There's a political push within the AdMech to do so.

We also already have Vortex Torpedoes, so it's not like we don't have any space vortex weapons available. Titans on the other hand are in extremely limited supply, and we can't make more. Plus you'll note that our biggest losses against the Orks was not in space, but on the ground. We really shouldn't put off Titans any longer.
While there is a push from the admech it has not getting desperate yet. There is little they can do about it and we are not going to loose anything by putting it off for one turn. Also we will be able to produce vortex shells before they come. We won't even be done with titans schematics till after the Waagh.

Vortex shells can be used on ground forces. Which would be immensely helpful against everything the orks can throw against us. It is a weapon that can affect anything that is not a demon planet or a greater demon.

While the ground was were we took the most casualties ships take longer to recover from and cost more in both time and resources. We already recovered from the two front war army wise but our fleet will need decades more to completely recover.

Using Vortex Shells on the ground seems like a really bad idea. The Warp rifts created are a potential danger to friendly forces in space scale battles because the rifts move randomly. Opening large rifts like that in ground scale battles is just asking for a rift to move back towards the immobile city from which the shell was fired - there's a reason the option itself says it is a last resort.

I also don't think we are going to be able to build a big enough stockpile of shells to make a significant difference in the coming battle. Vortex weapons are expensive and complicated, and only four years won't see many produced.

@Durin
1 how many vortex shells can we produce?
2 Say enough for a single salvo or more?

@Enjou I have to disagree vortex shells would be a huge boost especially against the ork ships which are now heavily armed. The escorts last time where incredible effective against our own.

Vortex weapons on the ground are a last resort weapon and we will need them. Not might or maybe eventually we will be facing something that needs to be bombed and wiped out. We are in the end times.

As for them being a danger to our own forces unless we are shoooting danger close they will not be a problem. Ground forces are Lao not as valuable as ships. Ships cost more and take longer to recover from.

@Enjou
Plan looks good. A bit of feedback:
  1. Under the Arbites slot you've got Daemon Hunting: Summoning in one of the slots, when that's Diplo-exclusive and already taken. I'm assuming you want Final Blow twice.
  2. We have a third admech slot that opens up Year 3 equivalent when their city expansion finishes up. I'd suggest using it either to build one of the forces there or to work on Vortex Shells (which might actually finish in time for the Waaagh)
  3. For Telepathica, I'd like to check that the Grand Countering Xavier's doing will actually finish by the time the Waaagh shows up, rather than forcing us to pause it in its last year to have Xavier come to the fight. I do want the DD on it, but having it finish is important...
  4. If possible, I'd really like to use a Ridcully action between now and the Waaagh to check to make sure no one (such as, say, a Tzneetch domain...) is going to get clever and stab us while we're distracted.

@Enjou

is there a reason your not taking the ork techbane power? it would be a boost to our hero psykers for the coming war and could unlock a versions suitable for choirs for the next one.

@Enjou For the Nynye trade I'd suggest quartok tech and credits. Quartok tech would let us make our own stuff instead of needing to buy it and credits would let us buy stuff we couldn't with tech. We can always do a diplo action with the quatok later to give them something in return.

-Y3:Sound Out (what the Quartok want for trading their technology)
It's not their technology. It's our technology. As part of our initial agreement, they had to give us all their technology, which they did. We can do whatever we want with our own technology.

No idea who Callamus are but if they have a successful human empire might as well see how they are doing.
Here's an Embers omake that tells you about the planet from Deus Ex Mechanicus. (WARNING: SPOILERS.) It won't be the same in Embers as it is in DEM, but it's good for informing you about the planet if you don't feel like going through the whole quest.

Can't do a Greater Divination because we can only do two of those a turn.
Since when? I don't remember this ever being a rule, and if it was it probably doesn't exist anymore given Ridcully's increased skill since that rule's hypothetical implementation.

I misremembered, but it's three times per turn. It's specified in the option itself, and includes the free action (which we only get because of Ridcully's increased skill).

Has there been a statement by Durin about the effects of giving Quartok tech away in this kind of trade? I'm sure there'd be some blowback to giving xenos advanced tech of any kind, but I want to be sure this idea isn't being discussed without that.

@Enjou you're missing a mechanicus action since the forge hive action finished.

Ah, thanks. Durin forgot to include the number of actions we had for that section, so I had thought it was not available. Will add a Forge upgrade, since that's obviously what we'd want.

One of the things he said was that we should talk to the other Trust members first.

-Y5: Nynye Trade (All Journeyman Potions for Heroes, Primaris and Grandmasters, and Last Hunters (Base 3 * 5 Potions * 6 Personnel = 90 Credits. Death's Head Poison for Last Hunters (40 Credits). Master Potions of Health and Rest for our Heroes (20 Credits))
ALl portions can be bought in three qualities. As it is worded there the Health Portions and Rest Portions are bought twice. Once in medium and once in high quality.

Could we slip in the reactors before we tie Tranth up for a decade on the titan specs? Also it would be good to have them available for those designs.

In addition to what Andres said, we already know the answer: Cities. In return for spreading their tech the Quartok would be grateful if we either build them a second city or expand Malea.
Not really we have to do a option to find out what they want and to not make relations worse worse since it is there technology. Also it is not being a dick using someone else stuff.

And we should talk to the other Trust members first.

But we already have WOG on what the Quartok want out of the deal:
2) How about giving them Quartok tech?
2. possibly... actually that would probably work
you would still have to run it past the High Council however
3) How bad will be Quartok reaction if they'll not benefit from the deal enough, and what offer will satisfy them?
3. bad, an equal trade
4) What things other than tech Quartok will consider equal trade?
4. large amounts of resources or a new city
The Quartok want resources/city#2/hive. We just need to Sound Out the High Council before going through.
