Elite support for Kofu and Numazu is an interesting idea, but it requires that they actually allow our agents to act inside their territory, and there's a pretty high probability that Numazu, at least, will reject that. With Kofu's comments this turn, I don't know that they'd be too inclined to accept either.
We acquired 48 spaces for the initial batch of 40 refugees. If we accept 27 more, that will require an absolute minimum of 19 more spaces, which leaves the refugee apartment occupation level at 99%, on top of having to double up because we don't have half of them living with families.
We want at least 80 total space, which means 32 space rented this turn. We can go with 32 and save money, but that requires 2 vets. If we're using 2 vets anyway, we can rent up to 40 without any extra meguca cost. If we might potentially add a few more random refugees (such as pulling some out of Kofu or Numazu), renting 40 more space gives us a little extra wiggle room.
As for the decompression time... I'm not sure. Since we don't actually know what specific benefits Chisato's cooking might provide, we still want to reduce the risk of over-stressing the combat groups.
On the other hand, we did sort of have a break month this last month, so buckling down for a high pressure month should be OK, as long as we're sure to ease off the pressure next month again.
Still, this is also important for all the newbies, with the attempts to get them to better adapt to working with us. With so many of the group being refugee recruits, I rather dislike dropping this.
I've taken it out temporarily, as we work through our other needs, but I'm not guaranteeing it's completely removed.
Thinking about this, I think this is the wrong approach for a few reasons:
1: "Be the Youma food supply to keep Youma concentrated in Tokyo" is not an effective argument. Even Mami is not going to be able to pull that kind of persuasion off. A bog standard "fight for your city!" call would be more effective.
2: It should not be combined with the Gossipmonger job. Gossipmonger should be in charge of keeping tabs on information. If we really want to rally the Tokyo girls to do something it should be a dedicated action.
3: The incentives to flee Tokyo are so overwhelming that I don't think direct opposition ought to be our focus. Instead diverting them would be better. Either we try to directly recruit them, thus lessening the burden on others (but increasing ours). Or we give out preparation requirements ("have at least two months worth of grief cubes saved, as you will run out") that sort of thing.
4: Maybe we should just focus on killing the youma. Doing that may be better at resolving the refugee issue than anything else we can do.
#1 is definitely a good approach. We've weakened the youma, and have come back with the next step in our plan, so now is the time for all the Tokyo girls to do all they can for the people of Tokyo: kill the wraiths that are killing the people of the city.
#2: OK, good point, though the Gossipmonger is the one with all the contact info for the Tokyo locals.
#3: With the demons as weak as they are, magical girls should be able to easily acquire a good stock of grief cubes. Rather than scavenge and fight with other groups, take the treasure that's right on hand.
#4: Yeah. Encourage everyone in Tokyo to hunt for cubes to help mitigate the DS drop, while we attack the youma predators.

Gossipmonger (0.5 Mami, 1 vet, 1 green):
Using the contact info for the girls in Tokyo, and assistance from an extra green for the extra busywork, Mami needs to encourage the Tokyo locals to stand their ground in the city. While the Serenes are making another strike at the youma around the city, we want and need the Tokyo magical girls to do everything they can to hunt up grief cubes, killing the wraiths that are feeding on the human population.
At present, the wraiths are so weak as to be laughable, making it trivial for any magical girl to harvest up a ton of grief cubes. Killing the wraiths will help a great deal in keeping the humans alive, and not falling to the levels of Hong Kong. At the same time, the Serenes will be focusing on taking out the youma, keeping them busy and off the backs of the magical girls in the city. "If you want to save your city, this is where you need to take a stand."
Yuka, meanwhile, will focus on talks with Kofu and Numazu to get them to try to send the girls they're having trouble with towards us.

Put Yuka more on the Kofu/Numazu side of things, since Mami is mostly the one talking to those in Tokyo (and the green assisting both of them as needed). That takes out the explicit action/vet for Kofu/Numazu. Whether we put elites into that can be dealt with separately.
I figure Sachiko will either be trivial, or a mini-turn in itself. As such, I didn't think it was necessary to add extra complexity here. The proposal is already there: Try for $1 million loan or line of credit. We already have planning for future income to balance this out. Not sure what else you think needs to be added.
This needs some resources, and we need to think about broaching the zone of influence issue before Hiko talks to Hino. More like... maybe we need to get information on their process so we can duplicate it.

Switching to full green hunting would require 11 more greens — more than we have available, even with dropping a couple options. I don't think it's worthwhile, since it also requires buying substantially more armor.

After the interdiction field is activated, Kyouko and Kyo-clone join the combat, while the stealth vets continue to use tandem stealth to conceal the artifact and battery, and the two barrier girls put up a tandem barrier to protect the artifact and battery from stray attacks. The teleporter stands by the artifact, ready to teleport away with the artifact if it is decided to be necessary.
Generally, when the battle is won, Kyo-clone and Kyouko will return and reactivate tandem stealth, under which the artifact and battery will be returned to our forward base.
If there is a decision to retreat the artifact and battery will remain concealed until the youma leave, then return as normal. This will probably only happen if the youma showed up in larger numbers than expected and the interdiction field was never activated.
If the concealment is pierced, then the teleporter is to retreat with the artifact, and the rest of the team is to teleport charm escape, abandoning the battery. Later the battery will be recovered if possible after the youma leave.

Ask Kyubey to continue to monitor the Eyeball oni. If it makes a move towards our boundaries (in teleport range) move operations to a different location, or possibly stop operations till we see what it does.
First two weeks: give Serena and her girls a solid two weeks just to work on getting the new girls to the point of being able to fight without penalties, and improve communication.
Starting the third week:
First day do a practice run of each scenario multiple times. Second day do a practice run of each scenario multiple times.
Third day use the Pair of Hunters Lure in Hakone (where we hunted last month). If doing as a mini-turn this would be a good break point.
Following this we plan four more ambushes, one a day, alternating both the tactic we use and the location we do this (significantly vary, Gunma, Hakone, other locations). Goal is to kill 10 youma.
On the last week we spend 7 days doing a massive hunt in Hakone (Minamiashigara, Odawara, Hadano area = ~12 cubes) under the protection of the artifact (with Serena on guard to move to block any youma that attempt to enter Hakone area using non-teleportation). Serena is based on Mt. Hakone (different mountain) with teleport support to move her to block any attacking youma while dispatch team provides support.
Expected cubes from this: 18 vets (28 vets - the vets on the artifact, dispatch, or teleport teams) and 4 Elite pack hunting for 1/4 of a month produces 19.9 cubes.
We could even get more if we had Serena hunting while on call...

Stay in touch with all the local girls (Kofu, Numazu, Coalition, The Enlightened, and Area 3). Try to encourage and coordinate a regional response to the refugee problem. Identify when there is a problem in an area, and help the local girls coordinate as best they can. Specifically ask the Coalition and The Enlightened to help provide scouting information about refugees so that we can avoid ambushes, approach refugee girls with a force outnumbering theirs, etc. Ten cubes is the budget to work with for aiding local groups (the above excepting The Enlightened as they are too big to need it) that need help.
- In addition ask the Coalition if they would be willing to consider hunting in Tokyo if we provided them with teleport charms allowing them to escape youma responding to them?
Kofu, Numazu (2 elite, 1.5 vets 20 cubes): Including 0.5 Taya and 0.5 Seto to Numazu with 0.5 Kyouko and Kyoclone to Kofu (avoid putting Kyouko in Numazu where there might still be some hard feelings). Apologize for not being as proactive about stemming the refugee problem as we should have. Assign an elite to each group to help the locals with preventing poaching, coordinate with the local forces as much as possible. Attempt to recruit any refugees with a budget of 20 cubes to help out with urgent cube need. If there are girls who refuse to join the Serenes we can direct some them towards Magick Corp, showing them the sample contracts (send no more than three girls that way though). As another option, offer to provide girls that insist on staying independent with teleport charms so they can safely hunt the boarder regions of Tokyo. However, use force if necessary to prevent girls from hunting the territory of the locals (again coordinate this with the locals so that we have their support if it comes to force, retreat if outnumbered, etc. All the typical Serene safety procedures.) There are also 1.5 vets assigned to represent reinforcements that can be called in by the Serene Elite if more girl power is needed based on refugee numbers (call it an additional 6 girls available about 1/4 of the time). Goal in combat would be to size the girl's gems, forcing them into a coma state and then preserving their bodies and soul gems to be revived once the Tokyo crisis is resolved.
Magick Company (1 vet):
Point out the economic difficulties being created by the Tokyo crisis. The recession, the depression in the population due to lack of hunting, and so forth. Relieving the Tokyo crisis quickly will benefit everyone indirectly, including Magick Corp.
The Serenes have been putting a lot of resources into clearing Tokyo, and we are beginning to reach the limits of our own on hand monetary resources. We can continue to successfully clear Tokyo, but believe that recovery will be hampered and slowed by the lack of resources to rebuild. In the worst case, the lack of Tokyo organizations might entice other outside organizations to contest Tokyo, leading to more conflict and another youma outbreak.
Therefor we would like to invite Magick Corp to invest in the rebuilding of Tokyo. Not only will this benefit Magic Corp indirectly through the economic recovery of Tokyo, but there are numerous other benefits.
First, the Serenes will borrow the money with an agreement to pay it back with interest. So Magick Corp will continue to make Sachiko's customary profit. Second, it will establish stronger and more friendly relations between the Serenes and Magick Corp, as we would certainly remember who helped us. Third, it will provide Magick Corp the opportunity to establish itself as the primary lender to Magical Girl organizations in Tokyo. Magick Corp will be free to publicize its funding of the Serene rebuilding of Tokyo, and it will be natural for any other organizations in Tokyo to also approach Magick Corp for loans. (Also subtly feel Sachiko out to see if she is interested in claiming Tokyo territory).
Specifically, the Serenes would ask for a line credit of $4 million, available to be borrowed when needed, with a minimum of $400,000 borrowed to keep the credit line open. Interest to be paid on the actual amount borrowed. Our expectation is to borrow less than the maximum, probably no more than $2 million, but we wish the higher limit to be prepared for unexpected expenses.
As to the Serene ability to carry this loan, we plan to massively expand our current courier business into Tokyo once the current crisis is resolved. With just the Yokohama and Downtown Tokyo area we expect a revenue of $100,000 which is enough to carry a loan of $4 million at 2.5% interest. We also hope to arrange safe passage for businesses with all organizations in Tokyo which should allow almost double that in revenue. We also have a successful restaurant business which we also expect to expand to Tokyo. (The courier business + 5 restaurants would allow us to carry a $4 million loan at 5% interest).
One key issue is that the current crisis in Tokyo requires expending a lot of money right now, but without the ability to begin expanding businesses until all the youma have been slain. Something that mundane banks would not understand, but that Magick Corp is uniquely positioned to recognize. Thus we we would propose a grace period before interest payments begin. We managed to kill ten youma a month ago, and plan to kill another ten this month. Our hope is to clear out all the youma within three to fourth months. Giving us another two months to stabilize Tokyo would put us at six months. We feel a six month grace period would be sufficient.
Is Magick Corp able to make a loan of this size? What interest rate would they charge for such a loan? Does Magick Corp have any other opinions about the future disposition of Tokyo?
Nagoya (1 vet):
Keep Nagoya appraised of our plans to hunt youma again this month. Suggest that while the risk of youma fleeing appears to be lower than we originally expected it would be appreciated if Nagoya could send at least one interdiction team to respond to unexpected problems of that sort.
Also raise the issue of future disposition of Tokyo, and get Nagoya's impression of what they would like. Propose that the outside organizations who have made contributions to the defense of Tokyo ought to divide Tokyo into zones of influence with each custodial organization responsible for reorganizing the local Tokyo girls, ensuring that there is no dangerous overhunting, etc. What are their thoughts on the matter?
Explain that to obtain Heaven's Chosen anti-teleportation technology we had to agree to grant HC a zone of influence of 150 cubes, though as part of the deal we insisted that they commit to not overhunting in Tokyo.
Obviously, since Nagoya and the Serenes have been putting a lot more effort into Tokyo, we would expect Nagoya and the Serenes to be responsible for a much larger portion. How large does Nagoya want and feel comfortable being responsible for? (If they want a number we are thinking for them, suggest a roughly 600 to 800 cube territory).
We would also like there to be an agreement among all the organization in Tokyo to allow safe passage, so that Tokyo girls can live at home and commute to school and work without fear, the boundaries being primarily about hunting territory. Include Hiko's suggested exceptions. What are Nagoya's feelings on the matter?

We are working on obtaining the financing, and hope to have the houses ready with in a couple months. Thank Serena for all she and her group have been doing to save Tokyo. Pass on to Serena the Incubator's comments about their plans to "sterilize" Tokyo, and how they have been delayed due to Serena's efforts.
Mami talks to Keiko about polite behavior: Explaining that we are sending Keiko because we believe that she will benefit tremendously from the experience, but that we want to stress the absolute importance of proper behavior, not offending our essential new ally, and in general - listen instead of talking. Also, Mami will be coming along and will keep an eye on Keiko to make sure she is on her best behavior.
Mami gives Serenes a briefing and plan for this month: Mami (in four shifts) briefs the girls about the results of the last two months and the plans for this month. Include the incubator report that Tokyo's demise has been delayed due to our actions (don't reveal that the Incubators planned on sterilizing Tokyo), and that Miya's sacrifice means the survival of all the citizens of Tokyo. There is still more to do to secure a full victory. We've obtained teleportation interdiction technology from another organization to help us in kill the youma. Explain the plan for this month, thanking the new greens for their hunting efforts which will keep the rest of us provided with cubes while focusing on Tokyo.
Plan for our technician guest from Heaven's Chosen: Arrange for the technician from Heaven's Chosen to spend time with our quant/dispatch team when she isn't maintaining the artifact. Also have her follow Chisato around during the dinners, (assisting her if she's willing).

We are talking about making on a massive liability, and we don't even know if 1 million will be enough. We need to carefully assess all the numbers to make an actual loan proposal. Including pay back periods, grace periods, default conditions, etc. Not "Give us million, I think that's enough." What are you going to do if it isn't? Come back in a couple turns asking for more?
You are making tons of assumptions about our future plans, that you do not surface, locking us into a course of action without voters knowing what they are voting for. That is unacceptable.
We need to have a good presentation too, and "we are bad at budgeting" is not how you start out asking for a loan. (Even if it is true!)

I don't think you guys really are bad at budgeting. You're just bleeding hearts that keep taking everyone in. If you didn't then your budget would be fine.
@Elder Haman@Kinematics You know, it occurs to me: rather than providing cubes for refugees in Kofu/Area 15/16, we might be better off providing a supply of teleport anchors, so the refugees can hunt in Tokyo with relative impunity. After all, we're keeping tabs on the beholder through kyubey, and so can warn any girls hunting in Tokyo when the onii will be too close to wherever they will be hunting that day. Without the onii around escaping via teleport works just as well for any girls hunting in Tokyo as it does for the youma themselves. I wish I could contribute more on the science front, but I'm not sure if we even have the right questions to ask. I think there's some hints in the fact that teleporters have an inherent safety baked into regular teleports that don't exist with the anchor version, how teleporters have an inherent range limit based on their green/vet/Elite status, and how tandem casting can effectively add the ranges of the two teleporters, but I'm not sure how they add up yet. I want to say that teleporters (and clairvoyants, etc) seem to rely on some sort of subspace/aetheric medium for transport, rather than doing some sort of wormhole trick, but I'm not entirely sure if that's supported by the facts.
My plan as it stands now needs to purchase 2 more sets of kevlar, due to the increase in meguca used in Tokyo.
Made a small change in rural hunting, to match what Haman did, putting 1 trained green with the pack of untrained greens. Drops cube harvest by 0.2, but frees up 1.5 greens, which allows me to put the 0.5 green back on assisting Mami and the gossipmonger. Leaves me with 1 spare green to go with 1 elite.
There are a total of 4 trained greens hunting, now. 1 trained green is on mentor duty. And the green helping Mami is assumed to be the 6th trained green we have.
@Elder Haman@Kinematics You know, it occurs to me: rather than providing cubes for refugees in Kofu/Area 15/16, we might be better off providing a supply of teleport anchors, so the refugees can hunt in Tokyo with relative impunity. After all, we're keeping tabs on the beholder through kyubey, and so can warn any girls hunting in Tokyo when the onii will be too close to wherever they will be hunting that day. Without the onii around escaping via teleport works just as well for any girls hunting in Tokyo as it does for the youma themselves. They may have had the technology for months but you've only had them do it at most one girl-month each I think. I mean from what I recall the most you've spent on one type of charm was 2.5 meguca months on like 167 tandem barriers. Which translates to each girl involved only having spent 1.25 months on making them. So it's not actually that much time spent to gain experience as it sounds like.

Having read all marked posts and some of the discussion there are four things I'd like to say.
1) Thank you all so much for writing this. (I consider the omakes a part of the story.)
2) Mami automatically resisting Kaoru in the Emotional Resonance omake was very similar to her resisting Selena. In the first case, she could extend her resistance to others, has she tried helping others resist against Selena's aura? With some practice she might even be able to enchant an item with that effect.
3)@Elder Haman, I really like your writing. Still, please learn how to differentiate affect/effect and than/then. In the mentioned omake alone you used the wrong one a dozen times or so.
An example from this page: "without effecting income" should be "affecting". The decreased income would be an effect, but you are affecting the income.
4) What happened to the girl whose mother thought Mami was a Yakuza princess? Was she allowed to leave home again after the bunnycat altered her mother's memories?

Hmm I forgot about that. But it's a very different scale of effect anyway. I'll have to reread that omake to brush up on the details, might need to adjust things, sometimes the omakes slip things by even when I accept them as canon.

I know there is; your world-building is superb. I'm just not sure we're going to ever be able to derive anything about the cosmology without either forcing you to write the results of a lot of esoteric thaumaturgical experimentation, or you just spoon-feeding it to us. It's the same problem we're having guessing Mami's 'true' power (my conjecture at this point is that it's some sort of innate control over the connections between people), but taken to an even more ridiculous extreme, because there are thousands of ways to build a metaphysical cosmology and we'll be here forever trying to differentiate between them.
Certainly I don't expect any of us in the thread will be of much help trying to come up with theories to assist the Serene in their attempts to build a mind-shield or a castable teleport barrier. I mean we can eliminate a few possibilities, like I'm certain there's no such thing as the Nevernever, nor to the basic rules of magic seem to change on the whims of multiple deities like I've seen in some novels, but overall we're even more blind to the inner workings of the meguca cosmos than the girls themselves would be.

It's a tricky thing to balance. A big part of what I'm doing with this quest is trying to make your technological development reasonable. And that means you're often working with tiny little hints to go in various directions. I don't like spoon-feeding it though. It's really hard to balance making it hard without being impossible.
Esoteric research would be how you'd get it in general though.

Well asking the right questions yourselves will certainly provide some help, but you could also do more generic research actions with meguca-power to get some more insight into the systems.
