Yeah, it isn't hard to forget that Kenshin is basically a James Bond villain, that you find out in the final confrontation, was your predecessor who found out that the people you work for? They are viler and more evil than most of the 'villains' you were assigned to take down, and they wanted him silenced for it.

Money should be the least of our concerns, especially if we succeed in China and gain access to a superpower's economy. Selling the design now leverages our recent partnership with Steiner Konzern and shows that we're serious about contributing towards the space race. Keep in mind that the Tunguska Speech had most people believing that Lelouch already possessed some groundbreaking aerospace technology, when in reality we're nowhere near ready. If we don't keep up the charade then Steiner Konzern is liable to get frustrated and end our collaboration prematurely.

Also we need to take into account our future agenda, we're going to focus on the Gawain for at least 2 years minimum and Jaeger's projects will take priority due to his recent breakthroughs. Advancing the Psionic tech-tree will take precedence for the foreseeable future, so refining the jet engine will have to take the *heh* backburner, especially since the Psionic tree has greater potential pay-off than currently. Leaving the design to languish for years is rather wasteful when it can be used on the field.

Holding onto the Ramjet tech would be a mistake. We aren't going to be able to develop it in the short term, because of the Gawain and Kenshin's project taking priority. We don't need the money right now, so I'm much more interested in seeing the tech applied. Getting access to something like a Ramjet Fighter or some kind of advanced rocket system a year or two earlier without having to spend the research actions is worth more than a chance to get a little extra money.

Can I convince you two to vote for selling to Steiner Konzern? We really won't have the actions to develop this technology further any time soon, which makes selling to them now best for our prospects on collecting that huge bount Charles put on reaching space.

There will probably be better options to chose next turn than refining the technology from Hashima, so I say we should sell it.
For Xiǎobāo, we didn't do anything with him since we got him, so might as well do it now, especially if the crit we had in the action could help.
And for China, the civil war is a do or get exiled thing for us, so I don't think that we should split our focus between china and india.

As a reminder, it's likely we'll get the prototype facility building option as a stewardship action next turn, rather than a learning one. So since stewardship is much less backlogged I think it makes sense to hold off for now. Showing we have the ability to build complete products should gain us more prestige and respect when selling.
