Well There is Ascendance so Dragons can be Dragon Gods. Just like Human Gods, Animal Gods or Monstergirl Gods all are possible with Ascendance. However, they're not all powerful simply killing them would make their own existence linked to the death particle kill them to their very core. So that's not a concern either.
Well it's going to happen through chemical processes. Dragons, and the like won't start off strong, I suspect. After all there is no example of a human or a dragon. So the particles linked to them will likely be in an effort to simply be the building blocks for something else. As Time passes I suspect that people will figure out ways to distill them or a god might simply choose to create some of the requisite particle for their own entertainment when that happens. It's likely those specific lifeforms will come into existence.
