What's the cooldown before doing it again? Can she actually damage things during timestop like DIO, or is akin to Homura where a ranged attack can be launched but cannot actually hit while its still active? Can it be spammed all day, or is timestop a very draining power?

Bayonetta's Witch Time and the Lumen Sage's Light Speed both allow for the user to attack while time is stopped. Or maybe it's less stopped and more "slowed down to the point where the difference doesn't matter for most people. The game tends to flip flop, with some enemies being slowed down and some freezing altogether.

And that's how it goes in gameplay. As for how much it drains her, I dunno. Bayonetta and the Lumen Sage can spam it all day, but those two have years of experience and formal training. Where as Helena is working off of manuscripts that her angel buddies direct her towards. So maybe either reduce the amount of 'time' she can slow / stop time down to the level that gameplay shows, or maybe just make her ability to slow down time not on the level of Bayonetta and Balder.

2. As someone who is familiar with the Old Testament, True Archer & True Rider being Esau & Jacob is just "WHAT! WHY! NO!"

Jacob should be an intrigue/deception oriented Assassin or Caster, and while I suppose you could make a case for Archer Esau (the Bible mentions him being a great hunter & outdoorsman) putting him on the level of Gil "See that Bull of Heaven, Enkidu? Imma wrassle it!" is just (and this is coming from someone with a Saber Apostle Peter with an A+ Conceptual Ancestor of all Black Keys Noble Phantasm sheet squirreled away) Bible wank.

Lastly, all I need to know about Fate: Grand Order is that the protagonist can have a Berserker Servant, and that said Servant is Iskander's ETERNAL RIVAL BROFIST OF DESTINY YEAAAAH!
It also seems that Jacob will be a genderbent physical powerhouse because she punched true archer a kilometer away through a hillside or something. I don't know how to feel about that.

Don't forget how said mountain just up an exploded, although I don't recall if it was because the strength of said punch, because of the fact that True Archer was just about to activate his NP, or because the man was just that pissed.

Minor bit of info on Sumireko, when using her powers she often makes some dramatic gestures however it should be noted that she doesn't need to do this and it's mostly for the show of it.

Also I'm fully expecting her to practically scream "I'm magical!!" even without her using her powers since her cape literally has the inside covered in Nordic runes (which are purely cosmetic). Still roleplaying her confusion as she tries to figure out the situation will be fun along with her horror when she asks someone where she can find a Wifi hotspot or internet cafe and people have no clue what she's talking about.

Main problem is that Vergil needs to go back home, because the POWER he is interested in is Sparda's, so it would be an Odyssey of a sort. Although, the Grail...

Well, it depends on a lot of factors. Mostly on whether or not I take the 'there are no shortcuts' route or not, although I doubt Vergil would trust something like that, anyways. Not to mention, one of the reasons he takes pride in his abilities is because he worked for them, and just asking a wish-granting device to grand him POWER sort of seems... Completely unlike him, in my opinion.

Well you could try and use your POWER to steal the noble Phantasms somehow although I don't know what method you'd need to use to accomplish it.

I just want to avoid a situation where three updates in Diego has turned Bucharest in "Racoon City, but with Velociraptors". (Raptor people! Raptor dogs, raptor cockroaches, raptor spiders, raptor rats, raptor plants, etc etc)

20 Human Raptors to start with is fine.

Err... Although I could see him trying to take the Noble Phantasms for himself, I doubt anything would work. The closest thing I can imagine are Devil Arms, and those are only attained because of Demon Tradition forcing the loser to submit his soul and give his power to the victor, in the case of those gained after defeating a Devil, or passing some sort of test in the case of those that are already weapons to begin with, like Alastor impaling Dante and becoming his property when he latter survived.

Main problem is that Noble Phantasms and Servants don't work like Devil Arms and Demons. There is no 'test' or 'tradition' forcing their souls to submit, and as such Vergil would get nothing even if he did kill one.

If he manages to complete an objective (Kill this Servant, for example), and asked for more power, the only thing I could feasibly want would be for Devils (Belial, Beowulf, Cerberus, Agni & Rudra, etc.) to appear and give Vergil the opportunity to kill them and forge nifty new weapons out of their souls.

Well when a servant dies their soul usually goes to the grail vessel, you could theoretically capture the soul and try to force it into a weapon of some kind.
