Cloaking Device: Spend 3 power, and make a Control+Engineering + Engines + Security check with a diff of 2. If successful, gain the Cloaked Trait (impossible to detect, cannot attack, shields are down.) It takes a minor action to decloak.
TRAITS
Cardassian Ship – Durable, uncomfortable, close, cramped and cheap. Thinks creature comforts are for other people and technical sophistication is for people who haven't spent decades starving to death. The fact that the starving could have been avoided if the government were less...you know, monstrous doesn't seem to have occurred to that many of them.

Okampan Crew – the crew are bright, perky, cheerful, and incredibly psychically powerful. Individually, they're all better than Vulcans, and as a gestalt? Who knows!

-[X] Assume hostile intentions, prepare security against a potential boarding and electronic warfare action. Use whatever advantages we have such as since we can push a scan through, perhaps getting ready to beam their computer people into our brig if possible if they try to hack us.
-[X] Have the Val Jean move erratically so its position cannot be predicted, and falsify a datastream of standard communications to its old location. Use a sensor trick or emissions code to hide any real communication to its actual location.

I like this, but the last one seems a bit like it may be drawing on information that our characters do not have, and that we only got by seeing the bit from the Vidiian's POV?

I think if I was going to take an option, it would be to not remain docked with the station, honestly. Perhaps faking some kind of radiation leak that means we have to keep a "safe distance". That seems like a reasonable precaution just based on the conclusion that if they can come to grips at close quarters, it would equalise a lot of their technological disadvantages, which I think Janeway/Wacoche could reasonably come to by themselves given what we know now.
 
I wouldn't try messing with a computer system like this.

To much of a chance that it can do something unexpected or be really sensitive to meddling.

There was only one tiny little itty bitty problem that neither of the two was aware of.

It was the fact they were being watched.

I assumed that meant Voyager had actually heard that conversation, and was watching it onscreen, with the rest happening afterwards. If that's not the case, I'd be up for a modification based on what you suggest.

I interpreted it as mentioning that those parts of the station were being scanned by our sensors, as we found in the next part - but not that we were actually listening into their conversation. No one mentioned the conversation, or commented on any part of it.

There were things they were saying which I think Janeway or Wacoche would have commented on directly - the fact that they'd guessed we might have a cloaked ship, and the plans to board Voyager.

I'm onboard with anything that will show Starfleet to be as competent & adaptable as they canonically must be (in order to have achieved what we see onscreen).
 
Yeah Skippy was right, it wasn't that the voyager crew had an exact window on the bad guys convo and more that they were aware of the Pens at all

To be fair, the alternate scenario where our sensors are good enough to pick up auditory vibrations would also be potentially hilarious.

Imagining Nurel and Dar's reactions as the Doctor materialises mid-conversation, in a badly-artefacted avatar of a Viidian, saying "HELLO THERE FELLOW VIIDIANS! IT'S A GOOD EVENING TO DISCUSS FURTHER DETAILS OF OUR PLANS FOR BOARDING THE ALIEN SHIP, ISN'T IT?"

Overwhelming victory!

This is going to be a series of rolls!

First, we're going to have Voy V Podmasters (or Voy V Vidiians, VVV!) for the computers stuff: 3d20, but you're at diff 2 and they're at diff 1.

Next, we have a non-opposed roll: Voy creating the advantage of "prepared for boarders" on itself, which is just Janeway rolling 3d20 (helped by the ship's Security+Communications) at a diff 2.

Thirdly, we have another opposed check of Voy V Podmasters for the fake radiation leak! This is also unfair where you're at Diff 2 and they're at Diff 1.
 
Why not roll on the screen too, it'll be fun!

You got 4s (3 is lower than Tuvok's security skill, so that's 2s, then 1s, then...you're rolling Security+Computers, which is TN 16, so, that's another success) against Diff 2, meaning you have two momentum!
