Yes, its right on the cusp of your ability to handle the debt. Effectively you can handle debt up to 4x your native production as things stand, any more and that and the interest starts actively eating into your GDP.
Okay gotcha. For a sec I was worried that we wouldn't be allowed to go beyond our reserve funds at all.

So what about the second plan?
 
I did not fully calculate its cost due to it being at minimum 100 over that 400 limit, my calculations reached 570 Resources with 5 actions unaccounted for. This would effectively cripple your income for paying off that debt for several turns.
Shoot. Hm... Well if that's the case then I'll try to edit it down to something cheaper
 
I would recommend making use of multi turn actions on the more expensive ones, you are trying to fund things with 250/100 requirements on the same turn all at once.
Gotcha. How's it looking now? I think there should only be one action of 100 or higher now.

Edit: NOPE, nevermind. I miscalculated and will need to make some more cuts so hold on for s bit

Are you doing two actions on Native Production or are you doubling down on one action? Why are you doubling down on the cheapest and easiest of the Martial actions?

I am concerned about your budget, from an eyeballing it looks like you are likely to hit 400+. You might want to look at the costs again to be sure that you are under that 400 measure.

No it's fine, it was completely haphazard and dysfunctional and really needs fixing

In order: Three separate actions which will complete by turn three giving 30 RtP. Note how Martial has both characters under a single action. As for why, cost.

Don't worry about it. I blame it partially on my attempts to rush a plan or two out to begin with and partially on my attempt to do this on a phone instead of a computer.

HOWEVER, I believe I've finally brought the plan into a 400 cost now. I really wanted to get the extraplanetary exploitation going this turn but it just wasn't to be.

I will say though that the inability to make progress on the DC beyond 50% until the resources are fully paid for makes high-resource, low-DC actions very undesirable since it can be, for lack of a better term, a waste of dice.

I can understand that, but I feel that something is needed to prevent the DC from just being the resources. I might change this system after seeing how things fall out. This system is a work in progress for now.

You are not forced to use actions, if you wish to save costs simply do not include actions in those categories.
I'm aware, I just figured why not since it costs nothing. Speaking of, plan is updated our general has been given the long term assignment of burying important infrastructure and if my calc isn't acting up, cost comes out as 355/400.
 
I think you missed the cost of the learning actions since I get 405/400, you could solve this simply by reducing the allotted resources for one of the resource production by a small amount or capping the amount put into the planetary infrastructure action.
Forgot the cut to industrial technology and record forging. Should balance now.

But actions get locked in once you start them right? So even if you let us finish the DC in 1 turn we've still got to cough up the money or else the action economy gets fucked up.

Weirdly though, there's not many actions which are the reverse: high DC, low RC. Even the "interact with" actions cost 20 RC which I find a bit odd
