even without a water safety case. Of course, the PI manual for arc-reactors says that submersion may cause minor amounts of Palladium toxicity, but that's only if you have it sit there for a few weeks. Amazing! The manuals were right. Who knew?"


"As you can clearly see, firing a high-powered laser into a fusion reactor is about as dumb as doing the same to an arc-reactor. Amazing, destroying high energy equipment when it's on isn't safe. Learn something new every day."

Matriarch Havana is definitely a master of debate and discussion. She's also quite likable and you can appreciate her drive to understand a being's reasoning and the principles of said being's reasoning. "Well, new military technology is going to effect any situation that involves the military. Obviously," you begin. Mindoir, a Systems Alliance planet colonized before first contact was invaded by forces including a cruiser, a design developed by the Batarian Hegemony and until recently used by their military. There have been several other attacks on human worlds. If that kind of stuff is happening to you, you are at war. The SA was specifically founded to deal with this kind of issue, to defend its members from attackers. So, no, PI's actions can't start a war, we're in one. I'm helping my side win.

"In addition is the question of how this conflict plays out. Over the last thousand years the Batarian Hegemony, pirate and slaver forces have caused the death or loss of over 20 billion sentient beings from the Citadel races alone, plus unknown numbers from the Terminus. Not to mention the enslavement of well over 10 billion beings based on conservative estimates. The issues we have with them are not going to be fixed anytime soon and the current method of dealing with them is resulting in a slow bleeding. As much as war sucks, everything I know tells me that for this case a war is the cheapest way to resolve this.

"That said, if the Batarian Hegemony is willing to stay out of it and doesn't engage in any acts of war, I'd be satisfied with getting rid of the pirates and slavers."

"An understandable perspective. Do you think the Batarian Hegemony will stay out of it?" Havana asks.

Regardless, about a week later you meet with Mordin Solus. He's a middle-aged Salarian, which is an odd thing to say about someone only in their twenties. He has this interesting habit of trimming words from his speech, possibly a side effect of the rapid fire Salarian thought process.

"Greetings, Dr. Shepard. Looking forward to speaking with you. Many possibly benefits from cooperative work. Hopefully will make galaxy better place."

You discuss the possibilities and challenges of developing biotechnology meant for several races and he offer several insights.

Mordin Solus is clever, insightful and probably a polymath. It's an interesting experience talking to some one at least close to your intellectual weight class, and one that knows more than you about the field in question. He's friendly, likable and has character.

However, regardless of any advice or your opinion of him he may offer the real question is will you work with him and how? ;;('he may offer' seems out of place, i wish i knew what you were trying to say here)

HR finds research, security and military teams quickly. However they fail to find anyone exceptional or acceptable to command ParSec. However, they do manage to find a talented company commander.

Jelica Eveliina is a talented company commander with a impressive resume. Good with both biotic units and highly maneuverable commands, she should be able to use the Legionary to incredible effect. There's one small thing that maybe a problem. She's an Asari, and ex-commando, to be precise. She is married to a human though, and has a home on Mindoir. It's not like the Legionary armor won't fit her and PI has started employing aliens.

PI's investigators can't find any issues. She has several positive loyalty indicators (married to a human, lives in SA, good character history) and only one negative, her previous service in a foreign military.

Biotic Training is mostly being handled on the level of SA member states. The SA's current policy seems to be; 'we fucked up, lets stay out of it for now.' There is still a lot of drawing on outside expertise and humanity hasn't really developed a good core of trained biotics or a lot of data on the subject. Most human biotics aren't much older than you!

As for setting up a Biotic Training Facility of any type? You need students, of course, and teachers. Other than that, a decent level of public openness about policies and training would help. One issue with BAaT was a lack of oversight. PI being a corporation might have been an issue, but the reputation gained from dealing with the L2 problem has the public viewing PI as cleaning up the messes of Conatix.

As for the location... a site in a relay system would be better, but Mindoir would work. Hell. Mindoir has a small Biotic population. Though the majority have very minor abilities.

The paper work is the least of the difficulties. Assuming you fill out all the forms correctly the Citadel Council will have to vote to allow you a license. It takes a fair bit of digging, but eventually a source in the Turian Hierarchy gives you a brief explanation of the general dispositions of the Council members.

The Turian Councilor tends to look at the quality of the leadership of a company. Rebecca Shepard is a brilliant scientist of good character and she holds basically absolute control over the company. The Turian vote is probably a yes.

The Asari vote is usually more concerned with the stability of the company. PI really doesn't have any stabilizing factors and reports to no one save Rebecca Shepard. Barring time or politics, this vote's a no.

The Salarian representative is the quiet one and tends to be the swing vote in divided issues. Despite the Salarian tendency toward... dangerous science at times, they don't encourage others to research dangerous things. They are going to need a better understanding of the company and its goals, particularly its goals for AI research, before they'll say yes. Right now PI looks like a magic box that pops out new stuff, some of which could become very dangerous.

Buying control of CCI would take at least 500 million credits. Total ownership would cost 1.25 billion. DSB is worth several billion, 30 billion for majority control, 70 billion for total ownership.

Numerous human frontier colonies and colonies further off the relay network are looking to supplement their security. On average, you could earn about 5 million per team assigned to such jobs. However, there's more profit to be made in other less "safe" jobs.

An anonymous employer is offering a 200 million bounty for the destruction of a terminus slaver base in the Gusuk system. The bounty is for the total destruction of the base and the death of every slaver. Problem is, we don't have the space power to attack even if they probably only have raider vessels. We could, however, try to be extremely clever, sneak in and either hijack the site's GARDIAN, or steal a vessel or two to destroy the others. It would take five teams at a reasonable minimum, but its a risky op with what we have.

The abolitionist faction on Anhur is offering us 30 million credits per team for a year-long contract. Anhur is becoming a proxy for some of the Hegemony-SA conflict and there are very good odds any teams sent her will see combat.

Several items are ones that your lobbyists tell you will take time to see any major effect. Information on the Cabria design does make it to the ears of a few of "the right people," and you begin to pick up requests for more details. At this point some of the ship is more theory than anything else, but people are aware that you're intending to make ships and they, like all other tech PI produces, will be something incredible.

The Alliance thanks you for the heads up. You're not sure exactly what they're planning to do, but you're a civilian, and telling you may break opsec, or something. The visit to Intai'sei is surprisingly fast. Less than eight days later, Liara is back with a block of solidified rock, presumably containing the box.

With your permission, Liara borrows a small lab room and begins to use a variety of low impact tools to chip away at the rock, slowly revealing a sealed metallic box. The lab room is sealed and the air replaced with neural gases before the box is opened, to prevent any artifacts from degrading.

Several people including yourself stand in the lab room in breathing gear for the opening of the box.

"Liara, you okay?" you ask as she stands before the box, a little out of it. It almost looks like her eyes have a blackish tint.

"I'll be okay. I had to sink into the memory a bit much to find the box and, well... I remember burying this box. As though it were me all those years ago. It messes with one's perspective a bit," she says with a weak smile.

"Regardless," she says and opens the box's seal. Inside are a variety of items: a stack of plastic cards with writing on them wrapped together, a handle, a thin metal rectangle, two bottles containing unknown fluids, a rectangular plastic box, and the item that stands out the most: A plush doll of a bipedal alien creature. A quick scan shows the items inside to be safe as far as an initial scan can tell.

"I wonder who you are that someone felt it worth putting you in here?" Liara asks as she removes the doll.

"I think it's less a 'who' than a 'what.' It looks mass-produced and its a small plush doll, the sort for children. It wouldn't look out of place on my stuffed animal shelf. And as Fanel's rule of thumb observes; 'if a Prothean artifact looks like something than it will be just that most of the time.'" you say, "So at least one message is clear: 'We give our children dolls to play with, do you?' Or something like that."

"True, but still, what is it a doll of?"

"A Prothean?"

"As good a guess as any other."

The greatest shock comes when Liara removes the thin metal rectangle. An electronic device of some sort, it activates the moment Liara's gloves touch it. You quickly attempt to move it away in case it's dangerous, but all you succeed in is being in contact with it when it turns on, and you see.

You are in Paragon Industries HQ/The Citadel/Center and you gaze upon the greatness of your Company/Empire/Achievement, and it is wondrous indeed.

Then you suddenly stand outside Landing/An Unknown City/Home and it burns. From the sky come ships. Black-Necron?-Tyranids??/Metal-Insect-Cuttlefish/Destroyers and they destroy all that oppose them. Even the Cabria/Particle-Beam-Crusier/Powerful Warship floating above the city to protect it is swatted aside. You turn and run.

After a journey you are exuasted and spent before a cave. In the cave you approach a box. Opening it you see a set of items. Toys, pieces of a civilization. You pull out a ANI/thin metal rectangle, bring it to your head and...

Returning to reality, you pause, "So that was either the fall of the Prothean empire, or a commercial for a movie."

Liara looks profoundly disturbed, "The first, I'd argue. That city... it's the one that the treasure hunt for the box said to start from. There's nothing there any more. Just a flat plain with no signs a city ever stood there."

"You should probably take a break. You said you were too far into the memory before, that had to have just made it worse," concern filling you voice.

"Yes, that may be for the best. I... I think I'll take a nap."

As you leave the room, you contemplate how to tell the galaxy the Protheans were wiped out by giant Metal-Insect-Cuttlefish things. At least, you're fairly sure the Necron and Chaos imagery was your brain trying to translate the memory, using your own associations. The galaxy is screwed if the people who invented 40k were on to something.

Preparing to research AI is a subject with several elements. Surprisingly, the increased security is the least of the problems. Specialized VI programs are run with a massive hardware advantage to simulate an AI attack. Additional cut offs, both manual and automatic, and specialized hardware environments are developed.

The other issues are moral and legal. Morally speaking the creation of a new sapient or sentient entity is a complex issue, not to mention one of the requirements for an AI license is having produced a work on this subject. To consider this issue, you have collected your scientists to discuss the issue and review all previous work on the subject. Hopefully, you can assemble a consistent moral and ethical frame-work with. ;;(????)

The legal issue is the oddest. In your review of previous AI works you find A History of AI Research by Basen Vel. In it, you learn about a very interesting legal mess caused by the Geth Rebellion. Prior to the Geth Rebellion, the enslavement of AI was made illegal and there were small numbers of free AI running around Citadel space. The Asari author specifically mentions that the latter fact is often forgotten, sarcastically pointing out, "It was only 300 years ago." After the Geth Rebellion free AI were also made illegal in general and the creation of AI without a license made illegal. Both sets of laws remain on the books. ;;(suggest 'without a license was banned' -overuse of 'made illegal')

Legally, this means that any AI produced needs to be sub-sapient, going much beyond that risks triggering one law or another. The entire thing is extremely awkward.

Of course, you still actually need to get a license.

Anti-starship Torpedoes are very complex feats of engineering. Advanced VI, powerful engines, and armor all endeavor to get a powerful warhead close to a ship through a gauntlet of interception fire. Most don't make it.

PI, however, has made advances in all those fields, the only thing you need is a big enough warhead. A simple fusion warhead is merely the starting point. An x-ray opaque case will channel the detonation into a filler material that will transform the energy of the detonation into heat, which will super heat a layer of metallic hydrogen into a spear of super hot plasma moving a significant percent of the speed of light. Not that this is a new idea - project Casaba-Howitzer suggested the idea over two centuries ago - but updated with modern materials and techniques, such a warhead should severely damage a starship.

The resulting package should be a major improvement with a lower sensor profile, fast speeds and thus far more likely to hit and deliver its payload. Adding Arcane Blur plates would be an even greater improvement.

Can now produce Anti-Starship Torpedoes.

Huai-Hai is incredibly outdated. The thing was originally developed pre-first contact, after all. You do the best you can to revise the design and integrate new technology into the ship, but half the time you find yourself reworking a previous designer's attempt. You efforts will allow the existing ones to fight better and have improved the ship's operational parameters. However, when sending the finished schematics to the Alliance Navy, you append a note suggesting that no further block upgrades after this one be made after this one, the design is just too dated.

A much more recent design, upgrading the Waterloo is a fair bit easier. Several design elements can be upgraded either with new tech or proprietary PI technology. The part you're proudest of is the vastly increased rate of fire for the spinal gun. Thanks to the arc-reactor, the spinal's capacitors can be recharged so fast that the main limiting factor is the rate a new round can be loaded into the gun.

Communication is a complicated subject you quickly, find, much less persuasion or presentation. Practicing with people you know and digging into the the theory leads you to one conclusion: you should take a class in this.

The University of Serrice offers a class in practical multi-racial discussion, debate and presentation, which you determine is worth taking. The entire class is actually handled in a VR space, allowing you to attend anonymously and remotely. Matron Del, the class' teacher, offers a variety of insights into how to present the same argument in different ways, depending on the audience as well as several insights into the different races' mindsets.

Overall you learned a lot and the class involved a large number of practical exercises, so you feel quite practiced.

Laying around while your body is altered would be really boring if it wasn't for the ANI system. Thankfully, you can spend your time doing something else with your brain. You enjoy playing games and just generally taking time off. Of course, your idea of taking time off is to build a VR world where you literally play God. Your SimUniverse is quite fun, although one of your longer running setups started tripping the pseudo-AI warnings... best not to let that happen.

Exploring the facility is entertains you for a while. Before long though, you find yourself visiting Liara studying the contents of the box in one of your lab rooms on a semi-regular basis. You apparently make a very useful VI-like lab assistant and hanging around is fun. Both because Liara is one of your few friends and because learning about the Protheans is quite fun.

"Artifact four of the Intai'sei Time Capsule Cashe, appears to be a handle of some sort. Grip material is an unknown plastic substance. Detailed engravings on segments not in contact with presumed hand placement. High visual similarity to bladed dueling weapon handles found in many races. Dark energy emitter at top." "Internal scans show an eezo system and a depleted power cell. Simulation show that the emitter would project a dark energy field that produces massive shear capable of cutting though any solid material. Power cell is of unknown type and nature. It cannot be recharged at this time." You add looking over the data, "I'd hypothesize that this is a sport or ceremonial weapon. The engravings are not consistent with the observed nature of Prothean military gear, see Jasdafon et al."

"I would concur. Most likely sport, due to the grip."

"The projector is apparently designed to produce a shear weaker than it reasonably could, indicating a concern for safety with such weapons." You pause the recording grinning, "I'm going to try and build one. I can't imagine what I'd ever actually use it for, but it be really cool."

"The melee energy weapon is a common cultural archetype, though which weapon varies. Turians have a thing for spears, Salarians daggers, both humans and Asari swords. I recall reading a paper on it," Liara says thoughtfully.

I have to say I really liked Revy's response to this. Another point that crossed my mind; Anyone can do general charity work. It's as simple as donating some money or time really. We might be able to do more then the average person but that would be easily counterbalanced by a lot of people doing general charity stuff.

Paragon Industries however is the only company that can perform charity related to our tech.

If that kind of stuff is happening to you, you are at war.

Hah! I knew it! As Revy said most human biotics are her age. Still all indications are that she is trust worthy. Now she could just be a spy playing the long game, what is a 60 year marriage to an Asari, but she is good at her job and a local so there should be a good deal of respect towards Revy.

On the surface I like the idea. Aliens will have different cultural and technological backgrounds so they will come out with ideas and notice flaws that humans won't. It's the same reason multi-cultural work places are desired by big businesses; because it's been shown to increase productivity.

Unfortunately we are basically one of the SA's most valuable and rapidly growing military-industrial companies. Aliens pose a huge security risk as they are genetically inclined to favor their own species over other species. Now that doesn't mean there aren't trustworthy aliens we can hire, just look at Liara and Gaven Dor, but right now it needs to be handled on a case by case basis for now.

Maybe later once we're big enough that we have a significant, non-Arc Reactor, stake in the Citadel markets it will be practical since we could staff those branches with aliens. But for right now it's just not practical.

Hm. 5m per quarter or per year? I'm guessing per year since per quarter would be 20m per year and that seems too close to the figure for a year's contract on Anhur where heavy fighting is expected.

5m per year is below my estimated break even point for a team of ParSec employees:
Let's look at the numbers. If we send a single 20 man team with just Legionaries on a security job then, including lost production, we are sending 29.6 million credits worth of gear. The rate at which a given suit depreciates varies a lot depending upon the wear and tear but let's say that an active duty one lasts an average of three years, for comparison from what I found police departments replace their body armor every 5 years. That means we basically have to make ~10m per year just to break even on the suits.

So to pay for just the suits we'd need:

÷ 0.5 (50% off-contract time for our teams for transportation, medical, suit repair, psych leave, etc)

Problem is we don't have the space power to attack even if they probably only have raider vessels.

What kind of space power would be needed here? Because I was planning on cranking about a bunch of Gladius-B fighters this quarter and we can produce 1.5 a day with just the factories in our HQ, 4.5 a day if we use all the Mindoir factories.

The abolitionist faction on Anhur is offering us 30 million credits per team for a year-long contract. Anhur is becoming a proxy for some of the Hegemony-SA conflict and there are very good odds any teams sent her will see combat.

This is a very good choice. If our troops are up to handling the bloody and down right brutal fighting done in urban warfare.

Well it's likely we can transcode the memories through our ANI but I think the best way would be using that thingy Liara set up to create the memory vid thing from her last dig. That assumes the device is still working but unlike the Beacon exploding we haven't seen anything to indicate that it no longer functions.

So the question of "What happened to the Protheans?" may finally be answered: "Evil Cuttlefish".

The part your proudest of is the vastly increased rate of fire for the spinal gun, thanks to the arc-reactor the spinal's capacitors can be recharged so fast that the main limiting factor is the rate a new round can be loaded into the gun.

Now that is freaking awesome! Given that this is almost certainly a mechanical loader, I can't imagine any reason for it to be manually loaded, we are easily looking at 40 rounds a minute, the US 5"/54 Mark 42 use to manage that but was slowed down to increase reliability, and more likely 60 rounds per minute or higher.

Hmm, that has some nice things in Yog.

Personally I suggest we should look for bying some sort of lab in Citadel space for our xenobiology research. If we use the Litinana deal also, we could get first tech from that tree quite easily. Heavy spying isn't that much problem. I doubt there is many people who wouldn't open source things like cure for Quarian immune system problems and Keplar syndrome.

What we also need to do is find some reason for our AI research (other than we want Cortana as full AI) to give for Salarians. Perhaps Mordin contact links would help getting us to good graces. I doubt Asari say "yes" until we research Ardat-Yakshi cure, but 2 out of 3 should be enough to get license.

Also, try not to go in to massive spending. We do need to pay the loan off and I personally would like to have some of it paid before final payment, just in case.

Oh, I recently moved so it takes about 24 hours before I answer to anything. Damn internet provider takes forever to send someone in to put DSL in place.

This seems like a terrible idea. Most of Tuchanka hates Sur Kesh with the bilious fury of a galaxy's worth of suns. I cannot see this ending well.
 

I'm so tempted to go with 'Well, we haven't cracked stealth-in-space yet, so we can't exactly say we're ready to revolutionise the field.'

Implications of course being that 1) we're figuring out how to do that, 2) that we expect to be able to pull it off, 3) that we expect it done fairly soon.
