Currently I'm thinking along the lines of these for your options.


Dossiers on Current Grade 4 Contracted
(Who might actually be willing and able to help with your situation)

Akemi Homura is an anomaly; the Incubators have no record of her contract. Her demonstrated abilities include a bow, angelic wings, a weak magical projectile attack, hammer-space, and what appears to be timestop. Due to the last it is speculated that Homura's wish was in some way related to time travel, and that the lack of records is because the wish has been retroactively erased. Her records prior to becoming a Contracted have been extensively investigated, but behavioral profiling based on that is so erroneous that the validity of the data is questionable.

Homura's preferred combat style centers around the use of mundane weaponry, which she keeps stored in her shield. Against demons she will often use her wings with gain a height advantage, but against Puella she often relies on timestop and explosives.

She was first detected in Japan but has been traveling the world since then. Currently she is in South Africa. Attempts to communicate with her by Incubators result in violent response without failure. She has not been known to aid other Contracted, though she is less apt to respond to them with violence.

A further anomaly is that she does not seem to be capable of existence failure via despair that Contracted are known to have. Her current emotional state from remote observation indicates a level of depression rarely seen in the general human population, much less amongst Contracted.
Hortence has the ability to generate mass of up to 1 kilogram at a time of any kind she can think of within a 100 meter radius. This mass can be solid, liquid, vapor, or plasma. It can be anything from gold to C4 to VX or anti-hydrogen. So long as she knows the chemical composition she can summon it for the same grief cost a normal magical girl summons her weapons. She can also summon mass on and inside of other things and people, although this, as well as the breath of things she can summon, is a result of hundreds of years of practice and refinement, not innate talent.

Hortence Petit is the oldest currently living magical girl. She was orphaned during the Revolution in 1791. She was the daughter of a noble before, and has never adapted her personality for the changing circumstances.

She generally is content living in Paris and periodically checking on the territory her family once governed. Contracted in that region learn quickly to just let her pass as she pleases.

It is generally fairly simple to manipulate her into putting down high class demons which appear near her or in the lands that she still considers her homelands. Negotiations to get her to extend her reach are rarely successful however.
Serena generates an aura of pure Hope in a radius of approximately one kilometer. Inside this area humans feel as if they can achieve anything, as if anything is possible, and everything will turn out for the best. It is by all appearances impossible to generate negative emotions inside her radius. Her very presence strongly degrades the strength of demons in her area, and magic use is significantly cheaper.

Unfortunately her aura is incredibly addictive. In a matter of days of exposure the effects are pronounced enough that Contracted leaving her radius will cease to exist in a matter of minutes. Humans are somewhat less affected but many will commit suicide or indulge in narcotics in an effort to reclaim some fraction of their previous experience.

She currently roams Baja California with a group of Contracted irreversibly affected by her aura, attempting to keep moving in an effort to prevent negative effects on anyone else.
This African girl holds extensive power over light. She uses this power to create devastating directed energy attacks. While she prefers to fight in the day when she is stronger, modern humanity's proliferation of artificial lighting ensures she is far from helpless even on a moonless night.

She was born into a land baked dry by the sun and seems to genuinely want to help people. She is considered the most stable and tractable Grade 4 contracted Largely follows Incubator directives on where to go to help people most effectively, she holds no standing territory and her needs are directly supplied by Incubators.

She is completely overwhelmed with putting out high class demon fires cropping up around the world. She is presently stationed in Beijing as it is deemed of critical importance to global stability to maintain that area's stability. This is not helped by the groups in that area continuing to fight each other and produce more high class demons.

It is unfortunate that she is unwilling to harm other Contracted unless they directly threaten her.


Still debating on some of the ones people have suggested. There are many good ones but I was considering various factors. The Icelandic one was too similar to the bit I had planned with Homura, but that made me think of Homura's aura in TTS and from that I got to Serena. Citra I didn't feel was very good and it took me a long time to pin down why, but then it occurred to me that the Incubators probably just wouldn't Contract a girl that was loyal and subservient to a husband or family: way too many problems for them actually carrying out their duties. Kesi is because I was getting too many mental powers so wanted one that was very direct, and plus the Incubators likely would have at least one pet Legendary they cultivate to put out fires that get too bad, things have just never been quite as bad as they are now.

I'll likely come up with one to have on the Eastern US holding down the other world capital.

Regarding Citra, I envisioned that the wife thing was an artifact of her managing to survive for a relatively lengthy time, being of legendary strength. But I'm just glad Hortence made it in. Also, if you like the power but not the personality, feel free to transplant the power onto whoever else.

Serena's mind thing is ick. Poor her. I'm not really willing to expose Mami to that.

Kesi seems like she has her plate full already, although that the Incubators are willing to let us contact her means they don't think her stomping on Tokyo would destabilize Bejing too much. Worth a shot, and it sounds like she could really use some positive interaction with some magical girls who aren't small minded territorial idiots.

Hortence seems an unlikely bet, but as the one who came up with her I want to try.

Homura has the advantage of no lanuage barrier, and the "human touch" is basically the only way Incubators have to contact her at all. Still, I kinda want to avoid her just to prove Helix wrong.

More seriously, we have a translator, so the language barrier shouldn't be too much of a problem. Kesi is probably our best bet, if we can show her a feasible plan to stop Tokyo from collapsing again the moment she leaves, it sounds she'd be happy to help.
 
The maybe not so obvious point with Kesi is essentially that the incubators are shuffling her around the planet trying to put out fires everywhere. So Beijing being her current location is very transient. Though she does have to go back there with irritating frequency. The problem with dealing with her is more that you're dealing with the incubators for some of her time than an issue with her like the other legendaries.

Plus the chance of permanently keeping her is basically zero.

In this case I'm not sure we can avoid her. I mean, just looking at the dossiers given she's the best choice: no power side-effects, no prior commitment, and the advantage of no language barrier plus the fact that she's a Japanese native. She's the obvious first choice of the ones given, followed by Hortence.

So I'll propose a legendary for the Eastern US (ie New York)

Mary Hopkins is the 2nd oldest living Magical Girl, born in Massachusetts in 1847 to a pair of stridently abolitionist parents. At the age of 13, Mary made a wish to end slavery in the United States. This wish resulted in the split vote that allowed Abraham Lincoln to be elected President with 40% of the vote, and thus triggered the American Civil War.

Her powers allow her break any and all barriers, chains, mind control, and other similar effects, targeted at either her or those under her immediate protection (visual range). Combat wise, it's only her experience that raises her above an Elite, and her long term survival was probably only because the Incubators saw in her powers an efficient solution to a constant reoccurring problem with magical girls who had mind control powers abusing them in ways that severely damaged the masquerade. Traditionally she has been deployed by the Incubators to put down any mind control girls that become a threat to the efficiency of the anti-entropy project. Mary's staunch opposition to any form of slavery has always made her amenable to these requests.

Her powers also completely negates the emotional draining effects of class 3 demons, and thus when deployed as part of a team, she greatly improves the efficiency and effectiveness of veterans in killing class 3 demons. Due to the current crisis of class 3 demon generation in large cities, Incubators have prioritized killing class 3 demons over controlling magical girls, and Mary has been moving up and down the American East Coast, selling her services to the various magical girl organizations to deal with class 3 demons as they spawn. Though less efficient than other legendary girls at class 3 demon control, this has been sufficient to keep things under control there.

Shocked at the horror of the war resulting from her wish, combined with the strong traditional religious background of her parents, Mary has become rather fatalistic about life. Attributing suffering to the sins of man, and the just punishment of God. "It is our fate to suffer," she often says, "and wrong for us to complain about it. God suffered more than us, for us, so what right do we have to complain to Him?" She is viewed as irritating, old fashioned, and austere by other magical girls.

Fortunately, her shock at the unexpected effect of her wish has made her cautious, and she usually takes time to consider her actions before doing something rash. Though distressingly she will still occasionally do something rash anyway.

Unfortunately her strong insistence on the need for everyone to be free has caused her to avoid ever seeking a leadership position, and to be suspicious of any organization. She knows that most magical girl organizations are held together by force and threats of violence, and so she does not view the recent development of large magical girl organizations with favor. It is only with the greatest effort that she has been persuaded not to dismantle those she deems particularly "oppressive," despite these organizations being the most effective at preventing overhunting. Meanwhile she refuses to take forcible action against those groups that do overhunt, insisting that the girls must be free to make their own decisions and suffer the consequences for it. The illogical nature of humans can be quite frustrating.

Mary also has a strong instinctive dislike of any and all telepaths or similar mind effecting magics, as she has had a long history of conflict with them. If she was aware of Serena she might very well leave her current assignment to try and kill her, despite Serena's relatively immaterial effect on efficiency.

I figure that if Kesi was the Incubators pet for controlling class 3 demons, then they would also have a pet that specialized in handling the most troublesome of magical girls. Mary however, is a lot more independent minded, and the Incubators have to manipulate her a lot more by controlling what information they share with her.

I really like this one. I'm not sure it fits too well, but it's really good.

Bah, it's only 20 times our current population.

So it looks like our three viable plans are:
  1. Help Nagoya slowly chip away at the problem by supplying tandem-cast spell anchors
  2. Try and convince Homura to mope around in Tokyo instead of South Africa
  3. Stabalise Tokyo politically, followed by getting Kesi's assistance
Hortence isn't recruitable and Serena would be as dangerous to Tokyo as the current demon problem.

The first plan still seems like the most practical, Nagoya is having some effect, which should be enough to convince the Incubators not to wipe out the city, and letting them throw themselves at the meat-grinder will prevent them from trying to attack us. Of course, we can combine these, have the main group support Nagoya's efforts with equipment, send someone (Kyouclone?) to South Africa to look for Homura and try to get into contact with the various groups inside of Tokyo. I think someone suggested using Ayase as a messenger that wouldn't run into territory issues, we should look into that.
 
Doing a little digging on Tokyo.

helix is using 34.5 million as the overall Tokyo population total. Meguca Micro Empire Quest (PMMM) | Page 162

Secondary reference: Nagoya has a population of 8 million, and has around 400 magical girls. Meguca Micro Empire Quest (PMMM) | Page 148

That means we're using a 20,000:1 population/MG ratio. (I couldn't remember if it was 20k or 25k.)

That means the total territory size in Tokyo is 1725.

During the initial class 3 spawning, there were 107 elites and 1693 total meguca. (~6% elite rate) If the elites had been excluded from that meguca total, the actual total would be 1800 meguca.

With an overall morale of 2, and max of 2 cubes used against grief spirals, 1693 meguca would need 160 cubes per month for spirals.

Total cube requirements for the city: 1853. Total territory size: 1725, 128 less than necessary to sustain that population.

First tier rotating tactics (0.67 multiplier) could be used to generate an average of ~1925 cubes per month.

So, Tokyo was unsustainable with basic hunting, but could have been sustainable with basic RT tech. Of course, we're long past the point where that could have helped.

As of turn 25, there were 45 elites and 1200 total contracted.

As of the rumors of turn 30, several elites were lost.

It's quite possible that all Tokyo elites will be dead by turn 36 (and possibly sooner).

If we do manage to clean up Tokyo, remember to inform Kyuubey that the total contracted in the Tokyo area should not be allowed to go above 1500. In general, nominal max sustainable population is 7/8 of the territory's urban capacity. Rural is probably about 3/4. Contracting above that level is greed that will only lead to a significant net loss of energy, both locally, and in hindering efforts to fix the fires in other cities.

And it's not like they won't get those extra cubes anyway, as the local girls will still be trying to harvest the baseline cube amount for other purposes.

... Actually, we should tell him this right now. Even if they get help from the legendaries to clear out high population areas, if the Incubators keep contracting in the same way, the same problem keeps cropping up (as seen by the fact that Kesi keeps having to go back to Beijing).

That's speaking of strategic level movement. On the tactical level they're just as fast.

The difference is because they can't leave their miasma. And they can't move their miasma zone as fast as a meguca can run away. If you're entering the miasma to fight them, it pretty much removes the difference in speed.
Hmmm. That's not as much of a benefit as I was hoping for. Still, it gives us options for tactical withdrawals and baiting demons into a remote area before dealing with them to prevent reinforcements and so forth. Is it possible for a sniper to attack a demon from outside the miasma?

The base power of "Not being able to despair" might be the same, but in terms of personality and application of that power, the icelandic meguca (Monica) is completely different. The difference might be that Homura uses her magic sparingly and regularly uses cubes to cleanse her gem (in order to prevent a miasma buildup), while Monica uses magic freely and resigns herself to letting the miasma build up.

The two of them feel very different to me, but results of these differences can have quite similar results:
In order to kill demons, Homura approaches them under timestop, while Monica walks up to them disguised by her miasma. In either case, the demons don't notice them until it's too late.
In order to attack, Homura uses timestop and mundane weapons, while Monica simply uses buttloads of standard magic that she has trained herself to be proficient in. Different approaches, but both of them win at combat (when they choose to fight).
Homura is highly mobile due to her wings (and timestop), Monica is highly mobile due to teleportation.
Homura is capable of timestop stealth, Monica is capable of standard stealth.
Homura is anti-social by choice, Monica is forced to be alone due to her miasma.
Homura is depressed because of Madoka, Monica is depressed because of loneliness.
Homura has given up on trying to protect people, while Monica still guards her territory against demons and all of Iceland against Class 3s. Neither of them would be inclined to come to Tokyo.

But there are a number of notable differences:
Homura is a pessimist, Monica is a (cynical) idealist.
Homura hates Kyuubey, but Monica depends on him as her only regular contact.
Homura can go where she wants, but Monica has to avoid populated areas and is generally greeted with intense hostility by other meguca.

Mary also has a strong instinctive dislike of any and all telepaths or similar mind effecting magics, as she has had a long history of conflict with them. If she was aware of Serena she might very well leave her current assignment to try and kill her, despite Serena's relatively immaterial effect on efficiency.
Wouldn't Mary dislike the application of mind effecting magics rather than the simple existence of the ability? Serena's ability is uncontrollable and she travels around specifically to avoid affecting people, so wouldn't that be fine?
 
Also, how many of these girls are we allowed to contact? I would ideally prefer to contact Homura, Hortence, and Mary Hopkins if she gets approval. But if we can only do one I'd prefer Homura.
 
Taura spiraled when anti-telepathy training turned out to be harder than anticipated. If Mary is willing to let any telepath be, it's Taura. We're also not oppressive, so we aren't in too much danger of getting dismantled.

I think that a significant proportion of the girls from my quest could count as legendaries due to the increased power level of the setting, should you wish to refluff them. I could also use some of the powersets that would have resulted from the other suggested wishes from the main character.

For example, one character that's been mentioned in my quest is a girl that wished to be able to get whatever she wanted. She has the ability to summon whatever she wants from any distance, even if she doesn't know where it is. This would include money, food, weapons, lost art, other girls' soul gems etc. She'd even be able to rip grief cubes out of demons with her summons.

And one of the possible powersets the protagonist could have had is to change herself. This would include her shape, size, material composition, skill set and grief levels.

The incubators are an alien race who have detection and logistical capabilities far superior to our own, so do you think they don't already know this? You are (perhaps) not taking into account the energy that incubators get from wishes. When they recruit a higher population of girls than the territory can support, then the girls will die at a higher rate, either from hunting or from spiraling or from killing one another, thus leading to a higher rate of new contractees (and note that each new contractee starts with a shiny new gem which reduces the cube cost slightly). Presumably, there's a balance somewhere between the rate of new contracts and the generation of Class 3 demons (who kill off excess girls when present at low numbers, but impact hunting at high numbers); the incubators simply haven't quite figured out quite what that balance is yet.

Recently contracted as of two months ago, He Shu is one of a huge number of Hong Kong contracted since the city destabilized. Prior to being contracted it was determined that she had a significant amount of karmic potential, so Shu was highly sought after, but difficult to convince. Negotiations to initiate the contract continued for approximately two years until the situation in Hong Kong deteriorated, at which point she contracted.

Curiously, all records among the Incubators of the content of her wish, and all conversations with her after the fact appear to be forgotten moments after she passes outside of a distance that cannot be determined due to the nature of her power interfering with any form of observation placed upon her. The final record of He Shu that is not affected by her power is as follows:

Then we will accept your wish, He Shu. You have strong karmic potential, and almost any wish you make will likely be granted. He Shu sighs deeply, and analysis of mahou shojou indicated she would be unlikely to survive the year before existence failure. "Okay, then. I wish-"

Messages passed outside of the range of her power indicate she has no memory of life prior to contracting, and direct observation, recorded through redundant physical mediums, show that electronic and quantum recording(and even data-streaming from her location) is also useless. Incubator units that make contact with her are forgotten by the collective until such time that they are no longer in Shu's area of effect. An extremely primitive mechanical recorder has become common use when speaking with Shu, so as to maintain second-hand records of data pertaining to her. Her power may have active applications as a perceptive filter, as well, given how many unaccounted for discrepancies exist in demon counting records for the area, given the near-blanket observation of the area.

They can't possibly be getting much anti-entropy from wishes, or else the SOP for all but territory-20% of girls would be to get a girl to wish, then kill her immediately afterwards. No, clearly the problem is that they're relying on past experience and data in making their analyses, which is a problem because the vast majority of their data comes from before the retcon and is thus invalid.

Their current overcontracting rate has led to the loss of 500 magical girls in Tokyo (before counting how many replacements have been contracted), and the ongoing cleansing of Hong Kong. Grief cube generation depends on the human population, and Hong Kong is acting as an example of where the overhunting problem has led to a massive depopulation problem. That depopulation means a substantial decrease in sustainable magical girl levels and grief cube generation.

There is, frankly, no way they can be running a net positive, when it's clear they go out of their way to try to get legendaries to clear out class 3 demon problems (thus indicating the severity of that problem, to force the Incubators to interact with the legendaries).

Also remember that their history of magical girls was very different as of 3 years ago compared to today. Things changed for no explainable reason. It could very well be that 100% contracting rates worked "fine" pre-Madoka, and thus they follow a few thousand years of data instead of a few years of anomalies.

Basically, we don't know why they contract the way they do, but we can calculate a reasonable threshold that would prevent class 3 overhunting problems from showing up, while at the same time knowing that almost any moderate percentage of magical girls is going to hunt the territory's capacity anyway, so there is no practical cube loss.

At worst, they tell us they know better and keep doing what they do. At best, this allows a more stable worldwide magical girl environment — even if we still have to clear out the class 3 demons.
 
Added some things to my plan.

1) Apologize to the coalition for the poor offering in the Business is Business. As noted, the $1200 pay offer is really kinda chintzy, particularly for a group that can likely find reasonable jobs on their own.

2) Make a simple Open Relations action with Kofu, rather than trying to scout it. (Haman suggested this change in one of his posts.) Put 2 vets on it, though, because of the distance traveled and risks involved. There's a major highway corridor between us and them, and we have no idea who or what might cross that area. One of the vets is a teleporter.

3) Added a note to Kyuubey about the max sustainable contract rate. Given the 98% Tokyo contract rate, and the fact that Kesi keeps having to go back to Beijing, they don't seem to understand that they don't need that many contracted in order to use up the cube potential of an area.

4) Ask to be allowed to send an observer on Nagoya's next Tokyo expedition. Since we don't know when that will be, not assigning anyone to this yet.

5) Added Speed research project (4 vets) to use up the remaining meguca. If you want to propose another use for them, start making suggestions.


6) Idea for the charms:

Design a standard charm structure for fixed orientation. I'm imagining a round disc with notches for the fingers to rest in, such that it must always fit in your hand a single way. Hollow it out with a square insert, where the charm anchor goes; being square, that can't move or re-orient. Provide a rip-tie that can crack the sealant to unlock the anchored spell.

Thus, always hold it gripped in the right hand, palm facing the ground, and a rip-tie out the left edge that can be pulled to activate it. All the charms are designed to slot into this standard grip mechanism, so it works the same for everyone, and all charms.

Would we need to assign someone to that to do the design and contruction? Would need to make a few hundred, to have multiples available for everyone.


7) We've hit the limit on thermal insulation, I think. Need to start thinking of other ways to contain magic. A most common method in mythology is crystals. We can look into a variety of gemstones to act as containment matrices for spells. In fact, a spell anchored in a gem may possibly be more stable.

We don't have any revealed research projects for that. All we have is one for secondary properties of what gets boosted when combining materials and magic. Might work with the above?
