Keep in mind that Jacob still loves his city.

The Ebon Emperor has scewed his morality quite a bit, but he still wants his home, family and friends to be safe and happy. So he will likely not enjoy letting chaotic dark monsters rampage through the city when he can stop them. And that is exactly what Akuma do.

They are a bigger risk to the Masquerade the supernatural factions are maintaining than the Magic girl enemies and I have a feeling that if anything goes public things start escalating a hell of a lot faster.

you do realize it doesn't matter right? we are confined to a single city due to our LACK of forces, the Earl has THE WORLD to recruit from. All destroying Akuma right now does is attract attention for meager energy gains and self satisfaction. We should really focus on expanding and upgrading our forces.

Is that an assumption I see? Last I checked we didn't have any concrete info pointing to this Earl maintaining a global network.

If they grow on killing, then a single rampage would end in things that would need us personally tp attack? And they already seem good at killing large numbers of people.

you do realize it takes a lot of kills for a single level 1 to become a level 2 then a hell of a lot more to level 3?
if they actually did try to level up quick then the other factions WOULD notice and respond instead of just the exorcists.
unless of course they got plot armor which is keeping them hidden and safe in which case we doomed.

Depends on how many people they kill. It does take a 'substantial' amount of death to cause them to transform, but each form does increase their threat level by a new factor (abilities, strengths, etc)... I'd post an article on them, but it contains D.Grey-Man spoilers and such.

Considering L1s have been discovered, though...

... I won't say it's absolutely more important than the other ventures that Ebon could be doing, but it would be a good idea to deal with the problem sooner rather than later, in my opinion.

If people think the demons are this dangerous, I might as well go along with it.
But... upgrading existing units is a bottomless hole, there will always be another upgrade to make. Just getting all the unit-types should come first, so we can make an informed decision on what to empower.

This seems the absolute worst time to go for golems. Golems are all about being relatively easy to hide but also (relatively) weak. We need an actual heavy hitter for our forces. And golems are pretty much the worst choice between the three for that. Knights are presumably Elite Mooks/Sergeants and Beasts are primarily killing machines. Getting something that can actually be a dedicated combatant worth a damn is a better bet than pursuing more golems.

We need better soldiers if we want to be more proactive in hunting down other forces in this city.

I'm not saying upgrading Golems isn't a smart idea sooner rather than later, but we need bonafide badasses (that are relatively mass producible) capable of holding their own sooner rather than later.
