A more comedic approach to the character is for the bets here, especially if you're going to have him keep most of his powers from the comics. At least they're nerfed from the God-Like level they were back then. Now he can at least be hurt and get tired.
Seriously, who was the genius that thought giving the character "Unlimited Stamina" in the comics was a good idea?
Regardless, this wonder Man will be powerful, no question about that, but not overwhelmingly so, and he will have to struggle to master his powers so you can at least work it into the movie. You're sure it will make for some hilarious takes!
As for the villain, you had to struggle a bit with Vaughn for the Living Laser though he gave way to your arguments in the end. It helped a lot that you decided not to go against his plans for the Scarecrow, and even gave some helpful suggestions there.
Ebenezer Laughton, known as the Scarecrow, had his comic origins as an abused child who became a contortionist in a Circus environment (is it just you, or do many Marvel villains just happen to come from the Circus?).
Vaughn however decided to do something a bit more modern: Now named Abraham Laughton (Calling him "Abe" for short) he would be a Stuntman for Simon, and seemingly his friend, who "encourages" (Tricks) him into stealing from Williams Innovations, where the accident happens that gives them both powers…well, three now with Arthur involved.
You suggested that Scarecrow's new powers should be:

As for the Living Laser, Arthur Parks himself, there was not much to tell. The big kicker had been his powers. He had gone in the comics from a scientist using his extensive knowledge of science to create devices that would grant him power, to outright becoming…well…a Living Laser! (Laser mimicry and Projection as it's known).
You and Vaughn agreed that he would gain powers at the same accident where Scarecrow and Simon would get theirs. From there it was mostly a matter of selecting his background.

With that taken care of it was time to focus on the last villain: Luchino Nefaria, CEO and Head Scientist of the Nefaria Conglomerate. Matthew had taken the most liberties with this character, though there was a small nod to the Comic origins when it's mentioned that his family used to be Counts, so there was that.
Vaughn originally wanted him to gain the same powers as Wonder Man and to have both of them have a final battle. However, now that Arthur Parks has that role, Luchino Nefaria is relegated to a more "Schemer" and plotter role; the Scientist behind it all, the CEO ready to take over Williams Innovations, and a mostly normal human that knows how to play people around him.
The best example of that would be Eric Williams, the relationship between both displaying hints of fatherly affection. Vaughn even told you how he plans to play it in the end.
