Hey, @Elder Haman. How about a combo? We've got stealth in the support team, and at least Kyouko's main body (I wonder if Kyouko can do a tandem elite stealth field with her clone...), so go for the best of both worlds. Big set of layered tandem stealth fields 1 km from Serena. You're afraid the vets are glass, make them invisible in layers. I'm worried Serena will need faster response times than 5 minutes, so put them 1 km away.

Though in that case, she'd be in telepathy range anyway.

Not unless one of Serena's Retinue is hanging back pretty far. Serena can't telepathy with anyone outside of her Aura, since the ranges are both 1KM.

If the support team needs assistance, and Serena is not currently in a miasma, phone connectivity kinda works, but needs constant audio activity to be useful, and is hindered by distance because Serena's team doesn't have a teleporter.

Shouldn't it be possible to bang out an app that has two phones ping each other constantly and set off an alarm if connection is lost?

-

Wait. @inverted_helix Would Kyuubey be willing to act as a radio for Serena and her support group? This would obviously be only for class three clearing.

Is there such a risk? I don't think we really know. I mean there have been "fortified positions" in Tokyo that took months or even years to fall. They might find too large a concentration of Magical Girls something to avoid until forces have been gathered and coordinated with.

On the other hand, the fact they did eventually fall suggests that the demons did eventually coordinate an attack.

True. And it was mentioned that one of the last ones was "overrun", meaning there is a risk of swarming behavior. Though even 5 would be rather overwhelming, so it probably doesn't imply things quite as bad as a true swarm.

Kyouko should indeed be able to tandem stealth. A tandem elite stealth field should be similarly difficult for an elite (class 3 demon) to detect as a normal elite (or tandem vet) is to detect by a normal vet. So chance of discovery should drop from 60% to 25%. No idea if layered stealth will boost it further, but it will be possible since we'll have another 2 stealth vets there. (If it's multiplicative, might go as low as a 15% detectability.)

A 25% chance of discovery is low enough that going for the mobile CC approach seems like a much better tactic.

Basic sequence:
  1. Stage on the mountain.
  2. Pick target. (usual precautions regarding the beholder)
  3. Send a teleporter to Serena's group.
  4. Stealth up.
  5. Serena's group teleports to the target.
  6. Main group teleports in behind, just outside her aura range.
  7. Serena's group begins the fight, while the main group has telepathic contact with her, low visibility, barrier protection, and ready to assist if called.
  8. If main group is attacked, they move into Serena's aura and fight back, while Serena pulls back towards them when feasible.
  9. After the fight, teleport back to the staging point. Rest, review, pick new target.

Average seems like maybe 1 attack on the CC group every other raid, at worst, which is very easily manageable. That's if they attack the CC every time they detect it, rather than join the other demons attacking Serena.

It puts us close enough to maintain telepathic contact with Serena, so each side can assist the other when necessary. We're never out of touch with each other, and are never more than a minute away, worst case.

If they attack the group while they're still at the staging area on the mountain, both sides will necessarily still be there, so again, assistance is easy.

This seems like the best solution to all the combined problems.

Certain that Kyouko and Kyoclone can do tandem stealth (they did tandem stealth charms).

However, does a higher number of girls inside the stealth field effect how effective the stealth is?

Not sure...

You know, I do feel that the first stage of clearing out the part of greater Tokyo near Gotenba is far safer. We'll probably have to do three, or maybe four hunts down there. So I'd be okay with trying this out once down there and we can see how it goes.

I'd like it if we tried at least once with the support team lying in wait and Serena retreating.

Then we can compare our results and decide how we want to approach the more intense Stage 2.

Note: 10 miles is the lower bound of their detection range, not their limit.

Hmm... you were referring to 6 miles as the furthest distance, and then helix expanded that to 10 miles, but he called it "lower bound," I'm not certain what helix meant by lower bound.

@inverted_helix Did you mean that 10 miles is at least how far the demons can sense, and possibly further? Or did you mean that they might be able to sense that far, but no further?

On the other hand, the fact they did eventually fall suggests that the demons did eventually coordinate an attack.

Eventually, but considering how quickly Kine estimates it will take to clear Tokyo vs how long it took those fortified positions to fall, I still think a swarm is less likely to happen until the hive has been super stirred up and they start running.

It depends. Maybe the demons had to work out their swarming tactics (dominance issues?), but now it's a standard tactic.

Or it might be as you surmise, and for each event of swarming they have to spend significant time coming to an agreement.

I think it's time to start coming up with next turn's plan.

Edit: I think that fortified positions remain even still indicates it is lengthy each time, rather than now being a standard tactic.

Anyway, looking at my half-time plan, we'd be going to Tokyo on half of the days of the month (5 hours per day). If we average just 2 kills per active day, that's enough to clear most of Tokyo (30/40 demons). Nagoya should contribute several more kills, and a few are likely to head towards Niigata and Sendai.

Two kills from two attack runs per active day means we only have to kill 1 demon per attack run to maintain this pace, which is trivial when we consider that we're expecting and planning for demon support on every attack we make.

Given our expectations of Serena's ability, it should be easily within reach to clear out all the class 3's within the month, just working half time. The only hiccup being the beholder.

The exact order of how we progress doesn't really matter (eg: all demons, then beholder; half the demons, the beholder, then the other half of the demons; etc). All we need is to average 1 demon per attack, and 2 attacks every 2 days (or an overall average of 1 demon per day). If we had to deal with two heavy responses (4 total demons each) on the first day, killing 8 total, we could literally take the rest of the week off and still be on track to clear Tokyo.

Overall conclusion: We don't have to rush anything to win this.
I'd like it if we tried at least once with the support team lying in wait and Serena retreating.
I agree with trying a few different things early on to see how they respond.

I just did a quick guess on what "quite a few kilometers" meant, and asked for a lower bound, then worked with the 10 km (6 mile) number until helix answered. He told me the lower bound was 10 miles rather than 6 miles. He also mentioned that he hadn't decided on an exact range, so it's definitely 10+ miles, not "up to" 10 miles.

Oh, we should also work on recruiting in Tokyo while we're clearing it. Having been the ones to finally clear Tokyo will give us an advantage on recruitment that we should capitalize on quickly.

North
- Seto Teleportation
- 0.5 solo elite (leather, -3.1% casualty)
- 2.5 pair vets (leather, -1.1% casualty)
> 17.8 cubes
> DS from 9.9 to -0.1

South
- Seto Teleportation
- 0.5 solo elite (no armor, -6.0% casualty)
- 6.0 pair vets (no armor, -4.0% casualty)
> 36.9 cubes
> DS from 0.0 to 0.0

Rural
- No hunting
> DS from 0.9 to -4.8

Gross: 54.7
Costs: 1 (demon forecasting)
Net: 53.7
Net cubes: +53.7

Support (1.0 elite, 7.0 vets)
  • 3 vets on demon finding training (+20% grief cubes)
  • 0.5 elite (Taya), 1 vets on dispatch service (+30% grief cubes additive with demon finding, -1% casualties)
  • 1.5 vet on telepathic communication (-2% pair hunting, -1% pack hunting)
  • 1.5 vet, Paperpushing
  • 0.5 elite (Seto) on hunting teleportation

Jobs (14 vets, 6 greens, 1 associate)
  • 1 veteran (Hainako) - Translation service
  • 4 veteran + 5 green working courier business (Minimum 3 vets)
  • 1 veteran (Akeno) - Special Delivery
  • 4 vets (Akane, Kit) + 1 green + 1 associate - Restaurant
  • 3 vets - Restaurant delivery

  • Pet Whisperer (1.0 Nagisa): Spend the month volunteering at animal shelters and public pet training events in the park or public services, to gain practice, and build up reputation and recognition.

Training (2.5 Serena's Team, 0.5 elite, 3.5 vets, 2 greens)

General training - With the new recruits, you need some time to get them all up to speed on your procedures and tactics.
Cost: 1 vet, 2 greens. 3 months.
Month 3

Learning Japanese (1.0 Serena's Team, 0.5 vet): Serena's group is newly arrived in Japan, and can't rely on Hainako for all their translation needs. Likewise, while all of our girls have a bit of English education, that's still going to be a clumsy way to interact. Have Serena's group spend some of their spare time between Tokyo runs improving their Japanese language skills, with assistance from various girls. All of them are familiar with learning additional languages, so this should not be terribly difficult for any of them.

This can also be considered time that allows Serena's group to become better acquainted with the rest of the girls, using the video conferencing to practice communicating.

Review and Training (1.5 Serena's Team, 0.5 elite, 2.0 vets): Review the results of each day's time in Tokyo, and allow Serena's team time to train to improve on any weaknesses. Elites provide overview of what issues they saw for everyone, and share the info with the vets who weren't there that day, but are part of the roster.

Research (3 vets, 3 cubes)

Tandem Casting, Fusion: Allows dissimilar abilities to be combined to produce more exotic results.
Cost: 3 Veteran, 3 grief cubes; Chance of Success: 5% +5% per month researched
Month 3

Morale (3.0 vets, $2,750)

Welcome home dinners (1.0 vets, $2,000): Every day that the Tokyo teams go out, have special "Welcome Home" dinners (comfort food) prepared when they get back, with the camaraderie of everyone else supporting them in a difficult endeavor.

Mountain Hiking & Picnic (2.0 vets, $750): A day early in the month (after the first week in Tokyo) spent hiking and appreciating nature. Pack up snacks and a good picnic lunch, and do some mountain hiking in the nomadic area, with a picnic at the top. Have Mami accompany Serena, while Seto goes with the main group. Keep the groups separate since we still want to minimize aura exposure this month.

Diplomacy (0.5 Mami, 5.5 vets)

Daily Progress Updates (0 vets):

Nagoya Teams - Give them the locations we feel are likely to provide the best screening for demons heading west if they flee from our actions (though they may of course adjust as they see fit). Let them know that our progress is likely to be slow and steady, so they might not see any action for the first few days, but we'd appreciate if they let us know about any unusual behavior in the areas that are outside of our scan range.

Tokyo Contacts - Maintain contact with the elites, and inform them of our progress through the month. We will let them know if we have a situation that is ready for their direct assistance, but otherwise expect that mostly they should play defensively, particularly when the demons start getting more agitated and disturbed.

Tokyo Sensor Net (0.5 Mami, 5.5 vets): As we begin to clear Tokyo, start to set up a dispatch system and phone tree between all the meguca in Tokyo, especially the clairvoyants and teleporters, so the Tokyo girls can better coordinate between themselves for safety and call in a Serene airstrike on any Class 3s that wander into the cleared territory. If anyone seems interested in Serene manuals and/or recruiting literature feel free to give it to them (we might be willing to straight-up recruit an Elite or two, maybe some experienced clairvoyants), but for now the primary goal is creating a sensor net to catch any teleporting or stealthed Class 3 demons. Secondary goals include: keeping up positive contact between Tokyo girls and the Serene, getting Tokyo girls used to keeping in contact with each other, keeping Tokyo girls appraised of which areas are clear for solo hunting so they can build up grief cube stocks and begin to raise DS out of below negative-10 territory.

Tokyo (2.0 elite, 2.5 Serena's Team, 11.5 vets)

Activity in Tokyo defined as "half time" for all teams — 5 hours per day, 4 days per week. In general, there will be one day off between each active day (and one weekend day with 5 hours in Tokyo, 5 hours back home), though that is fluid.

Serena's team: Serena, Lita, Betty Rae, Amélie, Nina

Mami's team: Mami, Kyouko, KyouClone

Scout team: Taya, 1 vet

Transport/evac team: 4 teleporters

Vet assault team: 18 vets. Team composition:
6 barrier
2 healer
2 stealth
7 artillery (ranged specialists)
1 Kaoru (ranged/special)

Cube usage: Issue 1 GCU per girl, for 31 cubes distributed (none for KyouClone). More may be authorized later during mini-turn, if necessary.

Charms (initial deployment):
100 tandem barrier charms (distribute 3x to each non barrier girl = 75, and 2x to each barrier girl = 14, with 11 left to distribute to those needing replacements).
67 tandem healing charms (2x to each non-healer = 30, 1x to each healer = 2, with 5 left for replacements)
14 elite illusion charms (1 to 6 designated vet support group leads and second leads, 2 for Mami, and 2 for Serena, 1 to each teleporter)
86 elite stealth charms (3x to non-stealth girls = 84, 1x to each vet stealth girl = 2, 1 to Kyouko)

General:
- The CC unit will remain stationed approximately 1 km from Serena's team most of the time (both at the staging area, and when attacking).
- Always check for the beholder in any cases of teleporting or attacking. An unplanned-for appearance of the beholder should signal a retreat.
- Notify the Nagoya teams any time a demon flees.

Team Structure:
- Team Serena: Leads the attack (teleports in at the miasma point).
- CC: Follows, placing 1km behind Serena for communication, and option to provide any needed support.
-- CC is composed of all other teams. It should remain under tandem stealth (both elite-Kyouko and vet) at all times while on assault (but not actively fighting). It should remain under at least one layer of stealth while at the staging area, if any demons are within detection range (assume ~15 miles).

Timing:
- "Per day" time is 5 hours.
- Two assault actions per day. Give plenty of time to recover, review, and select new a new target between assault actions.
- Pace ourselves, generally allowing at least a one day break between assaults.

Stage 1:
- Base: Mt. Hakone.
- Initial target area between Odawara and Isehara. Target isolated demons.
- Extra caution during this stage.
- Preliminary tests have Mami and Kyoclone assisting Serena's attack to evaluate the effect of her aura on class 3 demons, and their general response patterns.
- If deemed successful, and the results evaluated as satisfactory, move to Stage 2.

Stage 2:
- Base: Mt. Tanzawa.
- Target: Border demons, selecting targets to minimize the likely amount of support they can call in.

Trade ($7,500)

Coalition: Purchase 3 cubes at $2,500 each, per ongoing agreement.

Purchases ($21,800)

Armor ($21,800):
  • Kevlar vests: $600 x 13 = $7,800
  • Kevlar clothing: $1000 x 14 = $14,000

Meguca Months Used:
- Elites: 5/5
- Serena's Team: 5/5
- Vets: 56/56
- Greens: 8/8

Grief cubes:
Gains: 66.1 (starting) + 53.7 (net harvest) + 3 (trade purchases) + ??? (class 3 kills+bounties) = 122.8
Costs: 74 (upkeep) + 3 (research) + ??? (Tokyo) = 77
Final (before spirals): 45.8

Money:
Income: $114,420 (bank) + $37,500 (income) = $151,920
Expenses: $30,920 (upkeep) + $7,500 (buying cubes) + $21,800 (purchases) + $2,750 (morale) = $62,970
Reserve:
Final: $88,950

This version uses halftime allocation in Tokyo, and uses the freed up vet time for lots of stuff (many of which are quite negotiable).

Charm distribution:

Everyone should have 2 barrier charms and 1 healing charm. There are 34 total units, so we'll have enough to replace 1 of each charm type per person.

Barrier charms: 34x2 = 68 allocated, 32 in reserve
Healing charms: 34 allocated, 33 in reserve

Illusion charms had team leaders with the distraction, and team members with the stealth to aid in escape. Might even have it such that all that happens, and then Kyouko and the stealth vets each layer on their own 'real' tandem stealth effects, while the illusions are creating distractions, and lots of the individual meguca are disappearing briefly under their charm stealth effects. Once the full stealth is in place, everyone runs together.

Canvasing Tokyo - How do we even approach this? We can't go into Tokyo proper until we've cleared out a good portion of the territory, and even then it's a bit risky. We can't really hang out after a fight to talk to everyone, because that's just baiting more attacks. We only have telephone contact with the elites, so any vets or greens that aren't part of those groups would be left out. We can't leave flyers out because of masquerade issues.

I think the only thing we can really do this month is ride on the info we're providing the elites as we progress through the city. We keep them informed every day of our activities and kills (along with warnings about demon movement, and risky areas), and by the end of the month it'll have to be pretty solid word-of-mouth that we were the ones at the helm the entire time. By the time we start making real headway, we're going to be the gossip that all the groups are talking about, and that may be enough to spread the word outside groups of the elite contacts we were talking to directly.

At best, we can provide a contact number for the people we're talking to to pass out to anyone who wants to get in touch with us. Heck, the number we're calling them from is itself a primary contact number, so we can just tell them it's free to give out to anyone who asks. Then just have someone on duty to answer any inquiries.

May need to pull 1 vet for this.

Rising Stars. I don't even know if we can train Kaoru for this this month. Assuming she's spending half time in Tokyo with the others, it wouldn't have a valid full vet to assign to the training effect.

On the other hand, I wonder whether Serena's aura, getting rid of all fears and doubts, would make it so that she absolutely will push herself to that level. In fact, the time in Tokyo will itself be a bit like a harsh training regimen for the same purpose (and the same occasional aura boost to do her best).

Thematically, this just feels like a good month for Kaoru to make elite. An enormous challenge, a promise to protect, and the confidence to succeed.

Anyone who's been holding back on Kaoru omakes, this would be the time to make it happen. (Also need lots of omakes in general, to keep people alive in the worst fights.)

Morale - Need a solid morale action this month, as it's going to be rough. Put in the "welcome home" dinners as both a general boost, and a specific boost for those taking the risks here.

It's also why I'm pushing for the full hunt, as that gives people the confidence that we're going to be solidly back in place in cubes, before we even get to the Tokyo drops and bounties (which could give an amazing surplus itself — though we'll probably need a bunch of that to cover the new Tokyo recruits afterwards).

Bought some cubes from the Coalition. Just the continuing work on improving relations with them. That the 3 cubes brings us up to 1x cube buffer is also useful.

Went for 16 full kevlar purchases, as that puts us at 34 total, the number we're using in Tokyo. The full kevlar used in the normal hunt can be considered as active on the alternate halftime-days that the Tokyo group is back home.

Even with a $10k reserve, we're still at $75k in the bank at the end of the month. $50k of that will go towards the courier expansion, and $20k towards recruiting expenses next month. We'll be cutting things a little close, but I think we'll end up OK.

Nagisa is back on the Pet Whisperer thing, since there was a spare vet. Subject to revision, though.

Adjustments:
Added charm distribution notes.
Added a couple diplomacy items for keeping in contact with Nagoya and Tokyo elements. Used in place of the liaison.
Removed the recruiting action from diplomacy, as I don't see that as viable within the current month. Depend more on word-of-mouth from our actions.
Added one extra kevlar purchase as a spare. 19 + 15 = 34 (number of units in Tokyo) + 1 (replacement)

Notes:
As defined, we have 2.5 spare elite units from Serena's team going halftime. Thinking of putting that on "Learning Japanese", to better improve communications. Edit: Went ahead and added it.

No specific combat plans here, as I figure that will be the realm of the mini-turns, and far too complicated to put in the main vote. This is just setting up what everyone is doing for the month, and how many units we have to work with while in Tokyo.

If Rising Stars isn't viable this month, an extra elite+vet will be free for whatever.

Or it might be as you surmise, and for each event of swarming they have to spend significant time coming to an agreement.
I think we can assume that the Tokyo demons are either not intelligent, or think too slowly to quickly adopt optimal tactics in response to our big push. After all, Nagoya has been running cleaner ops in near-coastal downtown Tokyo* for a full year now, and they still haven't seen the demons running pair patrols downtown in response, despite the fact that Nagoya has killed something like, what, a half-to-full dozen Class 3s in that time?

No, I think it's much more likely that the appearance of intelligent action is simply an emergent result of a Class 3's basic nature:
  • They need to feed on emotions to survive, and so they are attracted to areas of high population where they can "filter-feed".
  • They need to keep moving, because the ones that don't keep moving end up depressing a single area too far, causing the population to die and the Class 3 to starve.
  • They are attracted to meguca signatures, because the ones that are so attracted will consume more megucas, gain more powers, and thus divide more often.
And there you have it: Darwinism at work, producing the appearance of intelligent action. All of this goes out the window with the beholder, however, since that beastie is already breaking the mold by not dividing; who knows what that thing's up to.

*- By the way, @inverted_helix the fact that Nagoya was capable of doing montly ops from Tokyo Bay should be proof that the Class 3s can't sense meguca out to 10 miles. Tokyo Bay itself is only 10 miles wide; if the Class 3s could sense megucas that far out then the expected result of Nagoya piloting a boat into the Bay would be them getting swarmed by 3-4 teleporting demons while they're still out in the bay. It also makes Area 15's moat idea a bit tenuous, given that Area 15 is 10 miles away from the Kanagawa area, and so patrolling Class 3s would easily be able to see them.

Notes:

Um, maybe more combat training? For all that they're our Legendary, Serena and her girls have the least training of any of our girls in combat situations where they are actually pressured; this whole month is going to be a massive wake-up call for all of them. I think some time to review their performance, maybe plan for the next attack, will be very useful to them.

It's a bit of the laziness principle at work. Area 15s moat is not just the border to border distance but also their methodology of hunting the edge of their own territory barely and quickly so that there's not too much of a draw. Why go miles out of the way for that one meguca over there.

Nagoya does occasionally have to fight them off at the boat. It's why they were tense from the moment they got to the Tokyo, and why they move the boat around a lot and pull further out to sea when they aren't actively deploying fighters. 10 elites and 10 vets is a really hard target to begin with and not something a single demon wants to tangle with. Add in the fact that they put up stealth fields around the boat: a Clairvoyant demon could punch through the interference, but not from max range. Plus they have clairvoyants sweeping the area to let them know if they're going to get ganged up on.

There's a lot of things that individually lower their odds of being hit to a collectively small value.

Ah. So Nagoya has all the data that we tried and failed to gather last month through Taya. Um, can we get it from them?

I don't think it would be that useful. Each of our training actions takes multiple months (eg: our current ongoing generic training), so nothing would be gained in time to be useful. And Serena's group is going to be spending more time fighting on their own than fighting with us, so it seems better to let them keep using their normal strategies, rather than try to mix that up with an incomplete version of ours.

I went ahead with the language practice, as it can provide small benefits even now, and it's going to be needed eventually, anyway.

Sounds like they're doing a lot of the things we were kind of settling on doing. But we can do better :)

1) Tandem elite stealth should drastically reduce detection, even at close range. At our staging distance, clairvoyant demons should have almost no chance of detecting us. We'll want to keep this up fulltime while we're there, in order to not give away our intent or location.

@inverted_helix: Will nested tandem stealth effects affect detectability? (since you mention multiple stealth fields for Nagoya) IE: Kyouko/KyouClone for full tandem-elite-tier, and the other pair of stealths for a tandem-vet-tier underneath it. I don't expect to use the stacked stealth at the staging area, but would want to use it during action if it will improve our odds of hiding. Vet-tier should be 60% detectable, while elite-tier should be 25% (-ish), and those chances are at close range. If they stack, might just be 15% from close range, and negligible from long range.

2) 10 elites/10 vets is a hard target for a single demon. If they can detect that many, they generally won't approach, and they are probably going to run if we approach them. Full stealthed, though, means they will only be detecting Serena's group of 5.

While I considered the odds of them attacking our full CC to be not that much different than a scout team, I now consider the odds that they'd attack while we have our full CC in place to be substantially lower than the odds that they'd snipe an undefended scout team. If we want to minimize the chances of them fleeing (because we can't kill them if they run), we need their target (Serena) to be as attractive as possible. A non-stealthed mobile CC base would chase them all off, and be counterproductive, while a stealthed comm team would be too easily detected, and too vulnerable to attack.

3) And of course we have Team Taya working the clairvoyance angle. If we kept her at the static CC base on the mountain, she'd never be able to penetrate the miasma, which means we'd be giving up useful information. With a mobile CC, she should be close enough to scan the nearby demons and give us just-in-time info on their capabilities. And of course penetrate the stealth of the demons themselves, once engaged.

Edit:
4) If our full team is likely to scare off potential attackers, that actually gives us more control over how many we fight at once.

Basically, the first 2 or 3 demons drop in on Serena. Then, regardless of her need for assistance, we unveil and move towards her. Suddenly any other demons that were considering this an easy target (3 demons on 5 elites) realize it's a fight of 3 demons vs 9 elites/24 vets.

The greatest risk is scaring off the demons that are fighting Serena. We can maybe teleport straight to the miasma, and enter before they realize we're there. Would want to be careful about how often we use that trick, though.

Tokyo (5 Serena & Co, 4.0 elite, 23.0 vets, 32.2 cubes)

Activity in Tokyo to be dedicated until decided otherwise during the mini-turns. (Probably until the eyeball is dead). Any megucas released early from this task will be applied in deprecated time to the backlog. (ie. Those released the first week will be applied 3/4 time, those in the second week 1/2 time, and those in the third week 1/4 time).

Includes after action review of combat actions (day on Tokyo, followed by day of review, unless changed during mini-turns), preparations for additional actions. Training/practice, etc.

A member of those on standby will contact Nagoya with any information that needs to be shared right away instead of waiting for the daily update.

Serena's team: Serena, Lita, Betty Rae, Amélie, Nina (full time)

Scout team: Taya, 1 vet clairvoyant (full time)

Transport/evac team: 4 teleporters (full time/until released)
-while on standby create teleport charms to the rear command center for all the girls except Serena and Co.
-0.2 cubes

Elites team: Mami, Kyouko, KyouClone (full time)
Vet support team: 18 vets (until released). Team composition:
6 barrier
2 healer
2 stealth
7 artillery (ranged specialists)
1 Kaoru

Cube usage: To begin with issue 1 GCU per a girl, for 32 cubes distributed. More may be authorized later during mini-turn if necessary.

Charms (initial deployment):
100 tandem barrier charms (distribute 3x to each non barrier girl = 72, and 2x to each barrier girl = 14, with 14 left to distribute to those needing replacements).
67 tandem healing charms (2x to each non-healer = 58, 1x to each healer = 2, with 7 left for replacements)
14 elite illusion charms (1 to 6 designated vet support group leads and second leads, 2 for Mami, and 2 for Serena, 1 to each teleporter)
86 elite stealth charms (3x to non-stealth girls = 84, 1x to each vet stealth girl = 2)
Teleport charms (created by the teleport group when on standby - one for each girl except Serena, only to be used for emergency escape).

Stage One is where we will test out some different strategies to figure out what works best.
Start with the Mobile Command Center Plan, and then alternate between it and Plan Lure for the duration of Stage One.

We establish two bases. One is in Gotenba, this where we place our clairvoyants, support team, and teleporters when not supporting Serena.

Clairvoyants: Taya + 1 vet
Teleporters: 4 Vets (rotate which teleporters are on standby here)
Support Team (3 Elites, 18 Vets):
Elites: Mami, Kyouko
Vets: 6 barrier vets, 2 healer vets, 2 stealth girls, 7 additional vets (focus on ranged attack power)
Special: Kaoru (Only job is to use anti-demon magic to further weaken demons. If Serena dies, switch to magic to lesson effect of class 3 demon aura.)

The other is on Mt. Hakone, this is the rest area for Serena & Co. Drinks, food, relaxation, etc. Probably want to be near a place with bathrooms.

Serena and company will set out by teleporter from Mt. Hakone to attack into the demons patrolling in Odawara, Minamiashigara, and eventually Hadano. The demons will be selected by the clairvoyants in Gotenba for their relative isolation, and checking to be sure the interdiction field is not there. Teleporters will then teleport Serena and Co to the target, and then teleport back out, leaving Serena & Co. there.

The Clairvoyants, Teleporters, and Support Team will also teleport into a location just outside Serena's aura to be ready in case Serena needs assistance. They will conceal themselves using a a tandem elite stealth field (cast by Kyouko and Kyoclone), with a second layered tandem stealth field cast by the two vets. The six barrier girls will put up three layers of tandem barriers.

Serena & Co. will engage and destroy the demon w/ Serena in transformed form. Betty Rae will always keep her barriers up to protect against a surprise stealth attack. First battles are to be particularly cautious until we understand better how the aura effects the class 3 demons. If Serena starts to feel pressed at all she is to call in the support team to assist her. If there are no longer any targets, everyone will retreat back to their respective bases by teleport (after assuring the interdiction aura is not in play).

Everyone will rest for an three hours or so before picking a new target and returning to hunting the class 3 demons. (This should allow 2 hunting trips per a day baring any contingencies).

Mami will be at Mt. Hakone when Serena & Co. are resting there, (might as well use that resistance ability), to discuss the fights and continue refining tactics. When Serena & Co. are fighting, Mami will lead the support team response in any of the contingency plans. One clairvoyant will be on the duty of keeping an eye out for the eyeball demon, while Taya focuses on observing the battle, ready to declare the need for contingency plans. In particular be on the look out for Stealth Demons.

If Serena starts to feel pressed at all Serena & Co. are to immediately retreat to Mt. Hakone by foot (5 miles, so travel time approximately 10 to 15 minutes at top speed). If there are no longer any targets, Serena & Co. will retreat to Mt. Hakone by foot. If class 3 demons are continuing to attack and Serena feels everything is fine and safe, but the battle has been going on for more than 30 minutes, Serena & Co. are to retreat to Mt. Hakone by foot. There Serena & Co. will rest for an three hours or so before picking a new target and returning to hunting the class 3 demons. (This should allow 2 hunting trips per a day baring any contingencies).

Mami will be at Mt. Hakone when Serena & Co. are resting there, (might as well use that resistance ability), to discuss the fights and continue refining tactics. One clairvoyant will be on the duty of keeping an eye out for the eyeball demon, the other focuses on observing the battle, ready to declare the need for contingency plans.

Any Tokyo girls that join Serena in fighting are to be strongly encouraged to follow Serena during her retreat. Once they reach Mt. Hakone, teleport them out of her aura and be ready with cubes to treat potential grief spiraling. Both vets and elites are to be added to the support team (if they appear capable of continuing to fight). If they appear unable to continue fighting (perhaps due to overexposure to Serena's aura) send them to Mitakihara to perform hunting duties freeing up other girls to start work on the backlog.
If stealth demons appear to attack Serena during her missions, she is to immediately retreat to telepathy range and request help from the support team. The support team will move (while stealthed and layer barriers) to join with Serena & Co. to destroy them, with the clairvoyants identifying the stealth demons, and communicating to Serena as we approach (so that Serena can attempt to destroy them early).
If one teleporter appears to attack Serena during her missions, she may continue fighting. If a second one appears she is to request help from the support team. The support team will move (while stealthed and layer barriers) to join with Serena & Co. to destroy them. If the number of active teleporting demons reaches greater than four, then there is a full retreat by teleporter to Gotenba, and a teleporter is sent to the main headquarters of the Serenes to prepare additional forces for commitment to battle in case the demons continue moving out of Tokyo.

Once the teleporting demons are destroyed (or retreat back to Tokyo), hunting activities are over for the rest of the day.
If the eyeball appears to attack Serena during her missions, she is to immediately summon help from the support team and fight defensively. The support team will move (while stealthed and layer barriers) to join with Serena & Co. to destroy it. Teleporters will not remain, nor teleport, but will immediately retreat on foot to Mt. Hakone.

Once the eyeball demon is destroyed (or retreats back to Tokyo), hunting activities are over for the rest of the day.

If the eyeball demon is destroyed, move to stage 3.
If during this the support team is attacked by teleporting demons (not the eyeball) the support/clairvoyant team will teleport out to Mt. Hakone, with Mami warning Serena who will immediately retreat to Mt Hakone on foot. Be prepared to fight any pursuing demons.

If during this the support team is attacked by the eyeball the teleporters are to immediately teleport out to Mt Hakone (Don't wait to take anyone with them). Mami will call for Serena to back up and put them inside her aura, and to also quickly move to combine with them in fighting the Eyeball. Meanwhile Kaoru is to begin playing her resistance song, put up layered barriers, and everyone is to run towards Serena to combine.
If stealth demons appear to attack Serena during her missions, she is to immediately retreat to Mt. Hakone by foot. Mami will teleport with the support/clairvoyant team to Mt. Hakone, in assumption that there will be pursuit. The support team will put up elite tandem stealth and layered tandem barriers while lying in wait. If there is pursuit by stealth demons, the support team will join with Serena & Co. to destroy them, with the clairvoyants identifying the stealth demons.
If during the retreat to Mt. Hakone, Serena & Co. are followed by demons, then Mami will teleport with the support/clairvoyant team to Mt. Hakone. The support team will put up elite tandem stealth and layered tandem barriers while lying in wait. There the support team will join with Serena & Co. to destroy the pursuing demons.
If one teleporter appears to attack Serena during her missions, she may continue fighting. If a second one appears she is to immediately retreat to Mt. Hakone by foot. Mami will teleport with the support/clairvoyant team to Mt. Hakone, in assumption that there will be pursuit. The support team will put up elite tandem stealth and layered tandem barriers while lying in wait. If there is pursuit by teleporting demons, the support team will join with Serena & Co. to destroy them. If the number of teleporting demons is greater than five, then there is a full retreat by teleporter to Gotenba, and a teleporter is sent to the main headquarters of the Serenes to prepare additional forces for commitment to battle in case the demons continue moving out of Tokyo.

Once the teleporting demons are destroyed (or retreat back to Tokyo), hunting activities are over for the rest of the day.

Teleporters will not remain, but will return to Gotenba. If there is pursuit by the eyeball demon, the support team will join with Serena & Co. to destroy it.

If the eyeball demon attacks Serena and she is unable to retreat, Mami and the support team will teleport as close as they safely can, and then run to the center to try and support Serena.

Once the eyeball demon is destroyed (or retreats back to Tokyo), hunting activities are over for the rest of the day.

If the eyeball demon is destroyed, move to stage 3.
If during this the support team is attacked in Gotenba by teleporting demons (not the eyeball) the support/clairvoyant team is to teleport to Mt Hakone. Identify if the interdiction field is up around Serena, if not, teleport pickup, consolidate, and then together attack the teleporting demons and destroy them.

If during this the support team is attacked in Gotenba by the eyeball the teleporters are to immediately teleport out to Mt Hakone (Don't wait to take anyone with them). Two teleporters are then to teleport directly to Serena & Co. and bring them back to help fight the eyeball. Two teleporters on Mt. Hakone begin attempting to locate the closest safe range to teleport reinforcements in. Meanwhile Kaoru is to begin playing her resistance song, put up layered barriers, and everyone is to run towards Mt. Hakone, (with the assumption that is the direction reinforcements are going to come from)
When support team is away, one teleporter is always on alert next to the clairvoyants, prepared to immediately teleport them (in case the eyeball shows up).

If during this the clairvoyant team is attacked in Gotenba by teleporting demons (not the eyeball) while the support team is away (in Mt. Hakone probably), then the clairvoyant team is to teleport escape to Mishima. Identify if the interdiction field is up around Serena/support team, if not, teleport pickup, consolidate, and then together attack the teleporting demons and destroy them.
Serena dies when on her own with just her friends. Mission failure. Reassess next month.

Serena dies when with support team. Judgement call, is it just one demon? Try to kill it. Otherwise, run. Mission failure, assess next month.

Vet support team is divided into three 6 girl groups (2 barriers each), if retreat is going on try to stick together in your subgroup while running.

Demons decide they don't like us messing with them, plan massive invasion of area 15/16/Kasimono. Emergency call up of all Serenes (except Seto), drop all other activities, consolidate and wipe them out while under Serena's transformed aura.

Diplomacy (0.5 vets)

Daily Progress Updates (0 vets):

Nagoya Teams - Inform them of our progress through out the month. Give them the locations we feel are likely to provide the best screening for demons heading west if they flee from your actions (though they may of course adjust as they see fit). Let them know that your progress is likely to be slow and steady, so they might not see any action for the first few days, but we'd appreciate if they let us know about any unusual behavior in the areas that are outside of our scan range.

Tokyo Contacts - Maintain contact with the elites, and inform them of our progress through the month. We will let them know the location where we are planning an attack the next day and invite them to participate.

Gossipmonger (0.5 vets): Keep the other groups we've been in contact periodically updated on the results of Tokyo clean up, and keep an ear out for what they are thinking: Coalition, 13, 14, 15/16, Kofu, Niigata, Sendai
-- Try and mend fences with Sendai

Morale (1.0 vets, $2,000)

Welcome home dinners (1 vets, $2,000): Every day that the Tokyo teams go out, have special "Welcome Home" dinners (comfort food) prepared when they get back, with the camaraderie of everyone else supporting them in a difficult endeavor.

Training (1 vets, 2 greens)

General training - With the new recruits, you need some time to get them all up to speed on your procedures and tactics.
Cost: 1 vet, 2 greens. 3 months.
Month 3

Backlog (as meguca become freed from Tokyo action, apply them to this backlog of action in the following order, if there are insufficient girls to complete an action move on to the next items on the list):

Diplomacy: Building a Tokyo Network (6 vets, up to $9000): As we begin to clear Tokyo, contact the girls in the cleared areas, especially the clairvoyants, so the Tokyo girls can call in a Serene strike on any Class 3s that wander into the cleared territory. Money is available to purchase two month cell phones for girls who agree to help (should be enough to cover 100 girls who don't have their own cellphones), with priority given to clairvoyants. Give each girl contacted a copy of the Serene History booklet so they know who we are. Secondary goals include: keeping up positive contact between Tokyo girls and the Serene, and keeping Tokyo girls appraised of which areas are clear for solo hunting so they can build up grief cube stocks and begin to raise DS out of below negative-10 territory.

Mountain Hiking & Picnic (2.0 vet, $750): Pack up snacks and a good picnic lunch, and do some mountain hiking in the nomadic area, with a picnic at the top. Have Mami accompany Serena, while Seto goes with the main group. Keep the groups separate since we still want to minimize aura exposure this month. It'll be snowy, so be sure to pack a lot of hot chocolate.

Additional Hunting:
Add girls to the hunting plan up to the maximum hunting plan. (Up to 5.5 vets).
Once we overflow this amount move on down the list to other backlog actions. If there is insufficient meguca for an action below, move on until you reach an action you can do.

Safe Passage Agreement (Kofu): Normally traveling beyond your territory as a magical girl is very risky as it can result in an unexpected battle due to others defending their territory. You'll make an agreement with another group to allow your girls to travel through safely so long as they don't do any hunting, while their girls will be free to do the same in your territory.
Cost: 2 Meguca; Reward: Generally reduces tensions, Improves odds of further actions

Tandem Casting, Fusion: Allows dissimilar abilities to be combined to produce more exotic results.
Cost: 3 Veteran, 3 grief cubes; Chance of Success: 5% +5% per month researched
Month 3

Pet Whisperer (0.5 Nagisa): Spend the month volunteering at animal shelters and public pet training events in the park or public services, to gain practice, and build up reputation and recognition.

Open Formal Relations (Magical Republic of Japan): Set places for safe contact, methods (phone numbers, email) for setting up a meeting, etc; note that this is only valid for other groups, when against a single person it's effectively attempt to recruit.
Cost: 0.5 Meguca (since we already have their contact info); Reward: Price reduction on further options (-1)

Open Formal Relations (Heaven's Chosen): Set places for safe contact, methods (phone numbers, email) for setting up a meeting, etc; note that this is only valid for other groups, when against a single person it's effectively attempt to recruit.
Cost: 0.5 Meguca (since we already have their contact info); Reward: Price reduction on further options (-1)

Open Formal Relations (Osaka Junta): Set places for safe contact, methods (phone numbers, email) for setting up a meeting, etc; note that this is only valid for other groups, when against a single person it's effectively attempt to recruit.
Cost: 0.5 Meguca (since we already have their contact info); Reward: Price reduction on further options (-1)

Meguca Months Used:
- Elites: 5/5
- Restricted Elites: 5/5
- Vets: 56/56
- Greens: 8/8

Grief cubes:
Gains: 66.1 (starting) + 54.6 (net harvest, version 1) + 3 (trade purchases) + ?? (class 3 kills+bounties) >= 123.7
Costs: 74 (upkeep) + 3 (research) + 0.2 (teleport charms) + ??? (Tokyo) >= 77.2
Final (before spirals): 45.5 + ???
+29.9 cubes from version 2 of hunting. Final: 75.4 + ???

Money:
Income: $114,420 (bank) + $37,500 (income) = $151,920
Expenses: $30,920 (upkeep) + $7,500 (buying cubes) + $21,800 (purchases) + $2,000 (morale) = $62,220
Reserve:
Final: $89,700

I prefer the backlog approach. This allows us to possibly accomplish some important diplomacy actions if we can release girls early.

I only get a two spare kevlar sets, and we don't need to buy any leather, and it doesn't risk anything for us to buy it later so why not wait till we need it?

I prefer that those on Tokyo duty focus all their energy on Tokyo until that is resolved. Then once they are released fro Tokyo duty they can go work on the backlog of items.

I think that's a simpler way of approaching things, and it doesn't make assumptions about how we can limit the number of girl hours on Tokyo.

Since Tokyo is the priority I'd prefer that we don't hold anything back until we know it's on the way to being cleared.

If we kill the eyeball in the third week, then we will get most of the additional hunting. If we kill it in the second week we will get all the hunting, the Join the Imperium action, and one of the 0.5 actions. If we kill it the first week we get Join the Imperium, Research, and Safe Passage. That's with releasing 18 girls. Numbers might be slightly different it we release different numbers of girls.

I figure we might have a lot of diplomatic juice right away if we have success killing the eyeball, so let's apply it.

@inverted_helix: Will nested tandem stealth effects affect detectability? (since you mention multiple stealth fields for Nagoya)
This is a bit of a linguistic mistake/odd choice on my part. I meant more along the lines that they don't rely on one person to keep it up for their whole time there, not that they're just stacking multiples on top of each other.

If one gets penetrated and there's a second layer underneath it's not actually as useful as you hope. Because they then know that there's something there. They may not be able to tell what is there, but they can tell that there must be something.

Ah. So Nagoya has all the data that we tried and failed to gather last month through Taya. Um, can we get it from them?
Not really. I mean you guys were looking for information like where demons will be at precise times, and they don't keep static enough schedules for you to really get information like that.

Nagoya just has some general guidelines on how they cut risks down to manageable levels. The thing is to them the idea of every once in a while the command center may be attacked and have to fight them off and/or retreat is acceptable. (I mean even if they have to abandon the boat the demon isn't going to wreck it so they can go get it back later.) You guys have come up with basically the same ideas and realized that the command center may sometimes be attacked, but don't want to accept that like Nagoya did.

@inverted_helix We have a ton of mini omakes right now. Would it be possible for us to convert the lot of them into a Guardian Angel or two?
Heh, those are ones that I deemed for various reason not really good enough. I've been stacking up omakes needing bonuses too much so I had to put a filter on you know, even if in the past they might have qualified.

I'll think about it, though I don't want to remove too much of the danger. The original one I gave a Guardian Angel was probably the most intense omake this thread has ever gotten (at least imo), which is why I gave it such an outrageous reward.

I got the leather because it fit the needs of hunting plan version 1.5 (static DS). It's a low-priority item, and will likely be removed by the end.

Did a little rearranging. Updated cube usage and charm distribution to match yours (aside from the teleport charms, as I want to think about how they'd work).

I thought the Daily Progress Updates were implied to not need a meguca assignment? @inverted_helix?

Not sure about the meguca needed for the Welcome Home dinners. For half-time, at least, 30 people at 1 hour per day for 15 days per month works out to about 2 meguca months, vs the 1 you assigned (which will calculate out differently because you're using backlog). On the other hand, that's time they're going to be spending on dinner anyway, so it doesn't really eat normal meguca time.

As it is, I actually want to add a second morale action.

But they still surrender the initiative, which was the primary fear of using the mobile CC next to Serena.

No, that was mostly Haman at the time. The CC will obviously be attacked at least once, the aim is simply to ensure that it doesn't get swarmed or overwhelmed.
