Well, if it's related to Pokemon Research then yes write-ins are allowed, but otherwise...I would prefer to stick with non-write ins for now.
Eh, fair enough, I suppose. Also, not to be rude:
[ ] Develop a New Potion
DC 50
"Potions" are a fast-acting healing spray that heals pokemon at a rapid pace. They are cheap and effective for what they are, though your scientists believe they can make a superior product of their own based on the original.
(Reward: Development of the Super Potion)
This may need some editing given last turn.

That...Just evens out to neutral defensively. Yeah, it'll have the offense, but...Hm. I'm not really into taking the challenge right now. Maybe rank up our Martial a bit more, but for now, i'm not sure we're ready.

I feel this can give us some insight either way. We can probably deal with the first few Black Belts, and this could give us clues on what happened exactly.

[X] Attend the Celadon Hotel Auction
This seems like a Storyline action, we should definetly do it.
In conjunction to that, let's also give Surge their Gym - and obtain the pokeball factory.
Outside of these 3 actions, I don't feel particulary interested in any other action.

Edit:
Born in the Wrong Generation: Encounter a character from beyond Gen 2

Could we solve this if we encounter Brendan/May and/or Norman? They are from Gen 3, but it is stated that they originate from Jotho.

Voting isn't open yet.

[ ] Develop a New Potion
DC 75
While the Super Potion is already a vast improvement over its predecessor, there is still room for improvement. Your scientists may have possibly reached the extent on what they can do through traditional medicinal practices, that just means its time to begin thinking outside of the box and resort to more unorthodox and untested methods to ensure Rocket remains at the top of the medical field.
(Reward: Development of the Hyper Potion)
Who wants to bet we're gonna get a DC 100 action for the Max Potion and DC 125 for the Full Restore?

[X] Plan: Electrifying Ventures
-[X](MARTIAL) Take the Dojo Challenge (Karen)
-[X](DIPLOMACY) Now Hiring (Neo-Kanto)
-[X](STEWARDSHIP) A Gym of His Own (Surge)
-[X](INTRIGUE) Slug Trail (Copycat)
-[X](LEARNING) Develop Teleporters (ARIANA)
-[X](Giovanni) Train Your Pokemon
-[X](Giovanni) Shadow Your Research Staff
-[X](Giovanni) Attend the Celadon Hotel Auction
-[X](Giovanni) Break Bread with One of Your Subordinates (Karen)
-[X](Ariana) Resume Your Personal Projects
-[X](Surge) Accept Challengers at the Ring
-[X](Copycat) Try to Teach Ditto to Mimic Humans
-[X](Karen) Have Rocket Study Murkrow

How does this look? Getting the Gym set up and looking at that slug trail seems very important to get done this turn. Doing the dojo challenge instead of the grunt training cause we need to learn about Sabrina as soon as possible. For Learning, setting the teleporters as soon as possible seems like a good move.

Thoughts or suggestions to make the plan better?

[X] Plan: To Unite All People
-[X] Rocket Actions
--[X] Take the Dojo Challenge (Lieutenant Surge)

Martial: Taking the Dojo Challenge so we can get info on Sabrina as quickly as possible with our strongest martial unit, we can Discipline The Grunts or buy a boat next turn, hopefully.
Diplomacy: Now Hiring, more Hero Units, less problems. Autopasses.
Stewardship: A Gym of His Own. Really stuck between this one and Pokeacademy. Settled on thr Gym since it took less time, but I really want to do it next turn!
Intrigue: Infiltrate the Kanto Pokemon Federation. New factions cannot be tolerated, they will all be subverted. Plus we might be able to double team Silph this way.
Learning: I know we did this last turn, but let's do it one last time. Once we firmly establish ourselves as the number one in medicine in the district we can move on to other stuff like Warp Pads.

Giovanni: Toughen up physically before moving on to Shadowing Our Research Staff. Trying again with Copycat. Plus we really have to do the one turn special option.
Ariana, Surge, and Copycat: Same options as last time, hope they go above 50 this time.
Karen: Dark type dark type dark type.

I'd prefer to buff up our own Martial a bit before trying the dojo challenge. Not to mention the need to boost our Learning.

Not this turn, but maybe next, does anyone want to try buying a secret base in Vermillion, strike on that iron? That or one in Viridian to shore up our influence in our home town.

Wouldn't a base in Fuchsia or Lavander be better? I mean, Viridian and Vermillion are going to get Rocket-Led Gyms, and we might want to keep an eye on Koga and the ghosts.

[X] Plan: Electrifying Ventures

Voting for this solely because it feels wrong not to have Surge try and make a Gym for Surge.

No particular preference for Martial actions, so I went with the Dojo Challenge. Karen's Martial is actually her best stat, so I want to put her on this to free up Surge. Now Hiring is an auto-pass. I want Surge to be the one to make his Gym, just because I feel like there's probably some synergy from having him be the one to do it. Infiltrating the KPF because I've made no secret I want to do it. I'm alright with trying to develop the Hyper Potion.

I don't think Giovanni's Personals are very divisive, and I'm down with letting Ariana keep pursuing her own research. I want Surge to Accept Challengers because I feel like it'd combo well with getting the Gym set up. Kinda ambivalent on what Copycat and Karen do, so I'm fine with what's already been proposed.

Sabrina, Koga, and...Blaine, maybe? Hm...
If it is indeed that, then we may be ⅓ done already. I mean, Sabrina is responsible for the Fighting Dojo, and I suspect that the "???" Reward for beating the Dojo is going to be Insight on her.
For Koha, we can put a Secret Base there, and hopefully it will unlock some action for Fuchsia as a whole, including looking into Koga.

That said.... we are locked out of Blaine (because Cinnabar is only reachable by noat) and , potentially, the RGB [Red Green Blue] unlockable (because Pallet Town is not accessible for us)

Edit: also "Expansion Pak: Witness the creation of a third, pokemon-based zone"
Does this mean that we can just create Hoenn? Or Almia/Orre? Because these 3 regions are from the Third PokeGen , and "Expansion Pack" , I believe, was a term used very early on when talking about the GBA/Gamecube.
If so, and if we create Orre, does that mean that Shadow Pokemon become an option for us? In that case... I would rather do Hoenn.
Don't get me wrong, having a Shadow Pokemon (or Shadow Mewtwo) would be an ENORMOUS BOOST for us.... but Shadow Pokemon don't tend to follow one group or person for too long. if we try to use them, we would be self-setting a time-bomb on ourself. and Shadow Mewtwo would be an Istant Game Over, i believe.
