Hang on, I thought we were meant to be a newborn baby? I can get some degree of being very advanced for our age, as we're a self insert, but it seems slightly ridiculous that we're capable of speech right now. I also presume that there is some way we'll be able to activate our magic circuits - perhaps with chakra?

A few months have passed since her birth - timeskip. As for activating the Circuits - no, we'd need something beyond ridiculous like True Magic. (Edit: which we can't get in the Narutoverse. Nor can Zelretch just come waltzing in. If he even has a reason to.)

So basically, having magic circuits here is...permanently worthless?

There might be someone else who has Circuits AND can activate them, and we might be able to instruct them on how to do so; Rin was simply unlucky, apparently; she won the genetic lottery (120 high quality Circuits), then had her ticket stolen (no ability to activate them).

After they are activated once, can we then turn our circuits on and off ourselves?
 
Technically there are true magic like things in this universe, just you know utterly pointless until extreme late game, for instance Certain characters have pulled souls from the afterlife, Which counts as third true magic.

Nope, we need ACTUAL True Magic. There is a reason for that.

Why even bother with giving them to her at that point?
Having high quality circuits but being unable to activate them isn't "A thing" according to any nasuverse stuff that I've ever heard of. It'd be better to just say there are none.

What's the point of running a character reincarnation quest where the first second choice is 'do you want to have that character's personality in the first place', and beyond that, what's the point of having a character reincarnated from a supernatural setting if you're going to randomize whether they get that power and weight it heavily towards 'no'?

This is just my perspective, but it seems like you're trying really hard to not do anything with the fundamental premise of the quest. Which isn't really uncommon with these sorts of character reincarnation stories, admittedly.

-making something from nothing-
-traveling to different worlds-
-(advance?) Soul manipulation-
-Time travel (not just manipulation)-
-And unknown-
Technically True magic is something that didn't really happen often in Nasuverse in the first place, because it is that bullshit, meanwhile things that would count as true magic happen often enough here that I think Rin is going to love it here.

Does all Ultra Hax Genjutsu now useless against us? Even Shisui's eye Jutsu?

I'm not sure about Shisui's Kotoamatsukami, but we are DEFINITELY immune to the Eternal Tsukuyomi.

If they can't be awoken without true magic, and true magic can't be acquired in this universe, what sort of horrible mutilation/desecration of their normal purpose (ignoring that the pre-magus purpose of them was to restore one's lifeforce by drinking ambient magic) will we be able to put them to use in?

Weren't Magic Circuits given to the world by Solomon's actions? They were always meant to be used for mage craft.
 
Discovered Magic Circuits (number = 120). Discovered that you do not possess the ability to switch them on, so they are useless.
Huh. I must confess, I thought you were just being coy about Magecraft because we didn't have IC confirmation, and so I was playing along to be polite.

...Why are we playing as Rin instead of just an OC?
 
Because there is a way to unlock them. We will just have to wait a while and make the correct choices to find it.
