What should I do regarding a change in system?

My thought would be more like this:

[] Inform dispatch of another sabotage event.
-[] Dispatch organizes all local Vets/Elites into a pack hunting party
-[] Puts in a call to the Mitakihara headquarters, which then organizes reinforcements to be dispatched to Iwata, including all Elites that can be gathered.
[] Kyouko does initial scouting under stealth to see if there is any trace of the saboteurs, and determine the strength of the demons
-[] 1st priority is safety, this is scouting only, do not engage
-[] 2nd priority is determining who the heck is doing this
-[] 3rd priority is determining the strength of the demons prior to engaging them in a pack
 
We happen to know (due to OOC knowledge) that our opponents rolled a critical success, but Kyouko does not know that. Kyouko is naturally cautious in order to have survived as long as she has, but she's also extremely talented and probably a bit overconfident because of it, so I don't know that we'll be allowed to act quite as paranoid in this situation as we would like to. Kyouko could probably infer the presence of a DS+20 demon (like last turn), which is sufficient danger to call in some backup, but I doubt that we'll be allowed to mobilize everyone (or perhaps one of our homes would be attacked if we did try to do so).
 
Are we voting on an action? Or are we still waiting for more updates?
It was unclear but you're voting on what Kyouko should do.
Does she have the ability to remotely dismiss and reform her clone in order to get quick support?
She can with a couple minutes effort. (And .05 grief cube cost)
does Kyouko have the option of waiting around for support before entering the miasma?
She's well aware of the danger of facing such strong ones solo and isn't likely to try to fight these demons without even herself to help her. Though she's still much more inclined to rely on herself than other people. (And isn't this interesting pronoun use:lol)
What support is available?
In Iwata there's a couple of vets on downtime at the house and a clairvoyant that's supposed to be supporting Kyouko. You could wait for backup from the main area, and you can expect around 4ish vets are currently actively hunting, and another couple on support duties. Technically you could mobilize more forces, though minus the dozen or so on active mundane employment right now, but it would take more justification than currently exists.

@Elder Haman's looks reasonable. A couple minor concerns:

How much care do we want to give to the possibility of this being a distraction? Namely, if we pull the 2 vets that are on downtime at the house (apartment? we don't have a personal house in this area), that leaves it vulnerable to a grief seed theft attempt.

How much do we want to consider time a priority, for finding the saboteurs? A couple minutes to reform Kyouclone is a lot of time for someone to get away.
 
Part of the problem is that it's unlikely that the saboteurs are still there, as basically it's leave a bunch of grief cubes piled together in a state so that they will go critical at some point in the future. I just don't want to send Kyouko in alone on this, a pair is much safer.

If they hit us for grief cubes... well I think that's an open declaration of war in the Meguca world. Maybe even an atrocity. Like stealling someone's food and medicine. Spread the word around and the other groups are not going to be at all upset about us crushing the violators as no one wants that to become standard practice.

As such the enemy better be very cautious about stealing cubes.
 
And I suppose one more potential concern: If the last attempt was a probe to see how we'd react, they might use this one to set up an ambush (which we should probably be wary of, given what happened to Seto last month).

Since this is a repeat of last month's action, we have to assume that they'll anticipate us acting similarly to how we did last month — a fast response by the elites in the area, given that it's a logical reaction.

Given that they're repeating their action, they must have some plan in mind to take advantage of our reaction.

Since we have a clairvoyant that's on active support for Kyouko, I'd say... get the clairvoyant to scan the area; don't call her in, just let her do her job. She will likely do better than Kyouko in scouting, anyway. That gives time for Kyouko to call in Kyouclone (who we'll want to have on hand, since we can't call her in during the middle of a fight).

The other two vets on standby... Vets in Pack mode can safely handle a DS+10 target. Pulling them in against a DS+20 will be risky, though the chance of death is still quite low (only about 3%, and only two vets).

If we pull them to the demon target immediately, that will be following an expected response pattern. The saboteurs could easily intercept the group in their own ambush, or take advantage of leaving the apartments unguarded.

Maybe have them scout the area immediately around the apartments first, before doing a wide arc to meet up with Kyouko?

Trying to keep the commands restrained to what Kyouko herself would do. For example, we don't have to micro dispatch; it's their job to let people know stuff, so just let them do the expected. As the information spreads, people will naturally be on standby (such as the current active hunters in the north area).

Didn't go any further with Kyouko since it'll take a couple minutes to summon the clone, which gives time for information to start going out and scouting to start happening.

Basically, make it another short update, as we don't know if we'll find anything right off the bat that might cause us to change action. For example, we don't know where Mami is right now (but should find out after the dispatch notification); if she's in the middle of a diplomatic meeting, that has implications on the timing of this action, and may change what we want to do.

Yes (I have a tendency in my word choice to refer to anywhere a person lives as their house, even if it's an apartment, I try to reign it in here but slip sometimes).

It is a declaration of war, but it's not an atrocity, it's a common war time tactic in this world, similar to hitting someone's ammunition depots in real wars. War can be brutal.

They'd be a pair on their own, but once they joined up with Kyouko and Kyouclone (as would be the case before they even considered entering the miasma), it'd be a pack. Was mainly just looking at the upper limits of the DS they could safely handle.

I too can't really think of anything worth changing/adding, beyond questioning if the dismiss/resummon is a valid option.

There is the possibility that they might need backup up north (eg: Nomad area). Pulling Kyouclone out means that there are no elites within moderate range to move in as backups for Taya/Seto/Mariko if things go bad. Of course, they'd have to go bad at exactly the same time as the demon bomb (conceivably possible if the two groups are working together, but otherwise fantastically unlikely). This is potentially possible from OOC knowledge, but pretty close to 0 based on IC knowledge.

There's also the possibility of a double-ambush, where the group that's doing this draws in the elites to the south, then drops another one in the north. That seems quite improbable, though, as all the hunters would be on alert already, running a holding pattern in case they need to head down south, so would temporarily not be actively hunting demons while they wait for more info over the wire, and be treating everything with caution anyway. Basically, I can't imagine it being a useful strategy.

From Kyouko's perspective, I just can't see her considering either of those as remotely likely, or worth being over-paranoid about.

You suppose you better call this in and get some support, whoever did this likely has something more in mind than last time... or they're idiots for repeating the same thing, you wouldn't be surprised by that either really.

It is a bit nice of them to put it on the northern edge of your territory here though where the woods mingle with the city. Less chance of Mami getting huffy about civilian casualties.

Ayako is your current clairvoyant and dispatcher so you call her, she picks up the phone on the first ring and you cut in abruptly: "Get Mariko and Sora off their asses and out the door, I need help dealing with another present from our admirers, but tell them to check around there first to see if anyone's skulking around the apartment. And you can sweep around my location see if you can find anyone suspicious."

"Hello to you too," comes her somewhat sarcastic reply to your orders, but you were never one for pleasantries anyways.

You're mostly ignoring her as you focus on your other self. It abruptly vanishes from the north end; you'll have to make sure to pick up its armor from there later. You're kind of zoned out focusing on rebuilding the spell near you.

"Move!" your body is already in motion before you even think. The ground near where you stood puffs a cloud of dirt and you hear a whistle as leaves and twigs drop to the ground, but you don't see your opponent as you dash behind a convenient tree. You keep moving as a hole appears in the tree in the next moment and splinters of wood blast out of it. You realize you dropped your phone behind the first tree but can't really spare it much thought.

The deceptively small puffs and much more disturbing impacts with objects trace a path behind you as you run, jump, and roll with the trees practically raining pieces.

Unsure how well I've laid this out, but I'm hopeful it comes off right. I tried to point it out, but summoning takes minutes of effort (and concentration), which is to say, not doing other things. You're a bit lucky Ayako rolled high and warned you in time, otherwise Kyouko would have probably been at least partially disabled right there.

I probably could be more descriptive of scenery to fluff out length. No one really asked though where you are, and her actions as given aren't really compliant with taking in the scenery.

So, to summarize, we have an invisible sniper, and Kyoko has no ranged or detection capabilities.

This sounds like it calls for a tactical withdrawal.
 
Kyouko can't spot the sniper, but maybe Ayako can? Possibly the phone is important enough to go back for.

Also: this is far beyond anything that could possibly be considered a "prank" or even "sabotage". We're at war now.
