Exactly this. Sure, the Imperium does have thousands of Minotaurs stashed away, but the Basilisk holds a very special place in my heart.

They don't have their bodyguards in the chamber were the very sensitive, egg-shell treading meeting is going on. Obviously, the empress didn't think having weapons in a room full of people who quasi-hate each other is a good idea. Quite obviously there's guards outside or at any other position exempting the diplomacy room.
