Background Notes:
Dr. Serafina Rosario is the daughter of Daniel and Pia Rosario, both famous and high-level Progenitors who have made waves in their respective fields via revolutionary scientific theories. Like many children of Technocratic parents, Dr. Rosario attended the Damien Academy for Exceptional Youth for her entire primary schooling, graduating in 1995 with the equivalent of a Ph.D in biology and a M.D. Her behavior in the school was exceptionally rebellious, although there were never any questions of actual loyalty. However, she was threatened with expulsion for several incidents, including one involving misuse of advanced bioengineering equipment, and several incidents of encouraging students to flout the Academy's rules on good order. This misbehavior peaked in 1992, and for her last few years she became a significantly more well-behaved student, possibly out of embarrassment from the results of the incident involving bioengineering equipment misuse.

Using the Ivory Tower's Academic Reciprocity Program (ARP), she was provided a M.D from Harvard Medical School, which she used to practice for a short period of time with Medicins Sans Frontiers, eventually joining Medicins Sans Superstition (the Progenitor program to improve medical care in less-developed areas alongside an anti-superstitionist program to eliminate alternative medical workings). Encouragement by colleagues led her to test out a short-lived transfer from this to Damage Control in late 1997, wherein she spent a year working alongside several NWO agents until her transfer, for "job stress" and "different opportunities", led to her transfer to FACADE's research and development programs.

As a FACADE researcher she has had a few of her own projects, although she flits from project to project in an almost hyperactive fashion, giving assistance and advice whenever she finds it necessary or interesting. Her assistance is often welcomed, but her short attention span on research has impacted her promotion chances-it is almost certain that a gifted scientist of her caliber, possessing her social ability, would have become a head researcher if it was not for her habit of simply finding hard problems to solve, solving those issues, and then flitting off to another problem.

One of the exceptions to this has been her participation in EXEMPLAR II and III, wherein she was an incredibly dedicated and studious worker to the point of obsession. It is not known what drove her to see this as her life's work, but during her work in EXEMPLAR II and III, she was exceptionally dedicated with the project itself, having temporarily incorporated transgenic mods to remove her need for rest and further augment her intellect. However, with the end of the project due to the failure of EXEMPLAR III, she has largely retired to Sleeper-improvement work, apparently to aid in the acclimatization and schooling of the last EXEMPLAR III survivor, Rose Ashford (EXEMPLAR-R-528-S-3).

Although Progenitor leadership, including her parents, have encouraged her to take a more active role on projects requiring significantly more than basic hyperbiological understanding and patience, she has largely ignored such suggestions, even though they have reduced her profile in the Progenitors, a heavily research-focused Convention. Her latest choice to transfer to a cross-Convention field Amalgam is likely for similar reasons, to keep close to her surrogate daughter. However, as this sabbatical from academia may assist her in recovering her old Genius, this transfer has been approved.

Further Investigation: Okay, JB, you asked me to get a psych profile on her, and her basic dossier files are pretty much fluff (I guess when you can engineer everyone to have perfect meat-memory you don't keep all that much on your computers, eh) so I looked further into their internal affairs and psych stuff. FYI: If EC kicks my door down, this is all your fault and you mind-controlled me to do it. You know she's sleeping with one of them, right? I owe you for getting me out of that little clusterfuck of wizards, though, especially after what went down a year later.​
Anyways, psych-wise, they fear she's got some attention span issues, but tests show she's perfectly fine. She just loses interest relatively quickly if the problem isn't hard (there is probably a sex joke in here somewhere) and decides to find another problem. So give her something challenging and she'll love it, have her do something boring (like endless surveillance) and she'll very rapidly lose interest and just fuck off and get into trouble. Presumably it might be why she isn't in Damage Control anymore, but there's not much evidence on that. Certainly outside of that operation in Japan her record was fine, and every agent has their failed missions. So I'll chalk up 'personal issues' as why she transferred out of DC.​
It's actually similar in a lot of her personal relationships, from what I've pieced together from NWO and Prog intercepts-she finds someone interesting for a short period of time, and then gently leaves them. You may make jokes about 'hardness' now, except you're a humorless bitch and won't do that while I'm a terrible example of overachieving masculinity. I've been trying to draw from recorded snippets of rumors and various bragging on Facebook as to what her romantic relationships and friendships are, and it's creating a picture of someone who keeps falling in and out of love at the drop of a hat. Her only semi-long-term romantic relationship is with Alexander Cross, and there's probably some sort of ethics violation if you're sleeping with your auditors here. It's also only semi-long-term insofar as he doesn't, as far as I know, care about who she's learning about behind his back, because artificial people are weird like that and don't quite have the same social instincts we do. Hey, maybe I should find a robot girlfriend or five to call my own. I mean, now that I'm one of the James Bond types that means I should have as many girlfriends as he does, no?​
Friendships are easier-she has a lot of friends, but very few close ones. Very popular, but kind of nervous around people, it seems, which makes sense, since Damien turns out real weirdos. Even when I was back with the old guys doing this kind of intel work, you could tell if someone was a Damien grad, because they didn't want to associate with normal people. Good times, good times. I wouldn't have met you if it wasn't for that one hostage situation back in Greece, and that means I probably wouldn't have defected and now I'd be dead thanks to the Golden fuckin' Chalice, but I'm just rambling here to make sure you know this is actually me and you're not reading a honeypot letter. More seriously, if you can actually get her to open up to you, you might have a shot at playing her. I know it's hard, but sometimes the truth is the best lie. She's lonely, kind of dorky, and just sort of has this practiced politeness that you tend to get when you work in a cut-throat environment full of backstabbing like the Order of Hermes... or the Progenitors (what is with academia). She's good at playing people like chess pieces, but that's more because she has an IQ of about 500 and can see what you're likely to do before you've done it. You can bullshit her, but if you're doing that make sure she can't actually do the research herself.​

Better The Devil You Know... Joint Technocracy/Reality Deviant Operations

As the readers of this article may well know, it is extremely common, especially in the Post-Anomaly world, for loyal Union members and Reality Deviants to work on temporary joint projects, some officially sanctioned, some not. This article will list some of the more exceptional Union/RD cooperative endeavors, as well as providing tests for the validity of such a joint operation. A valid, non-sanctionable joint operation is one where the benefit of working with Reality Deviants exceeds the expense of working with Reality Deviants, both tangible (equipment losses and any other expenses taken) and intangible (promotion of incorrect thought). It also helps significantly if the Technocracy benefits significantly more than the Reality Deviants do. It is, of course, safest to undertake a joint operation with Reality Deviants when you lack the resources to accomplish the task another way. Note that not all of these have to be justified in front of a board of review-minor cooperation with Reality Deviants and allowing Reality Deviants to act unmolested should their actions advance a Technocratic goal are prima facie justifiable. Furthermore, constant use of Reality Deviants may not, in fact, be desirable for all but the most senior agents. Agent John Courage is a hero to us all, but he's not a very good role model given that he spends most of his time hiding from the Technocracy (also, using a non-doctrinal pseudonym).

Some of the more famous or infamous Union/RD operations are listed below, as well as brief descriptions.

Demonhunters: Very few anti-Nephandic task forces exist without some sort of contact with the other side. Before the end of the Ascension War, this was extremely useful, as you could generally tell hostile parties from the other faction to kill your own Nephandi, saving resources and creating fewer ethical conundrums. At the end of the Ascension War, these networks often became open friendships, and although nonsanctioned, attempting to remove a Nephandi-hunter for their Reality Deviant friendships is often a very, very short step to being accused of Neffandery yourself, which has made them essentially immune to prosecution. Many of them act all but openly in concert with the other side. To be fair to these men and women, their loyalty is to the preservation of this world and of humanity, something entirely admirable and something everyone can agree on. However, friendship and alliance is often a short step away from defection.

INVICTUS: Invictus apparently started as a secret cabal of Syndicate Enforcers who realized the existence of corruption in the Special Projects Division was long-standing and difficult to root out. With the exposure of this corruption, they essentially 'went open', but in the early days did not have sufficient resources. This led them to make a temporary alliance with shapeshifter tribes to attack sequestrated SPD holdings, often associated with the megacorporation Pentex. Post Dimensional Anomaly, Enforcer Ryan Whitman, one of the original founders of the INVICTUS cabal, inherited a leadership position due to the removal of almost all high-ranking Syndicate executives, and essentially turned INVICTUS into a fully authorized subproject of the Enforcers. This did not change their cooperation with shapeshifters, but altered it significantly such that they largely deal with the more controllable ones, such as the "Glass Walkers".

Marauder Containment Unit: The MCU is a joint Iteration X/Progenitor/Etherite operation that attempts to contain risky Marauders before they do something particularly dangerous. Although Iteration X and the Progenitors are generally hardline, and would have run the MCU by themselves, they have found that Etherite pseudoscience provides a significantly increased level of effectiveness against Marauders in their bubbles of altered reality where conventional physics may have issues functioning. The Etherites, on their part, would also prefer to go it alone, but have found that the resources of Iteration X and the Progenitors provide a fantastic level of backup when a mad scientist threatens to unleash an unstoppable horde of 10 meter long fire-breathing atomic ants on North America, and both sides would prefer human civilization remain largely intact, even if one side has distasteful views on what this civilization would entail.

Project J: The Syndicate, as one of the humanist conventions, has often had issues with manpower or tasking. They, however, have had very few issues with tasks such as valuation of labor. Project J is quite literally pushing the edge of valid cooperation between Technocrats and Superstitionists, as it is paying Superstitionists to do tasks that the Syndicate wishes accomplished. The reason that Project J has not been sanctioned as of now is that those people involved in it have a moderately higher-than-normal chance of defecting to our side, turning it into an impromptu recruitment method, as well as the cost-benefit equations showing that it was often much easier for the Syndicate to pay the Reality Deviants to accomplish the task than to achieve it via cross-Convention means. Even so, all other Conventions save the Void Engineers see it as politically dangerous, and have been lobbying to have it shut down. Its continued existence is questionable given this significant lobbying.

The Children's Crusade: Started by a high-ranking member of the Cult of Ecstasy who was horrified at Nephandic influence in child slavery and trafficking, the Children's Crusade started as an exclusively-RD run operation until several NWO and Syndicate operatives on similar investigative trails ended up running their own program. The two ran into each other, and nothing was ever the same. Much like any other anti-Nephandi operations, cooperation was quick. The Children's Crusade became more or less an official Cross-Convention/Traditions operation, taking personnel from every Convention or Superstitionist Tradition, and due to the perfidy and depth of Nephandic corruption, has not disbanded or been threatened with disbandment from either side. Some say that the Children's Crusade and the Demonhunters in general, both of which often lead to extended and friendly relationships between nominal foes (some of which even blossom into full-fledged romances), are much of the reason why the fragile peace after the Dimensional Anomaly has not collapsed, even after 15 years and more than a few low-level skirmishes.

The Competition for Hypermathematics and Hyperprogramming: This competition between Iteration X, the Virtual Adepts, and the Etherites was originally an internal Technocratic competition. However, even when the Etherites and VAs defected, they used clever tricks to enter it. Iteration X strongly lobbied to have the award and competition continued even when their competitors ended up on the superstitionist side. This is rumored to be one of the very few times where Iteration X did not directly obey the Computer's orders, which may show you the importance of this game. The competition itself is a grueling test of advanced computer knowledge and mathematical know-how, often involving artificial realms where the goals require figuring out a completely unknown set of physics from base principles. A 9-strong panel of judges, 3 from each Convention or Tradition, judge the winner, whose award is a significant windfall of Prime Energy ('tass', in the words of the Reality Deviants). During some of the most hardline eras of the Ascension War, the judge panel was the only time you could see Iteration X members near Reality Deviants without some sort of armed conflict going on.

Detailed Notes:
Christos Barberis, as he is currently known, is a retired Euthanatos assassin of extremely high pedigree and lethality. His earliest operations against the Order of Reason date back to various operations eliminating Union agents embedded in colonial governments throughout the world. It is unknown where he initially got his combat training, but wherever the original source, it is undeniable that his understanding of martial arts and combat in general is unsurpassed by all but a few high-end Union savants. Due to the paucity of records on the Technocratic Union's formative years and the relatively chaotic times of the Industrial Age, it is unknown how many operations he undertook during those early formative years of the Technocracy.

Although Christos later graduated from direct action to leadership of a cabal of superstitionists, this did not reduce his time in the field and if anything increased it. He was more than willing to take to the front lines of the Ascension War even well into his first century of life, where most superstitionists tend to end up in indoctrination or mentoring roles. This constant exposure to the changing world may have been a reason for his increasing disillusionment with the superstitionists and the Ascension War in general. This disillusionment led to him being one of the voices of reason in World War II, allowing for the temporary truce between the superstitionist Traditions and the Technocratic Union in the 1930s and 1940s. Although his assistance in the war was limited, his support of the truce meant the Union was not distracted by a two-front war and was successful in purging most of the deviants from its own ranks, as well as suppressing Nephandic activity worldwide. Post-WWII, his use of direct action against Technocratic facilities became near-nonexistent.

This is not to say that he defected or simply walked away from the Ascension War, merely that he decreased direct action activities against Technocratic assets, instead focusing violent assaults on Nephandi and hemophages and deciding to fight the Technocracy's superior message with subterfuge and lies spread by sleeper proxies. One of the more famous psyops Christos engaged in involved a RPG in the heyday of the pen and paper RPG industry written as a subtle attempt to encourage more superstitionists, which was only suppressed by the Special Projects Division in conjunction with Pentex's Black Dog Game Studios. Even today, although NWO media control and Syndicate financiers attempt to attack his access to resources and influence, he plays a role as a reclusive patron of the arts, encouraging anti-Technocratic propaganda via generous grants. Assassination missions have been authorized repeatedly, the last such mission being in 1998. After the Dimensional Anomaly and the refocusing of Union assets on suppression of Nephandi, hemophages, and shapeshifters, no such assassinations have been ordered by the Union chain of command, especially because Christos himself has spent most of his phenomenal resources and influence on the elimination Nephandi and the slow reduction of hemophage control of human populations.

Currently, Christos spends his time as a semi-public figure, who has a mysterious source of wealth via inheritances and the sale of valuable ancient artifacts. This income is supplemented by wealth and blackmail material seized by his constant and continuing war against hemophages. He still supports anti-Union causes, but is largely peaceful, making him a long-term threat whose defeat should be reserved for NWO and Syndicate media moguls, rather than any form of direct action. Iteration X Statisticians predict all but the most extreme levels of response are unlikely to successfully assassinate him, and should an assassination be ordered they suggest extreme levels of firepower be brought to bear immediately ranging from X-62 Aurora VTOLs to HITMark VIs.

Should an agent engage Christos in combat, they should be aware that he is an expert in virtually all known forms of armed, unarmed, and vehicular combat and his resources extend to sufficient money and influence to have safehouses and arsenal drops throughout the world. Christos does not seem to have any weapons type preference although he does seem to have a preference for less flashy, deniable weaponry. Like many of his Chalice brethren, he has been spotted using Hermetic-style alchemical methods, phenomenal personal skill, and even twisted parodies of hypertechnology that seem to mock the efforts of Q Division. Furthermore, he has a constant low-level probability distortion field which makes it more difficult for agents to successfully strike him, and is known to have physical strength, dexterity, and endurance exceeding those of even V2 'Vanessa' clones. Finally, he is phenomenally difficult to track, which has made creating this dossier extraordinarily difficult to the point of absurdity.

The Dimensional Anomaly-Case RAGNAROK
The Dimensional Anomaly is a phenomenon of unknown cause that has drastically changed the nature of extradimensional phase space, creating significant risks to human extradimensional and FTL travel.

The causes of the Dimensional Anomaly are largely unknown, even to this day. In 1999, an unknown Code GODLIKE Hemophage appeared in Bangladesh, causing untold destruction. Surrounding the Hemophage was a massive typhoon, of sufficient strength to make standard orbital response insufficient. Intermittent reports of significant and heavy fighting between Code GODLIKE and various other high-threat Reality Deviants was reported, but the Union could not rely on the idea that Reality Deviants would "take care of their own", and was required by the Precepts of Damien to intervene against this blatant display of the supernatural. In response, Iteration X Comptroller Schiavelli field-tested the prototype HITMark VI project with full authorization from Control (as was then necessary for the deployment of any strategic-level assets), which successfully eliminated the target at significant materiel losses.

The result of the death of the targeted hemophage, called an "Antediluvian" according to ignorant superstitionist propaganda, was a mass orgy of chaos and destruction across the world as other hemophages were driven to extreme levels of aggression, perhaps to avenge the deaths of their so-called god against humanity. Task Force SUNBURST, a cross-Progenitor/Iteration X amalgam, was created and deployed to deal with the resulting violence and potential Precept breach that resulted. The result of this worldwide violence, however, disguised issues with dimensional space, as extrasolar scientific studies were relegated to lower priority levels. This is unfortunate, for it may have been possible to have saved more lives.

The Dimensional Anomaly struck within 72 hours of the death of Code GODLIKE. It is unknown whether the two are related. Experts in hemophage physiology believe that hemophages are extremely limited in their ability to interact with extradimensional phase space, but as we have no in-depth studies of Code GODLIKE, this is not the same thing as eliminating Code GODLIKE as a potential cause. The results, however, are well known. Extradimensional space was significantly disrupted, causing massive destruction to Union extrasolar and extraplanetary assets, dependent on hyperspace taps for power and FTL drives for timely transit and resupply. Many of the Void Engineer's vessels were lost. The few which were not were forced to transition to realspace and attempt to use backup fusion drive to return to Earth. It is true that there are still VE vessels returning to Earth to this day.

Contact with Control and other extrasolar assets, however, was not fully cut off. Messages, often heavily degraded, have been received from extrasolar assets. These messages were increasingly degraded and incoherent until 90 days post-Anomaly, at which point all communication ceased. The Void Engineers have been attempting to rescue survivors and discover the fates of exoplanetary and extrasolar bases. So far, there has been no success in recovering any living personnel or undamaged records of the Dimensional Anomaly. According to the Void Engineers, there is an organized and significant enemy force that has been actively preventing the recovery of Union personnel or records, possibly the creators of the Dimensional Anomaly. The Syndicate and NWO have been skeptical of the Void Engineers' claims, but have not, as of yet, chosen to demand actual evidence.

Hemophages:
Hemophages are a hotly debated topic in Progenitor laboratory Constructs. Originally, they were believed to be a subspecies of the human race, homo sapiens anthropophagi. However, that hypothesis was later disproven by understanding of the reproductive cycle of hemophages, which involved the (un)willing transformation of a normal baseline human into a new hemophage. The current theory is that hemophages are humans infected by a parasite, potentially extraterrestrial in origin. However, some others seeking a more unified codex of Reality Deviants, supported by the (debatably sane) Svalbarg Psionic Control Project, consider them to be very limited biokinetic psions whose unwise manipulations of their own genetic code have caused significant genetic defects (similar to those seen in Combat Homonculi). As support, they cite the fact that the genetic flaws of vampires are, in fact, very similar to the flaws of defective combat constructs, including stress atavism, regenerative abilities negated by incendiary weaponry, inexplicable weaknesses to relatively common stimuli, the "Tremere" hemophages and their association with the Order of Hermes, and the legends about them having fixed responses to religious symbols. Under that hypothesis, vampires were once self-replicating Reality Deviant equivalents to our own combat homonculi, who were controlled via religious symbolism, but eventually mutated a resistance to these control mechanisms and rebelled.

Complicating this debate is the existence of yet another hemophagic subspecies, the Cathayans or "Kuei-Jin", mostly isolated to Asia. The theories of those are similarly hotly debated between Asian Progenitors, whether they are some sort of human-Reality Deviant hybrid (the existence of traces of dragon DNA in Cathayan corpses would imply this), extradimensional parasite possession (their ability to dimension hop similar to many EDEs would support this assertion), or the Svalbarg hypothesis of biokinetic psions (their abilities to modify their own flesh and bone lend limited support to the Svalbarg hypothesis). As opposed to "western" hemophages, Cathayans have entirely different genetics and behaviors, and some debate whether they are hemophages at all, as they seem to be able to subsist on a much wider range of substances than the western hemophage, which is generally solely capable of deriving nutrition from blood. Kuei-jin have been observed eating human flesh, or even subsisting on Prime Energy.

Although the theoretical underpinnings of hemophages are not well understood, their physical and combat capabilities are well-documented. Hemophages of both sorts are incredibly resistant to shock and possess rapid regeneration, and most possess incredible physical strength, agility, and endurance. Conventional small arms are contraindicated against hemophages, although skilled firearms users may be able to eliminate them via head or vitals shots. Furthermore, hemophages have possessed abilities such as incredible strength and speed, durability allowing them to deflect even full-sized rifle fire or two-handed swords without injury or reaction, various forms of mental influence, and more exotic abilities such as the manipulation of shadows.

Eastern hemophages have roughly equivalent powers, although they often have their own unique abilities. Notable recorded abilities are the ability to alter their own physical bodies to create weapons, armor plate, or even detach body parts as autonomous servitors, the ability to generate and expel plasma, limited levels of electrokinetic or cryo/pyrokinetic ability, and even limited resistance to incendiary weaponry. Furthermore, all Eastern hemophages possess either some form of reaction acceleration, or the ability to transform into an atavistic warform with enhanced durability and physical capability, superficially similar to shapeshifters ("werewolves").

Hemophages are vulnerable to sunlight, primium weaponry, and incendiaries, although eastern hemophages may be somewhat resistant to the latter. If an agent does not possess any of these, bladed weapons are often more useful than firearms, although a physically adept hemophage will be more capable than unaugmented agents and engaging with a bladed weapon should always be considered a last resort. Fortunately, if attacked during daytime, hemophages are often extremely vulnerable, even if the agent cannot create a plan to expose the hemophage to sunlight. This does not necessarily hold for eastern hemophages, so beware.

Finally, hemophages can create servitors with some of their own abilities. These servitors, named "Ghouls" (western hemophages) and "Dhamphyr") (eastern hemophages) possess some of the abilities of their creators, and are fully functional in daytime. Dhamphyr are created when eastern hemophages interbreed with humans, while ghouls are created by western hemophages and are addicted to the hemophage's blood. This does mean that standard divide and conquer strategies may work with dhamphyr but are not as likely to work with ghouls, who should be treated like drug addicts and manipulated in the same fashion.

Reality Terrorists: The Rogue Council

The "Rogue Council" are a group of Superstitionist Reality Deviants who seek the total destruction of the Technocracy and the erasure of the dominant paradigm of technology and science, returning us to a new dark age. Although a minority, they often have the support of Ascension War hard-liners. It is fortunate, then, that most of the Superstitionists do not believe in their hard-line stance and will often refuse to support them. However, simply because someone is affiliated with the Rogue Council does not mean they lose their intelligence and other faculties. The Rogue Council seem to be a group of EDEs, although their support on the ground are almost all Traditionalist magi, with a handful of shapeshifters allied with their overall ideal of destroying industrial human civilization.

Furthermore, the Rogue Council is in itself split and often wars within itself, and its resources are limited, as they cannot easily breach the Gauntlet. Several distinct groups seem to form the Rogue Council, learned from NWO/VE SIGINT, one representing hardline Traditionalists in general, with the others representing the distasteful extremes of Superstitionist thought. It is assumed that these hardline groups, dissatisfied with the temporary end of the Ascension War, have made deals with alien presences (potentially Nephandic) which espouse similar viewpoints.

Should the Rogue Council manage to actually put aside its differences instead of engaging primarily in self-destructive terrorism against nominal allies in the Ascension War, it would become an extremely dangerous force that would require significant amounts of Union assets to isolate and eliminate. Fortunately, such an event seems unlikely to pass, and as such the Rogue Council's strategic threat rating is considered minimal.

Known subsets of the Rogue Council are listed below.

Archons: The Archons themselves are EDEs which seem to take forms similar to those of mythological beings or beings with close associations to major religions, such as Biblical angels. Their followers are religious fanatics and terrorists of all sorts, holding to the most hardline viewpoints and strictest, most dogmatic interpretations of their chosen holy texts. Although Archons and their sympathizers are the most common, they are also the least dangerous because their most hated enemies are often people of similar religious bents but slightly different interpretations. Agents trained in theology can easily manipulate them into self-destructive actions from behind the shadows.

Libertines: The Libertines espouse total, perfect freedom. Freedom from morality, from ethics, from conscience, from consciousness. They wish for their followers to let go and see their personal Truth of the world, much like the Akashic Brotherhood or Cult of Ecstasy-no matter how many people their personal delusions hurt. The Libertines are, like the rest of the Rogue Council, phenomenally dangerous Deviants who will seduce people into indulging personal fetishes, no matter how hurtful, then allow them to erase their regrets. Conscienceless sociopaths to their core, it is rare that any agent feels even a smidgen of remorse at eliminating them, and even normally conscientious agents are often willing to turn the other cheek at any agent who seeks to annihilate them and their associates for their almost Nephandic level of indulgence in depravity and sin.

Exarchs: Exarchs believe themselves the magical god-kings of the world, and seek to demonstrate this fact by enslaving mankind. For them, might (defined by mystical excellence) makes right and might is the only sort of right they recognize. Slavery or willing servitude is the status of those unfit to rule, and those who resist must be destroyed. This is an extremist sort of understanding of the twisted ideology of the Order of Hermes, and many Exarchs seem to use Hermetic props in their Reality Deviance.

Martyrs: The Martyrs are a strange and deviant version of Thanatoic and Verbena beliefs-moreso than the two Traditions' normal deviancy, after all. They believe in self-sacrifice to a level of artform, and are often found encouraging suicide for even the most trivial of difficulties. Although their brief lives burn quickly, they also burn very brightly and make them a phenomenal threat in the short periods of time Martyrs are active-they fear nothing, not Paradox, not death, not damnation, and are more than willing to sell their souls to demons, immolate themselves in public with blatant Reality Deviance, or suicide bomb Union constructs to make their point.

Singularitans: Singularitans draw from extremist Etherites and Virtual Adepts in equal proportion. Worshippers instead of developers of science, Singularitans seem to believe in a cargo cult like idea that humanity's ideal state is to create a grand scientific project (often a Seed AI or otherwise some method of becoming "beings of pure energy") allowing mankind to reach a form of Ascension via its unwilling destruction by machine-gods. Singularitan Seed AI projects and other methods of reaching human instrumentality are a significant concern and often grounds for localized area sterilization. Unfortunately, their EDE-derived technology seems to be surprisingly stable against outside influence, often requiring active intervention to neutralize rather than simple passive observation.

The Sphinx: Those who serve the Rogue Council in general rather than any specific faction of it are called "Sphinxes". These seducers and deceivers are like the Adsinistrati of the Nephandi-seeking disillusioned RDs who will fall for the honeyed lies of the Rogue Council, the claims that technology and industry are keeping them from reaching humanity's full potential, and killing nearly 90% of mankind is an acceptable cost for that vaguely defined 'potential'. The Sphinxes are those who keep the Rogue Council's terrorist members in control, giving them orders and commands. Agents who are engaging Rogue Council members should keep this in mind, that if the Sphinx(es) leading an operation are dead, the group almost always falls into squabbling because of their extremist viewpoints, and the more closely related and supplied the group is with Rogue Council-affiliated EDEs, the faster and more likely this is to happen.
 
Dossier: Former Union Space Assets
Former Technocratic Exoplanetary Assets

Before the Dimensional Anomaly, the Union's primary heavy assets were all located off-planet, where the microgravity conditions and vacuum made it easier to reliably maintain advanced hypertechnology. There were significant numbers of extraterrestrial or extrasolar laboratories working on cutting-edge technological advancements to be slowly disseminated to field agents and then the public, which were all lost during the Dimensional Anomaly, delaying Union research and development by decades if not more. Notable former Technocratic Exoplanetary Assets include:

Autochthonia: Autochthonia was Iteration X's primary extrasolar realm, a large planetoid existing in extradimensional space. Like the Cop, Autochthonia was discovered rather than built, a world of synthetic biomimetic life. Derisively referred to as "Cybertron" by Progenitors, Etherites, and Virtual Adepts, it is suggested that daemons were originally Autochthonians, although interrogation on that has proven incredibly fruitless and has long since been abandoned. Autochthonia was the site of Iteration X's "Computer", an advanced transcendental seed AI with phenomenal computational power which was the de facto leader of Iteration X until the Dimensional Anomaly. Under Iteration X pressure and the promises of additional support, the Void Engineers sent an expedition through the Dimensional Anomaly to contact Autochthonia in mid-2014. They were met by unknown hostile forces and suffered severe losses.

Cheiron Biological Research Station: Cheiron Station is the extrasolar equivalent of the ill-fated underwater Liberty Research Facility, which was overrun by escaped experiments in the 1960s. A Progenitor extreme biological augmentation research lab, Revelation is one of the sources of several of the advancements which later found their way into high-end combat constructs, such as bionanotech "Smartblood", xenotransplant technology, and several other bioengineered augmentations. Unlike Liberty, Cheiron suffered no containment breaches, even through the Dimensional Anomaly. Furthermore, Cheiron was broadcasting updated research and development data until 90 days after the Anomaly, highly advanced biomodification schema developed by extreme transhumans, which earthside Progenitors do not understand. Implementation of these updated combat models has been extremely slow due to constant sabotage by rogue Union members, Euthanatos, and Virtual Adepts, although some recent constructs in Projects EXEMPLAR, BETA, and ENGEL have been modified with such enhancements. It is rumored that the Euthanatos "Christos" possesses at least a partial copy of some of these modifications. Attempts to recontact Cheiron have been unsuccessful, similar to attempts to recontact the stations Cerberus, Revelation, and Lagerhalle.

The Copernicus Facility ("The Cop"): The Cop, as it is known, was a xenosapient artifact of immense age and sophistication. An abandoned Dyson Sphere made of seemingly indestructible exotic matter, the Void Engineers used the facility as one of their main extrasolar bases, although they only successfully mapped an infinitesimal fraction of a percent of the structure and colonized even less. However, all contact with it was lost during the Dimensional Anomaly. The gravity generators which kept the Cop stable apparently failed, causing the star to destabilize into a black hole and consume the base.

Keynes Station-Economic Monitoring and Adjustment Unit: Keynes Station was built in honor of its namesake, one of the most famous Syndicate hypereconomists to exist. Although sanctioned for his spiritualist leanings ("animal spirits", et al), it is undeniable that his accomplishments made such minor transgressions a nonissue. Keynes Station hosted Ophelia, an Iteration X AI designed to monitor the economies and financial transactions in the world, to keep the pillars of the world economy stable and ensure increasing prosperity in the world. Ophelia is considered to have been responsible for the Great Moderation, the several decades wherein no major economic instabilities occurred, and is one of the Syndicate's most missed assets. Rumor is that the main reason the Syndicate is funding Iteration X's "Computer 2.0" project is due to the inability of anything less than a hypersapient AI to manage something as complex as a world economy on a second-to-second basis. The more free-market wing of the Syndicate believe that Ophelia's market manipulations created the 2008 market crashes, as a Market Adjustment to constant, decades-long management, and have been vociferous at vetoing any attempts to recreate such a system. Keynes Station was confirmed lost in the Dimensional Anomaly with no survivors.

Leviathan Assault Carriers: "Leviathans" used the Iteration X 'floating base' carrier concept but translated to interstellar warcraft. Only three were built-the Leviathan, the Charybdis, and the Kraken. Not "carriers" in the conventional sense, they do have a sizable small craft compliment but are largely designed to take advantage of the economies of scale of FTL Farcaster and Singularity drives, allowing smaller vessels to do without any form of expensive and powerful FTL system and thus be deployed in greater number. Each of the Leviathans was several hundred meters long, bristling with particle beam weaponry, long-range missiles, and heavy electromagnetic accelerators, as well as more exotic weaponry such as spatial disruptors, "Chronosphere" temporal shift generators, negentropy beams, and even broad-spectrum EM manipulators. All were lost during the Dimensional Anomaly, and the Void Engineers have not had any confirmed sightings. Rumors abound of their sightings and their assistance in various Void Engineer operations, but not once have any of these sightings been reliably confirmed. They may have gone rogue, or become the 'ghost ships' some Void Engineers talk about.

Naval Base Null-B: The Null-B naval base was the primary Void Engineer warship manufacturing and design until the Dimensional Anomaly hit. As the primary shipyard, the Void Engineers have placed a high priority on reclaiming it, but have found it largely destroyed. Some of the damage appears to have been self-inflicted, the scars of some form of internal power struggle in the desperate times immediately post-Anomaly, perhaps. Although still active, full-scale reactivation is likely to require at least several years, and currently only one of its dozen high-end assembly plants is active. However, the wrecked vessels and defenses of Null-B have allowed the Void Engineers to deploy several ships by recycling damaged vessels and spare parts, and restoration of its smaller repair and refit facilities have allowed the Void Engineers to deploy a fairly constant stream of lighter vessels. Building advanced assault carriers like the Leviathans, though, is no longer within the resources of the Void Engineers.

Orbital Monitoring/Elimination Network (OMEN): The OMEN network is noted here despite the fact that it is not, in fact, a 'former' Union asset due to its nature. OMEN was designed as the last line of defense against extraterrestrial invasion. Built in extrasolar fabrication facilities, the OMEN satellites were cutting-edge Union designs from the core, using hyperspatial taps for energy access and having exotic weapons such as electromagnetic manipulation arrays, high-yield primium-jacketed antimatter munitions, large-scale metric alteration devices, and other high-end exotic systems. This, coincidentally, means that the OMEN system is irreplaceable. Extraterrestrial incursions have caused damage to the OMEN network over the 15 years post Dimensional Anomaly, and each damaged or destroyed satellite is nigh-irreplaceable. The Void Engineers have created the Sentinel Monitoring System as a replacement, using more conventional munitions such as high-yield primium-jacketed nuclear missiles, but there is a noticeable and significant degradation of capability as each OMEN satellite fails.

The Pyramid: "The Pyramid" is the nickname of the NWO Advanced Societal Modeling Academy, where most of the NWO's academics and senior leadership spent their time. The Pyramid was the core of the NWO's central societal surveillance system, where extremely powerful Iteration X computers worked to simulate society and allow for long-term changes to be planned out with reliability. It was also the location of the NWO's psychological modification programs, including INVISIBLE BEAR, GOLDEN LARK, AMOROUS WEASEL (nobody lived that one down), and FATAL TIGER. Although situated inside the Solar System, the hyperspace tap of the Pyramid was destabilized during the Dimensional Anomaly. It is unknown whether or not ASMA still exists, and whether there are any survivors. Although the NWO are not typically known for their incredible understanding of engineering, they are incredibly resourceful Enlightened Scientists, and surviving such an incident is not out of the question.

Personal Note (J. Belltower): Been there once. Very cheery, if you enjoy walls with computer-generated propaganda slogans and cheery pastel colors, clones everywhere, and sinister rumors of things like "Room 101". FYI: Room 101 does not actually exist as some kind of massive psychological torture chamber. It's actually the ASMA party room. Celestial Chorus: We tried to stamp them out way back in the Soviet Union, but that didn't work quite well. If there's one thing they've learned from their worship, it's how to endure suffering, and they have endured. They don't like us very much, not since we made an entire NWO unit dedicated to infiltrating and subverting any form of organized religion, and they've been on the rise ever since. Which is actually not so bad for us, since they've got a bit of an issue with hemophages. They've infiltrated the shit out of the Spetsnaz and SOBR, though. The Order of the Firebird and Knights Templar, two of their more militant groups, have basically been using 'disillusioned Russian special forces types' as their primary recruit. If you end up in a fight with them, don't expect the usual divine posturing anymore, they've adapted their Reality Deviance to a much leaner, meaner, more professional style, more "We're Badass Because We're God's Chosen Warriors" than "Powered By God's Miracles". No chanting, no prayer, just a quick touch to a Bible and a couple of RPGs through the window. The clerical types are hostile, but these guys are often outright attacking us. Avoid. The good news, if you can call it that, is that they're way more hostile to the Camarilla than they are to us.

Euthanatos: If you make a place a den of sin and corruption, the Euthanatos come to euthanize it. That's what they do, and after decades of fighting in the Ascension War, I have to admire how good they are at it. Surprisingly enough, since the Soviet Union had stayed so isolated and controlled until the Technocracy itself brought it down, there are very few Euthanatoi assassins here. No, ours are a more subtle breed. The "Locksmiths", the Lhaksmists, are their primary representation. More like Virtual Adepts than the stereotypical knife-wielding serial killer, they still do assassinations, but far more subtly. They assassinate character, destroy influence, create chaos, and keep the Camarilla bastards running around putting out fires. Sadly, they have no qualms about using us as scapegoats to draw attention. If they didn't, a formal alliance would not be out of the question.

Virtual Adepts: In a territory controlled by your enemy, those who know your enemy are more likely to survive. The Virtual Adepts survived all the purges in the days of the USSR by knowing us well, and with the collapse of our authority here and the collapse of the USSR, a lot of them moved into the near-anarchical state former Soviet Russia had become. Like the Euthanatos, they spend most of their time annoying the Camarilla, but unlike the Euthanatos they also hold a grudge against us. But like they do in the west, many of them eventually grow up. Of course, the ones who do tend to end up in the west, rather than staying here where they might do some good rather than becoming another corporate cog in a Syndicate software company. A lot of "our" Virtual Adepts are cyberpunks, too, the 80s kind that combine computer hacking, parkour skills, combat expertise, and anarchist ideologies to become a powerful, but very unstable and disorganized fighting force.

Daedaleans/Sons of Ether: I understand that Daedaleans are not your normal Reality Deviants, no. But when the Soviet Union collapsed and our funding went with it... many of us just walked away from the Ascension War. There was no way we would take on such a hostile job without the resources and compensation that normally came with it, after all. Only the old guard were left, those of us too invested and too stuck in our ways to change. Many of my Enlightened Scientists I have trained personally, they do not even know of the glory of the Soviet Union, as my youngest and best simply walked out the door, and I could not, did not stop them.

The Daedaleans are like us, but much smaller and much different. They do not care about Reality Deviance, merely about promoting technology as an aid to the common man. An idealistic, more peaceful way of promoting the well-being of the Masses, and that I admire them, even if they do not understand what we need to do to buy them that ignorance. The Camarilla leave them alone for the most part-all they do is ensure things like 'hospitals', 'industry', and 'society' are in working order, no matter who owns them. They have given up on the idea that this war can be won, and we only have the west's depredations to thank for that.
There are those who disagreed with this course, as there are always those who disagree with every course. Many of them joined with the Tunguska Fellowship-our little branch of the Sons of Ether- in their own fits of madness. I know they call themselves the "Society of Ether" and claim to be all-inclusive now, but here they still proudly bear their nationalist name. I have seen that steam-powered monstrosity you believe might pose as an Etherite machine here. Let me give you some advice, comrade. It will not. The Tunguska Fellowship are not... steampunk reenactors. They have taken Union technology to absurd and dangerous levels-there may be more Technocratic defectors in the Fellowship than there are actual Etherites. That western film? Iron Man? Those superheroes in your comic books? This is the kind of degenerate pseudoscience they use. Horribly prone to malfunction and unreliable, expensive and impossible to mass-produce, reliant entirely on exotic components that outside of wide-scale Reality Deviance or orbital laboratories cannot be synthesized-not these degenerate steampunk fetishists you seem to believe them to be.

Yet, because of their associations with the Daedaleans, and because of how many former "good Technocrats" are in their faction, they may be the easiest ones to deal with. The Daedaleans are even easier, but you will have to have a very good sell for them. They walked away from the war once. They are more than willing to stay away from it.

Void Engineer Financial Anomalies
A Financial Analysis by Irene Aldler, Syndicate Enforcers


The Void Engineers have recently undergone a program of heavy crash militarization against an unknown foe, termed "Threat ∅" or "Threat Null" in their budgetary and briefing outlays. Combat operations against this foe, assumed to be another EDE civilization with hostile designs towards Earth, has been a constant line on the Void Engineer budgetary requests since the year 2004.

However, details from Void Engineer command of the nature and risk of Threat ∅ have not been forthcoming. This analysis is an attempt to use the Void Engineer budgetary requests to understand the nature of the threat, as to improve on the accuracy of financial models and better allocate the limited resources of the Syndicate for the betterment of the Technocratic Union.

Overview-Void Engineer Combat Assets

Running over a dozen heavy combatants, including six Qui La Machinae Voidships, a pair of Iteration X designed seagoing assault carriers, and two modified strategic missile submarines (the Goddard and the Armstrong), as well as innumerable lighter vehicles, the Void Engineers are, by far, the most heavily armed of all the Conventions. This is due to pre-Dimensional Anomaly policy, where the Void Engineers were largely responsible for the security of Earth against extraterrestrial threat and thus were designed to assault and defend against extremely large-scale threats such as marauding alien battlefleets. Even with the loss of the majority of their assets in the Dimensional Anomaly, their heavy assets, combined with their combat experience and control over the OMEN/Sentinel systems give them approximately 65% of the net combat power of the entire Technocratic Union.

The Void Engineers make extremely heavy use of Sleeper personnel, recruiting heavily from disabled military veterans. Although this policy was originally done in conjunction with Iteration X's Shock Corps, the Void Engineers have increasingly been relying on either Progenitor regenerative medicine, or their own medical corps. The Void Engineers' self-sufficiency, as well as their ability to dictate actions via the barrel of a gun, are likely some of the reasons very few have attempted an in-depth analysis of the Void Engineers and their recent financial patterns.

This is unfortunate, as there are several troubling behaviors occurring.

Financial Anomaly 1-RetroTech
The Void Engineers have not been satisfied with their budgetary allotment and have been busy plundering or trading for literally any hypertech they can get their hands on. Void Engineer recovery teams have been busy literally stealing everything that hasn't been nailed down or condemned to a museum. HITMark Is, suits of Generation 1 powered combat armor, old spaceplanes like the Aurora series and various designs from the British Interplanetary Society. An estimated 4% of their resources are going to refurbishing these weapons and systems to standards that allow them to possibly perform in modern combat environments.

More concerning is the increasing proliferation of old Technocratic RetroTech in the hands of Sons of Ether. It is likely that there is at least some level of sanctioned trade between the Etherites and Void Engineers, possibly with the latter exchanging more Consensus-acceptable technology (such as Custodians and old Iteration X/Progenitor weapons and medical technology) for more potent but unstable pseudoscientific gadgetry built by the Etherites, like C-8 Combat Gynoids and Mark 20 Multirole Aggressor Armors.

Financial Anomaly 2-Sleeper Graft
The Void Engineers have long since had assets in various space programs, including NASA, various space programs in the EU, and the Chinese space program. Furthermore, Void Engineer sympathizers and recruiters are a common sight in the defense industry of every country. However, recent behavior by the Void Engineers in the recent years has been extremely troubling.

Iteration X has repeatedly complained that the Void Engineers have been using the military-industrial complex as a larder rather than a method of advancing the Time Table, pointing to delays and increased levels of corruption in almost every single cutting-edge defense project since the 21st century has arrived. Syndicate financial analysis suggests that the Iteration X allegations are probably true (P=0.86 +/- 0.05). The Void Engineers have been 'misplacing' prototypes of naval railguns, DF-21 ASBMs, SM-3 ABMs, the GBI "missile shield", and critical F-35 components, replacing them with substandard replicas or simply writing them off as never having existed at all.

Financial Anomaly 3-Personnel
Void Engineer personnel rosters also show signs of anomalous activity. Hypereconomics analysis shows a rough increase of ~20% in the number of Enlightened personnel (or Superstitionist RDs, who show up similarly in Hypereconomic Analysis due to their ability to accomplish tasks beyond Sleeper ability, in an entirely different fashion) in their Earthside bases, due to uses of resources such as bandwidth and Prime Energy. This personnel anomaly has not been explained, except to be brushed off as increased war readiness causing additional per-capita usage of resources. This is not convincing, given previous logs of Void Engineer combat operations in every major conflict. Should the Void Engineers be running at the level of activity necessary to adjust for this discrepancy, each Void Engineer would have to be pulling continuous 20-hour shifts, with an attendant but unseen increase in fatigue and increased stress levels. This has not been seen.

Financial Anomaly 4-Inefficiency
Void Engineer projects have become increasingly self-reliant on their own technological base, with a commensurate loss of quality. Instead of cooperating with Iteration X to field large numbers of current-generation Iteration X nano-enhanciles or slimline augments, Void Engineers still use, build, and maintain generation-old exomuscle technology and early-block HITMark Vs. Similarly, VE manned fighters and support vehicles are still being built and used by Sleeper personnel, despite the existence and proven effectiveness of the pilot-optional XANA series of superfighter and the various types of Iteration X semi-autonomous combat drone.

Void Engineer biotech has similarly regressed. The SWORD-class "AI" project, for example, not only is significantly more primitive than similar Progenitor bio-AI projects (see: Project CEPH), using a human tissue base with no significant cognitive enhancement (compare with, again, Project CEPH which has successfully created and deployed hyperintelligent Cephalopods for similar tasks, including this writer's assistant researcher), but with a significantly poorer success rate (Project CEPH is 90% successful, whereas of the 3 decants of SWORD, only Almacia and Curtana have been retained with the Void Engineers, implying that SWORD-2, Baptysme, was a failed project).

It is true that all Conventions have their own redundancies and crossovers-Iteration X's Biomechanics have often experimented with typically Progenitor areas such as genetic enhancement (often to reduce implant rejection), while the Progenitors, NWO, Syndicate, and Iteration X all have their own specialized diet and fitness plans (technically the remit of the Progenitors). However, most of these have explicitly different goals and have similar levels of effectiveness, whereas the Void Engineers' projects are clearly not to the quality of current Iteration X or Progenitor design.

Conclusion
There are a few conclusions that can be tentatively reached, all of which are extremely troubling.

1. The Void Engineers are planning a coup. Hypereconomic theory predicts that the Void Engineers' current assets would have significant issues functioning in the environment, but given their large arsenal of RetroTech, they could potentially threaten both the NWO and Syndicate into doing whatever their bidding is. The author suggests that the NWO and Syndicate decentralize command and control assets should this happen, to reduce the credibility and effectiveness of VE threats. Increased investment in mobile command and control centers such as the LX-series of armored limousine is suggested.

2. The Void Engineers are planning a defection. Although quite possible, especially with the level of assets they achieve, what would be the point of this defection when they could dictate terms to the Union should they wish? If the Void Engineers were defecting to the Nephandi, what would be the point? The VEs have access to a phenomenally large strategic arsenal already. If they wanted to kill the world, they should have tried it long ago.

3. The Void Engineers are still loyal to the Technocracy. This is probably the most troubling conclusion, as although #1 and #2 can be solved by finding the reason for the VE grievances and/or selected elimination of disloyal leaders, there is no easy solution for #3. Similarly, there are no counterpoints against #3, whereas there are for #2 and #1.

Further research is required.

HELMETSHRIKE Special Operations Squadrons

As part of the continued efforts towards the Pogrom in the 1970s and 1980s, Control issued orders that cross-Convention special forces be raised to engage Reality Deviant forces, capable of operating in all levels of technological function and resupply. They were intended to operate in areas of the world outside solid Technocratic control, and were granted associated leeway in use of force.

Unusually, these teams tended to recruit much more heavily from the New World Order, Syndicate, and ground-side Void Engineer teams than the Progenitors and Iteration X. Officially the reason for this was their focus on infiltration, HUMINT, and low-visibility-high-functionality operations on ground with insufficient resupply. In practice, this ended up being a point of contention with the more technologically inclined Conventions, and led to occasional hot-points of tension, with orders 'going missing' when HELMETSHRIKE teams attempted to requisition assets from more formal Pogromite teams.

Tactically and strategically, HELMETSHRIKE assets were a great success, causing widespread casualties of hostile RDs in enemy controlled territory. However, the growing unpopularity of psychic powers as a legitimate means of scientific progress removed a lot of their combat viability. Several high profile defections or subversions of HELMETSHRIKE squadrons led to no more being created and then their formal abolition by Control.

Background:
William Sudjic was one of the researchers specializing in military AI systems stationed permanently on Autochthonia, whose high-level work on human neural emulation and mind-machine interface created the basis of many emergency flash-upload systems (like the MA40 series emergency mind upload system), thought to be lost in the Dimensional Anomaly. He was a weedy man, rare in a Convention where the flesh could be improved, but confident enough in himself that he was more than willing to take the friendly jibes of his engineered, superhuman coworkers. All his augmentations were cranial in nature.

When HITMarks kicked in his laboratory doors and shot everyone who had not been assimilated into the Autopolitans, Sudjic was one of the last to be shot. Being made out of frail flesh, with a useful biocomputer, they decided to shoot him in the chest and remove his head for a life support pod-just as he had expected. Having done an emergency flash upload of his consciousness to the MA-99X Multiped Tank in the laboratories, Sudjic used his new body to recover his own brain, find a cybertechnician to install the life support pod inside the 50-ton chassis, and enjoy his new life as an armored fighting vehicle.

Staff Sergeant John Kessler
Date of Birth: July 4, 1962


Background:
Parents are Thomas and Patricia Kessler, Sleepers unaware of the Technocracy. Grew up in the United States. Teacher evaluations imply that his talent in all aspects, both physical and intellectual, was noted early. Was a championship high school football player and winner of the state Science Bowl and Math Meet. Joined the military at age 18 (against the protests of his parents, both noted anti-war protestors), suffered severe injury due to special forces training accident.

Was approached by Iteration X recruiters in 1982, accepted elective augmentation to replace missing right arm and regain ability to walk. Rated combat-capable in 1983. Sole survivor of multiple high-risk operations against Reality Deviants of all sorts, including superstitionists, hemophages, and shapeshifters. Confirmed kills of Reality Deviants rate in the hundreds, with several hundred more Sleeper sympathizer kills. This career took him to exotic locations all around the world, and repeated DEI downloads of language and culture skills give Kessler a surprising knowledge of cultures and peoples. As injuries mounted, Kessler accepted additional elective surgery, preferring to replace damaged flesh with high-spec augmentations.

Kessler spent most of his off-time during that period taking correspondence courses from the Iteration X Land Warfare Academy and Milgram Institute of Tactical Technology, achieving a doctorate in Applied Tactical Sciences and a master's in hypertech engineering while still an active combat participant.

Due to his combat prowess, was given a limited leadership position in 1988 to assist with the creation of a specialized commando team, officially called Assault Team K65 but unofficially nicknamed the "GI Joes". Assault Team K65 is still functional to this day and has one of the best records in both mission completion and efficient enemy elimination of all Iteration X shock trooper units. Its current leader is Captain Gideon "Holy Man" Rosenberg, something of a fan of John Kessler. K65 was initially Kessler's hand-chosen team of high-grade cyberaugs, with Kessler as 2IC and recruiter.

Missing in action on Operation GHENGHIS KHAN, Xanadu Raid, in 1994. Rediscovered by Void Engineers in 2014 by the Verdant Spire, a X160 Qui La Machinae (captained by CPT Wynne Garland). Served on the Verdant Spire for approximately 2 months as a weapons specialist until he was transferred out of the position for a more conventional Void Engineer weapons specialist.

Due to deviant sympathies, was demoted out of his previous command position and reassigned as a standard grunt to various multi-convention assault amalgams. Rumor has it that whatever Kessler encountered in the Void was sufficiently embarassing or dangerous, and his reaction ("psychic powers") was similarly sufficiently embarassing that a public trial (which a hero of his caliber would require for terminal sanction) would be all-but impossible, especially since the man was, by all accounts, still loyal to the Technocracy's ideals (even if acting in unconventional means) and a public trial would quite possibly lead to significant levels of dissent in the ItX Shock Corps.

Kessler has shown significant difficulties in adapting to the modern world, having been left behind for two decades (possibly more, as Xanadu was a time-disjoint subspace realm) without an information source, and furthermore, has missed several Grand Convocations wherein the Technocracy's course has been adjusted to prefer superior telecommunications and networking over the gee-whiz applications of cybernetics, flying cars, and other frivolous advancements on the 1990s Time Table. DEI-induced brain damage is possibly a compounding source for this adaptation difficulty.

Although he has enough contacts in Iteration X to schedule augmentation upgrade surgery, he has repeatedly refused, as he has become extremely attached to his outdated augmentations. Augmentation Upgrade Phobia is a known issue with high-percentile replacements who do not have regular physical overhauls and suffer breaks in their psychological conditioning, and although treatable post-1999 directives (heavily supported by the Void Engineers) have removed AUP from the manual of Union-specific mental illnesses, making treatment via reconditioning a choice that Kessler has refused.

Kessler is noted to have pseudo-scientific "psionic" powers, possibly due to excessive ingesting of EDE tissue during his stint on Xanadu, scrounging from Technocratic wreckage for self-repair. His combat skills have not degraded in his 20 years MIA, making him a potent combat asset despite his... unique viewpoint on life. Investigation on potential Reality Deviant contacts have hit a dead end.

A Brief Primer on Ragnarok Command

Ragnarok Command is a pseudo-Convention formed after Case RAGNAROK in 1999 when a powerful hemophage awoke in India and killed thousands of people before being brought down by heavy Iteration X assets including several HITMark VIs, two full teams of high-end Technocratic combat enhanciles, and a high-powered solar mirror repurposed from orbital solar power experiments to an impromptu anti-hemophage weapon.

Pre-1999, existential threats were dealt with by impromptu combinations of heavy assets from Void Engineer and Iteration X amalgams, with the NWO, Progenitors, and Syndicate acting as damage control and rebuilding support to hide existential threats from the population at large. While the number of heavy assets pre-1999 allowed for this informal organizational method to work without issue, after Case RAGNAROK the awakening of the Code GODLIKE was later traced by NWO analysts to large-scale hemophage infection being used in the midst of a internal power struggle, and statistical models showed that responding to the mass hemophage infection would have prevented RAGNAROK and possibly the Dimensional Anomaly.

The response time of the Union against X-Risks was judged inadequate by the then-new Command, and Ragnarok Command was formed. Tapping the survivors of any X-Risk incident, the proto-Convention was, in a rare show of unity, given many of Iteration X's remaining superheavy combat assets and rare access to Damage Control's Zoo, the semi-rumored biological superweapon storage facility that the Progenitors have. The Void Engineers gave Ragnarok Command limited access and training in Dimensional Science, but Ragnarok Command does no extrasolar operations and does not operate the surface-to-orbit weapons. Instead, it operates as a last line of defense should alien invasion make it past the Gauntlet and the Void Engineer orbital defense network.

Ragnarok Command has three objectives:
1. Prevention: To prevent situations which present large-scale risks to humanity from forming. This means targeting Reality Deviants so they cannot attempt to create such situations.
2. Defense: To defend against large-scale harm to humanity. Ragnarok Command is gifted with a significant amount of heavy assets, and has been given consistent support by Iteration X, Q Division, and the Progenitors to do so. The Void Engineers initially provided significant support but it has waned post-1999 as their war against "Threat Null" has intensified.
3. Mitigation: To minimize the harm that a high-level risk such as a Code RAGNAROK would cause to modern society and humanity. The ex-NWO and Syndicate members of Ragnarok Command almost exclusively work in mitigation.

Ragnarok Command Metholodogies:
Although Ragnarok Command is a young "Convention" of sorts, it already has its own Metholodogies which focus on specific tasks. These methodologies are listed below.
  • THOR: Although Iteration X and the NWO both retain a fairly significant fleet of advanced vehicles, and Panopticon has its own vehicular assets, Ragnarok Command took possession of most of the superheavy combat assets of all parties and folded them into Thor, their main combat wing. Thor controls the two remaining Deity Suppression Systems (Unit-01 and Unit-03), the six units of the Titan Project and the SHATTERDOME Titan Factory, three Wyvern Superheavy Gunships, and one heavily modified Typhoon-class ballistic missile submarine that has become a de facto submersible battleship. It supports them with a fairly extensive vehicle arsenal, including NWO F-23X Black Widow IIs, Iteration X/Void Engineer Aurora Multiroles and the VAC-4 'Valkyr' Variable Fighters. It also runs ground vehicles including cybertanks and the Templar and Executioner Superheavy Assault Walkers. Thor is not particularly subtle, and spends almost all of its time training rather than in field deployments, but is relatively well-equipped to deal with existential risks.
  • ODIN: Odin is the leadership wing of Ragnarok Command. Thor runs a construct under the NSA's Utah Data Center with one of the largest and most powerful supercomputers the Union has ever created (save the Computer on Autocthonia) to constantly model and predict potential existential risks. An acausal EXORDIUM-variant channel and an emergency data dump system means that Prometheus operatives have access to innumerable datadumps from alternate timelines where the Union was unsuccessful at stopping an existential risk. This has led to Ragnarok Command dubbing the supercomputer "Failure Reel", which has become so commonly used to refer to the Construct that more people know it by its nickname than its ID (RC-UT-CC-1-Alpha).
  • FREY: Frey is Ragnarok Command's reconstruction and crisis management unit, filled with ex-New World Order Watchers and Syndicate financiers. Frey takes control of construction companies, aid organizations, and governmental infrastructure bureaus to cover up evidence of regional, national, global, or existential risks (R,N,G, and X-Risks) and mitigate the loss of life and damage dealt. When not acting to remove evidence of such happenings, Frey acts to discreetly reinforce cities and other major Union strongholds to reduce the potential damage R-Risks or above can cause.
  • SOL: Sol is a subgroup of Ragnarok Command that specifically deals with hemophage threats. After the complete dissolution of the detente between the Camarilla (the hemophage 'governing body') and the Technocracy post-99, Sol is a dedicated 'vampire hunter' organization that equips, arms, and assists pseudo-governmental and even unofficial hunter groups with anti-hemophagic weapons. This is not to say that Sol never gets its hands dirty-many veteran members of the methodology are dissatisfied combat operatives from the Enforcers, Damage Control, or Shock Corps who never liked the truce to begin with and are more than capable of massacring hemophages. A few Sol Constructs have essentially advertised their existence and dared hemophages to attack them. The results of that were predictable, but nevertheless Progenitor researchers in hemophage biology were thankful for the additional data.
  • LOKI: Loki is Ragnarok Command's internal affairs, intelligence, and special operations division. Loki's remit, ironically, is very similar to that of the Superstitionist Golden Chalice-the elimination of Nephandi-tainted Sleepers and allies. Loki is officially mostly investigative, and should refer discovered Nephandi cells to internal affairs, only taking direct action against Nephandic RDs and Sleeper allies. However, several Nephandi-corrupted Constructs have been attacked by superstitionists soon after their discovery by Loki operatives, leading some to suspect that the methodology supports Reality Terrorism as a method of eliminating corrupt Union members.
Ragnarok Command Attitudes: Initially Ragnarok Command was exceptionally pragmatic about non-hemophage Reality Deviants, routinely passing along intelligence and even resources to superstitionists fighting Nephandi or hemophages, but with the replacement of senior Operative Jai Banerjee with General Charles Starborn, Ragnarok has significantly hardened on cooperating with superstitionists and shapeshifters. This has led to some dissent in Loki, although with Sol, Thor, and Odin still solidly pro-Starborn, General Starborn's leadership position is still solid and difficult to assail. Starborn has not cut off all contact, but has prohibited significant resource transfers to RDs and wishes to restrict contacts to critical intelligence-sharing only.
