So what we could do is in the area of Tokyo that we have detached, act as if our Elites are hunting there again next turn. When the youma attack them, teleport Serena in - and then turn on the anti-teleport artifact (powered by battery). Kill the youma. Do that for as many times as we can successfully do it (at some point they will realize that they ought not respond to the temptation anymore). Once they no longer are reacting (say after two weeks), we send in 20 greens to do a massive hunt in the area. 20 greens for two weeks is 10 greens for the month.
The DS is something like -40 to -30, so we can massively overhunt the area and still be safe, even without our training bonuses.

Of course, the Eyeball would make that a problem, in that case just run, and if it teleports on top of you teleport out in the moment it's anti-teleport field is down.
Also, have Kyubey watch the eyeball and warn us if it moves towards our territory.
Those are the base contingencies. We should also think up additional ones just in case.
I'm not sure of the viability of that. It depends on the youma behavior, and we haven't yet seen them actually vacate an area for any reason.

The mentors likewise gain a personal closeness to help integrate the new girls into the group.

Using the contact info for the girls in Tokyo, and assistance from an extra green for the extra busywork, Mami needs to encourage the Tokyo locals to stand their ground in the city. While the Serenes are making another strike at the youma around the city, we want and need the Tokyo magical girls to do everything they can to hunt up grief cubes, killing the wraiths that are feeding on the human population.
At present, the wraiths are so weak as to be laughable, making it trivial for any magical girl to harvest up a ton of grief cubes. Killing the wraiths will help a great deal in keeping the humans alive, and not falling to the levels of Hong Kong. At the same time, the Serenes will be focusing on taking out the youma, keeping them busy and off the backs of the magical girls in the city. "If you want to save your city, this is where you need to take a stand."
Yuka, meanwhile, will focus on talks with Kofu and Numazu to get them to try to send the girls they're having trouble with towards us.
Magick Company (1 vet): Dealing with Tokyo is turning out to be more expensive than we had anticipated. While it's a relatively short term problem, in order to support the girls that are fleeing Tokyo until we can start moving them back into the city, as well as stabilize matters within Tokyo afterwards, we're going to need a substantial amount of funding. And that's aside from the business ventures we had already planned, such as opening a new restaurant branch.
We need to minimize the distractions and problems going on around us while we work in Tokyo. If we cannot clean up Tokyo in a timely manner, the Incubators have a plan to sterilize the region. (See: Hong Kong) Given the importance of Tokyo to the wealth and well-being of all of Japan, we're sure she doesn't want to allow that to happen.
As such, we'd like to know what sort of financial arrangement she'd be willing to work out with us, either as a loan or a line of credit, or some other arrangement. If she wants to include the restaurant loan into this entire package, $1 million would likely be adequate; or half that if she wants to handle the restaurant loan on its own terms, since we're still searching out an appropriate location for it.

Things to discuss with Hino:
While we still have a ways to go with clearing the youma, we still need to give thought to how to deal with things afterwards. Our estimations indicate that even after clearing the youma, there's a risk that the extremely low demon strength in the city could turn it into a Hong Kong-like wasteland anyway, and will need a lot of support to hunt it back up to safe levels. The numbers needed for that may be more than the numbers left in the city after the cleanup, although the girls Nagoya has in storage would go a long way to help alleviate that.
Regardless, the city will need supervision and management for a fair time to come, which will be beyond what we can directly supply. While this is not a pressing issue that we need to discuss right away, we'd like to coordinate with them regarding any plans they might have or propose for dealing with the city afterwards. We have some of our own ideas, and Heaven's Chosen is also taking responsibility of a portion of the city.

Typical Artifact Support Team Deployment:
Artifact and Battery is deployed in the planned ambush zone while under tandem stealth of Kyouko and Kyo-clone, with the two stealth vet tandem casting beneath. After the interdiction field is activated, Kyouko and Kyo-clone join the combat, while the stealth vets continue to use tandem stealth to conceal the artifact and battery, and the two barrier girls put up a tandem barrier to protect the artifact and battery from stray attacks. The teleporter stands by the artifact, ready to teleport away with the artifact if it is decided to be necessary.
Generally, when the battle is won, Kyo-clone and Kyouko will return and reactivate tandem stealth, under which the artifact and battery will be returned to our forward base.
If there is a decision to retreat the artifact and battery will remain concealed until the youma leave, then return as normal. This will probably only happen if the youma showed up in larger numbers than expected and the interdiction field was never activated.
If the concealment is pierced, then the teleporter is to retreat with the artifact, and the rest of the team is to teleport charm escape, abandoning the battery. Later the battery will be recovered if possible after the youma leave.
Attack Plans
As last month, send a group of girls (2-5) to begin hunting openly, after positioning the interdiction artifact with battery nearby to enclose them in its interdiction field. When the youma teleport in to attack the pair of hunters, teleport Serena (transformed) with her group and the entire vet support team into the combat and then turn the interdiction artifact on.
Kill the youma pair, and then withdraw.
Contingency:
If more than a pair of youma attack, hunters retreat immediately using teleport charms. If discovered, the artifact team retreats as well, abandoning the battery.
Telepathic Barrier: On the first run (at least), bring Taura and her barrier partner along to enact a telepathic barrier around the area, in an attempt to block the youma from signalling others of their kind. If effort is completely ineffective, pull them back and replace with standard vets. Otherwise, keep them in play.

Resources at the end are strained. Definitely need that loan from Sachiko, and definitely need a lot of cubes from the Tokyo hunt.
Pondering even switching Mami to helping the Gossipmonger, as her persuasion is more needed there. Making the case for the loan should be pretty simple.
May possibly want to send another girl for training with Hiko. Could be a better chance that at least one of them manages to get a handle on things in the first month, rather than taking two.
Can pull a couple quants out of the Nagoya service, since they'd like a minimum of 3. As long as we get the money from Sachiko, we can make do without that, if we need to put the vets elsewhere.
Went with the explicit push of getting the magic cook to see what she could do with her magic. As much as it's useful in a restaurant, if she can do things like buff people with her food, or help improve moods/mental stability/etc, that would be far more valuable.

They are likely to collapse the cordon more quickly if we keep clearing the western wall. If we clear the northwestern tip (not quite the area I was imagining before, but the spike up near Gunma), that may not trigger the collapse quite as quickly, since they'll still have a generally diverse boundary.
@inverted_helix: Do the youma patrol out towards Takasaki/Maebashi (northwestern urbanish areas of Tokyo zone)? Or is the cordon more circularish?

I feel we have other needs that take priority over these actions. This in my mind is the most objectionable thing about your plan, you are prioritizing exploring a possible bonus (magic chef = morale buff?) over actual immediate needs.

-- May end up not putting Chisato in the new restaurant if her magic food is useful enough for general morale and misc buffs. Or maybe put both Akane and Chisato on halftime duty in the restaurants, and the other half on feeding the Serenes.
We are working to help you, but if you flee Tokyo, you are killing people in Tokyo by not hunting, and killing magical girls in areas outside Tokyo who can't support you. Also, and we don't like to have to say this: If there aren't enough magical girls in Tokyo to keep the youma interested, they're going to start fleeing and causing problems for every group surrounding Tokyo, where we won't have enough control over their movements to guarantee being able to kill them in a timely manner. So not only will you be killing other magical girls by overhunting, you'll kill them (and possibly yourselves, by fleeing to an unknown area with no outside support) by dragging the youma along with you.
If you try to flee Tokyo right now, we're going to have to ask that you take Nagoya's offer for deep storage while we finish clearing out the youma. However, realize that without your help hunting the local territory, there's still a risk that the human population may not be there when you get back.
So please — the only way to save Tokyo is for you to stay in Tokyo and keep defending it, while we work on killing the youma.

This is a rough draft of ideas, it is not a proposal yet. We should figure out what we want to ask for and then propose it. Also I think 1 million may not be enough.
In the event of youma leaving the city and/or chasing refugees, and having teleportation powers, just work on delaying the youma while contacting us to come in for assistance to contain it. Do not damage teleporting demons enough to cause them to flee.

You apparently are assuming that they are going to tighten a cordon around the downtown or something? I would think that cutting off Gunma would be a lot more likely to result in an acceptance of a smaller cordon, since that cordon would still be bigger than if we try to push them to only holding the downtown.
This round was an adjustment to their strategy (and they're moving with intentionally higher than animal intelligence now in some ways). And interior Tokyo actually has a lower encounter rate than edge of Tokyo, in an effort to herd girls inwards.
I didn't read that as a new thing or a change in their behavior, but as a reference to what has always been the youma tactic.

I disagree. I think things like this are critical in maintaining our situation and morale, and the possibility of buffs would be a huge benefit in running up to the final clearing period. Refusal to push the boundaries leaves us with fewer ways to counter the adaptations of the youma.
How much to print some fliers? $50? $100? I'll make it $100, and it can include some of those little business cards people leave in restaurants and such. A quick online check can get some fancy ones custom made at $35 for 1000 cards.
I could see delaying the restaurant expansion. That would free up a couple vets. As long as we can get the money from Sachiko, we can ride on that while dealing with Tokyo, since we need the vets available for fighting.

The only problem I'm seeing is that only Mami is both trainable and capable of functioning while inside Serena's aura, so she should probably be trained as well. We definitely need her trained for when we go after the Beholder.

Problem is, Mami needs to be part of the Tokyo hunt, which eats up half of her time, and I think really needs to lend her persuasiveness to keeping the Tokyo locals inside Tokyo. There's just no time to send her off for artifact training.
I also don't think having Mami on duty to maintain the artifact is a good use of her time. Yes, she's the one that's immune to the aura, but that means she should be leading and directing people, and using her combat strength in the fight, not sitting in the back.
She is the only one that can do the task because she is the only one other than Serena who doesn't get drunk in Serena's Full Blast Aura. Even her retinue is impaired. Serena can't be trained due to the time constraints imposed by proximity to her, so Mami is the only one that can do anything that requires any kind of complicated finangling in the aura. Which tending to the anti-teleport box almost certainly is.
Because it's probably not a good idea to operate magical machinery while under the influence of Serena's aura, and especially against the Beholder we're going to have that aura on at full blast.
