I'd heard the 'loosing mutations' thing was up to the GM, with the exception of the immortality mutation.
It burns health levels without a hardcore res test. It's basically just boosting his rate.

He's an Exalt in a world that hasn't had any for several ages, you really shouldn't be trying to balance him.
I should point out that he can probably replicate time manipulation using Charms, so at best, you've just slowed it down.
First, he'd have to stumble upon either scrolls or a tutor with information/knowledge of the styles in question.
I don't know about the second, but the first he can get once he walks to Malfeas.
It just went down a while ago and never came back. You may want to try a rolz.org dice room.
