You might also want to ask durin if we can expedite Force Weapons. I can't remember if he was asked that before, but it seems like something that could be Expedited. It might be marginally better to expedite that than Shipyards.
It'd burn through lots of out (nonexistent) RM reserves pretty quick, which.. is a fairly compelling argument against Expediting it.
Since we get a -5 to success chance after a successful Diplomatic relations I don't think we want to do two different attempts. I suppose you could be going for a double down through the use of two actions instead of our Rotbart based double down, however I'm pretty sure we cannot combine that with a normal double down.
I was thinking of stacking them for a grand total of +40 to the action. Very worthwhile, since it's pretty much autosuccess.

I'm putting down Y3 Double Down for Biologis. Increased chances of Critical Success is actually worthwhile.

I chose Enjou's plan because it doesn't compromise defences during this period of uncertainty.
The odds of the plot blowing up in Years 1 and 2 are very high, given that our enemies are psykers who have just lost two key assets that were extremely helpful in keeping psykers hidden and undetected, and we have Ridcully, Rotbart and Jane investigating for those 2 years.

My defence upgrades start in Year 3. I seriously doubt the plot would survive up until then, and the odds of Avernus being attacked from Y3 onwards is quite low, given that most of our enemies are distracted (Ork Domain 1, 2), falling apart (Garkill's domain) or reeling (Valinor), I feel that this is the perfect time to upgrade as many of our defences when we're unlikely to be attacked. (This is also why both plans have Neo-Astropathic Choirs, even though it ties Ridcully and Tamia up.)

Also, my plan has Railways finishing before Enjou's?

This opportunity isn't going to exist forever; eventually Valinor and Ork Domains are bound to regroup. We'll want those fortifications then.

What on earth do you mean I don't mean friends I mean genuine friends, comrades she fought with, commanded, bled and lived along side for years.

That is impossible to replace.

The guy by the coffee shop went through with that with the cab driver when they were ambushed by [insert Avernite wildlife here]. I don't see Avernites being hung up too much over death unless it's their parent or sibling. IMHO

Neo-Astropath Choirs won't start until Y3 in your updated plan, so you probably ought to have a different alternative in Y2. I'd suggest Investigate Byzantium. Or alternatively stick in Shield Breaker Rounds with Double Down for that year before going on to the Power Armor.

Okay, all fixed.

Year 2 Double Down on Astartes Armor. While it may seem redundant with a 99% chance of success, note that it'll increase the odds of a critical success, as well as Greater Critical Success. Which could have a lot of long-term benefits.

You have several OR statements without conditions. You can't use the same slot for different actions at the same time, and you need to specify what it should be.

You need to use IF THEN or ELSE statements for it to be a valid conditional.

For example:

Year 5- Lessons Learned: Assault OR Phase Infantry Battalions: Planning

Is not valid, because which one does that mean?

Year 5- IF NOT DONE Lessons Learned: Assault ELSE Phase Infantry Battalions: Planning

Would be valid, and might be used if there was some other conditional on Lessons Learned in an earlier slot which means it is not certain until Y5 if Lessons Learned are completed.

We haven't suddenly done away with friendship and love, on the contrary Avernites probably hold onto them more than most they just have the ability to move on better.

Hell using your logic they shouldn't get hung up over the deaths of siblings or parents they've got an equal chance of dying.

Seriously, we're still human and companionship is a constant thing that Avernites still have.
