What should I do regarding a change in system?

I'd guess her power as giving her an illusory clone copy of herself that can actually deal damage. She somehow needs to harvest 8 cubes per month from her territory, something that is not easy to so.
Bingo. She's built upon the Rossa Fantasima into a proper clone spell. She couldn't rely on anyone but herself so she made the logical move from that. Though it is a rather expensive spell that doubles her upkeep cost to double her effective manpower. (Mechanically it's another sort of toggle, -1 grief cube for an extra elite that turn that you can turn on and off as desired.) One elite can't cover 8 territory in hunting, two elites can, it also radically changes the metrics on how hard it is to fight her.

Also added basic options, though people didn't seem to come up with particular suggestions for this turn so much.

Yeah, that's totally bullshit. If we recruit her we flat out get 2 elites. That's a ridiculous level of force. Also it means we're flat out not beating her if we attack her. Explains why no one was ever able to take her territory, 2 elites is virtually impossible to beat if they're on the defensive.

@inverted_helix Shouldn't we have a new map from getting area 8? Do we have any new locations to explore? Or is it that with the complete change that may be incoming you didn't want to continue the current method?

Looking at the numbers closer, I think we should eat the morale penalty for a low stockpile for one more turn. Use pair hunting, harvest as low as we can safely go, and do a large rotating hunt next turn. This turn we should get all the bonuses to safety that we can, do some Kyouko-diplomacy, etc.

Does the Telepathic Coordination training upkeep scale with our newly increased population? I'll assume that the currently listed values are correct.

I'm going to add in the upkeep for money and for the Kyuubey hunting analysis (since unless we swap to solo hunting it's now always efficient to do that since we have more than 10 hunters) Also, I'm going to cut out the descriptive text to make it easier to read. If you want me to add it back in, just let me know.

There is another option to consider.

We could straight up use a diplomatic option on the girls in Itawa. It's not a high percentage chance rate, and it doesn't help with the grief cube harvest. So I don't think we should do it, but it is an option.

Okay, rough plan below. After thinking about it I decided to just scout everywhere we can, since we only need a few more grief cubes added to our safe harvest level to make it work out. I decided it was better to maximize our options in case we don't get Kyouko to join us. That means putting off the courier expansion for a month.

EDIT: Updated to use notgreat's idea of under hunting this month with a large over hunt next month.

[X] Demon Forecasting: It occurred to you that while the patterns seem random enough that you couldn't predict where demons would appear, that doesn't mean there aren't underlying patterns like the weather. Maybe someone with some more resources could make sense of them. Kyuubey admits that it is possible, but with only your girls' rather imprecise data results will be equally imprecise. Especially given just how many variables effect demon spawn rates due to their connection to human migratory patterns. He'd also charge you for use of the processing time.
Cost: 1 grief cube per turn; Reward: Additional 1.1x multiplier on grief cube gather rate. (Multiplicative rather than additive with others.)

Expected Net Grief Cubes = 38

[X] Telepathic Coordination: Communication during combat could be better. Telepathy is rarely used in favor of yelling, since it's difficult to maintain telepathy in combat. Perhaps some practice with it will help though. As most girls struggle to communicate with telepathy to more than one at a time even outside of combat this will be most useful between two girls.

Well yes an no. I mean she's two elites without their side bonuses. Plus you can toggle the second off if you wanted to just like the Kyuubey Analysis imaginary girl. It does indeed mean though that she's pretty well off at fending off even 10 girls attacking her territory though yes.

I'll probably put up another conventional map this turn but the delay is partly because considering my options on changing to a different method and/or zooming the map out.

I'm surprised you feel that way now, it seems the opposite of your opinion from the previous turn.
Does the Telepathic Coordination training upkeep scale with our newly increased population? I'll assume that the currently listed values are correct.
I opted to give it a bit lower upkeep than the others intentionally.

Your rural action is expected to raise the strength there to +25. I'm pretty sure you don't want to do that.
Aside from that your plan seems very reasonable. I'll add in the fluff text, it seems pretty good with one exception- we probably don't want that many people at dinner, since a lot of them would be from the territory next to Kyouko's and thus would REALLY HATE HER.

Scouting the rural areas is pretty reasonable, it's just that I'm planning on doing a massive rotating overhunt next turn (assuming Kyouko diplomacy fails) and as such need to get all the training this turn.

It's efficient at hunters > 10. We are now at hunters > 10, whereas last turn we were not.

I thought your argument before was that since it was equivalent to an extra Meguca it was not useful because you already had more than enough Meguca and not enough territory for them?

Also I must admit I'm a little disappointed you guys didn't attack Kyouko without knowing. It would have been a very hilarious update. For me at any rate.

The primary argument was that it was paying 1 meguca's worth of cubes to get less than 1 meguca's worth of cube output. That argument is also true as a secondary argument, but getting more efficiency per cube used was the thing that I really cared about.

After all, if we want someone killed, there are "ways".

@inverted_helix Question: Why hasn't the upkeep for our courier business decreased? I mean, if we have 2/9ths less business shouldn't that mean at least 1/6th less upkeep?

Updated my hunting plan to go with an under hunt this turn, with massive scouting to prepare for an over hunt/expansion next turn. Means I had to have a couple greens pair hunt, but with an under hunt they should be pretty safe.
 
Kind of a cunning idea, though Kyuubey may not approve of such publicity.

Many of the rest rely on things the Incubators would have no interest in sharing. Or cooperation from other magical girls that wouldn't be too terribly likely.
Most of the things requiring cooperation were "here have a free thing" or "if you feel like talking with us in 6 months at least you'll have our number. "

Come to think of it ... we're generating enough grief cubes now that we might be able to afford to occasionally give/loan/sell some to a non-affiliated girl in an emergency situation. So that's definitely something to pitch in terms of "you should at least have our number". Particularly amusing in that we own a courier service we could use to deliver the grief seeds.

Though is area 10 really rural? That seriously looks like an urban or at the very least suburban area to me. (green = suburban, teal = rural, right? Where suburban territories hunt like urban but are small territories)

Well it's partly confusing because when I started I had no particular pattern at all.

Now I've shifted towards: purple = urban; teal = suburban; green = rural. But it's very loose since I haven't updated the older territories to match. It should be easy enough to guess anyways though.

Suburban hunts like urban but with smaller capacity yes.

The basic differences are that I'm expanding our business whereas Elder Haman has a higher casualty rate and getting a lot of rural scouting out of it.

Didn't we already scout area 5 and find that it had 1 girl and 1 cube capacity?

edit: my plan has an expected 0 casualties from hunting
Elder Haman's has 0.1 expected casualties. (pair hunting at -15%, base 15+5 strength, 2 greens hunting)

If you wanted to you could have Kaori try to do training with the girls in her area. It would just cost her at a minimum.

Going to try to get the update out after only 2 days this time instead of 3. Though 3 seems an alright update cycle given how slow voting/planning can be for this quest sometimes.

Also too bad that notgreat caught the fact that your 10 new girls have good reason to hate Kyouko before you had them all together in the same room. That would have been fun too.

Pretty much. Yeah, I don't like exposing the greens, but with pair hunting the death rate is 30% per injury, so that should be only a .03% expected chance that a green dies. They should be pretty safe unless the dice decide to hate us this month.

......Actually i was thinking something along the lines of Sayaka trying to take things into her own hands and getting into a scuffle with Koko......but that could work too.......hm decisions decisions....
