Q4 2015 Results
There would only be one last alien incursion in the year of 2015. Along the coastline of Baja California, a single C-Class UFO is spotted about twenty to thirty kilometres from land. A pair of INDEX interceptors engage and shoot down the alien craft after a brief dogfight. Lasting almost two minutes, the UFO damaged one of its human opponents, forcing it to withdraw with severe damage before the other interceptor took it down.
Between the damage sustained in the battle and crashing to the sea, not much of the UFO could be recovered, but between the personnel aboard and surviving wreckage, INDEX has acquired a significant amount of alien salvage.

[-] Alpha Base (Phase 1)Located in the middle of Kansas in the United States, Alpha Base will be the centre of INDEX operations in North America. Alpha Base is planned to have substantial airpower and air-based logistical facilities to make up for a lack of sea access.

To help support the growing air war against the alien UFOs and to help protect the North America continent, work begins on the first stage of Alpha Base. The construction takes place in Kansas, USA and the initial work is purely a base built on the surface. With several runways and helipads alongside a multitude of hangars, Alpha Base is primarily an airbase as per its design intent. That said, it has the usual assortment of barracks, armouries and other basic facilities that the military base requires.
Once the first stage of the base was finished, work began on the second stage, primarily digging downwards. Currently, the bulk of the work is digging out the dirt and rock and replacing them with metal corridors and rooms. These artificial structures are currently bare as it will take another infusion of budget for them to be kitted out for use.
[-] Charlie Base (Phase 1)
Located in Egypt along the Suez Canal, Charlie Base will be the centre of INDEX operations in Africa and the Middle East. Charlie Base will both provide a naval centre for INDEX and help secure the important trade route against the alien menace and more terrestrial hostiles.

Work on Charlie Base has begun in the Middle East as the future centre of INDEX naval activity begins construction at the Suez Canal. Currently set up at the Mediterranean end of the Suez Canal, Charlie Base is built around its naval facilities with several bays for the warships of INDEX. Further construction to the first stage of Charlie Base is a small airbase and sufficient barracks and armouries amongst any other basic facilities required by the military base. To build all of those, more funding will need to be directed towards Charlie Base.
To the surprise of many, the Egyptian government hasn't protested INDEX taken over the Mediterranean end of the Suez Canal. This is primarily because the Egyptian government still retains the financial benefits of the Suez Canal despite the INDEX taking over the costs as it takes over the job of looking after the Suez Canal.

[-] Stockpile Mechanical PartsPurchase or otherwise acquire additional spare parts for the mechanical equipment used by INDEX. While INDEX is not currently suffering a shortage, the relatively calm may be a good point to stockpile for future emergencies.

In preparation for future hardship, INDEX has begun to stockpile spares for a rainy day in the current calm. While there is no current need for them, they may be urgently required in the future. As such, INDEX has acquired a wide variety of spare parts and electronics, storing in a variety of locations across the globe from their current bases to warehouses in Council countries.

As part of INDEX's continued PR campaign to store up public support for the fledgling organisation, the initial focus is to finish the current effort in the continent of Europe. While INDEX sees an upswing in support across the entire continent, the highest amount of support is concentrated in the United Kingdom where INDEX was already popular amongst the general populace.
Once the efforts in Europe concluded, the South America ended up being the next target with significant strides being made in Brazil, Argentina and the other various countries of South America.

[-] Study C-Class UFOFirst spotted leading the alien amanda that was responsible for the Wuhan Massacre, the C-Class UFO appears to be a scaled up version of the A-Class UFO. Have INDEX's researchers look into the currently available reports on these UFOs to try and figure out their purpose and capabilities.

A research team has been assembled to investigate the new C-Class UFO and come up with a report on what is known about it. While the team has made some headway, they were still going through the information before compiling their report.

While some of the materials used are recognisable, many of alloys and other materials used by the aliens are unknown to modern science. Investigating just what these exterrsiatal materials are and what they can do could reveal insights into how to counter them or make use of them ourselves.

Work on understanding the alien materials continues. While the researchers aren't done by the end of the year, they confidently report that with a bit more time and funding, they will have figured out how to make some use of the salvaged alien materials.

[-] New-Gen IFV DevelopmentTo transport into battle and support them in said battle, INDEX's Ground Division desires a new Infantry Fighting Vehicle to carry a small number of troops and then provide heavy fire support to them as they fight the alien menace.

An embarrassingly low amount of progress is made on the new IFV design for INDEX use is made this quarter. The design team was unable to determine a unified vision for the project and spent the majority of their team arguing over what their final goal should be. While some of their work is salvageable, INDEX has disbanded the design team with any future attempts needing to be restarted from near-scratch.
[-] Destroyer Development
A step up from a mere patrol ship, INDEX's Naval Division desires a new destroyer to act as a direct combat vessel against alien threats. Balancing speed with firepower, this new design will be able to engage alien threats in the sea, coastal regions and the sky.

The Guardian-class Destroyer is a swift and fierce vessel. Built for speed and firepower, it has a limited amount of armour and is relatively vulnerable to return fire. In exchange, it has good acceleration, a high top speed, a good turning radius and plenty of endurance. It also has substantial firepower that is directed towards engaging the alien UFOs and it has substantial targeting systems to go alongside its weaponry. The Guardian-class is capable of supporting either a helicopter or a VTOL aircraft.
The armament of the Guardian-class Destroyer has a trio of naval cannons for shore bombardment or engaging a slow-moving UFOs, but its primary weaponry are its missiles launchers and high-power rotary cannons, both of which can be supplied with a variety of ammunition as needed. Or rather as it is determined what sort of missiles and ammunition are effective against the UFOs. Due to its pure anti-UFO focus, both torpedoes and machine guns have been completely ignored due to their lack of effectiveness.
Unfortunately, the development time before the final design is ready for production is expected to take close to three years.

[-] Light Carrier Development
Rather than go for a few large fleet carriers, INDEX's Naval Division would prefer several smaller light carriers. While they won't be able to support as many aircraft, the greater spread of warships will allow them to cover a larger area and react faster to alien threats.

The Huntress-class Light Carrier is a work of art. With a sleek hull, the aircraft carrier is surprisingly agile and speedy for its class of warship, able to both tactically and strategically reposition itself with relative ease. To support its aircraft, it has an extensive sensor setup to detect threats and provide tactical data to any launched aircraft. To protect itself from attack, the Huntress-class Light Carrier has a pair of missile launchers and a trio of rotary cannons though it is expected that this armament would be unable to protect the aircraft carrier from any serious attack.
In terms of aircraft, the Huntress-class Light Carrier is capable of supporting up to two dozen jets, VTOLs or helicopters. While this is a significantly smaller size than what most modern aircraft carriers support, it is more than sufficient for INDEX's current needs and the smaller crew requirements and monetary costs mean that INDEX will be capable of supporting multiple Huntress-class Light Carriers.
Unfortunately, the Huntress-class Light Carrier design is predicted to require just over two more years of development before the final version is ready to begin production.

A thorough review of the Infrastructure Department by the Security Division turns up nothing. Several unsuccessful attempts have been made by terrestrial actors to gain access to the constructed INDEX bases, but no signs of alien infiltration are uncovered. Thanks to strict vigilance by the staff of INDEX, all INDEX bases remain secure and uncompromised.

The Security Division performs a review of the Research Department and turns up nothing of note. The various scientists are fascinated and frustrated by the aliens and their technology to varying degrees, but none of them seem to be compromised by outside actors. The worst of it is some of the researchers being careless or lax when it comes to security and a few stern reminders sort them out.

Along their sweeps through the Infrastructure and Research Departments, the Security Division also sweeps through the rest of the Military Department. Nothing of concern has shown up as the military is holding to regulations in all important aspects while a mutual hatred of the alien invaders seems to have papered over most old rivalries or prejudices between the international membership of INDEX's Military Department.

A return to this quest after a long hiatus now that GAR quest is finishing. Not too much to say except I am getting back into the swing of things. I've been reorganising my notes and I'll be adding some more options next turn.
