Yes, but they wouldn't apply until the turn after the stage of Delta Base was completed.

Okay, my plan is based on the original plan, but I shifted the free dice to Infrastructure and moved 1 Dice from Enigma Site to Delta Base (along with the Free Dice) to get some more advancement on Delta Base as it gives a bonus to all dice, not just the Research dice like Enigma does. Also it gives additional bonuses to our Administration dice, which are used for Security Reviews.
Also I spread out the Industry dice evenly rather than putting them all on one option so we can better progress on all, as we will need all of them for the future.
Finally I moved 2 dice onto Security Review for Military to give better odds for success.

nice plan @Chaeronea though I would swap the 2d on Security Review from Military to Administration since it's the most likely place the money laundering will take place and they're clean last time we checked them.

Wait why are we reviewing Infrastructure and Military again? Maybe we should look into our own offices in administration to see where the corruption is.
But why ? We reviewed them in Q4 2015 2 turns ago ? And there is a noticeable corruption problem in (presumably) Administration
