If there was a shooter on the grassy knoll it is highly probably that the shooter took precautions to make sure that they weapon remained steady as they made a long distance shot. This could have been them lying down prone, setting up a bipod, or carving a notch into a tree where they could rest their weapon. These would have all left some physical evidence behind.

We should have Kes see if anyone nearby has any odd feelings in regards to the site. If there was a witness they may lingering in the area out of curiosity or a sense of responsibility. On the other hand the real killer could be revisiting the site.


There's a scene in Babylon 5 where the ancient 'good' race, the Vorlons, send in a guy to do a torturous interview of the one of the main cast to see if she's fighting for the right reasons and one of things he says to her is, "You will die alone and unremarked and forgotten."

R'mor saying he would be happy with dying unloved and unremarked so long as he was able to save even a single reminded me of that scene. Why that means he would put the Vorlons to shame is because ultimately the Vorlons weren't anywhere near as heroic as they presented themselves to be.

This is the comment that actually got me to respond to you. I mean, the rest of your commentary was good, but I had specific thoughts about this. In DS9 canon, Starfleet actually developed a weapon expressly for this purpose, the TR-116 sniper rifle, which fires a tritanium bullet propelled by a chemical explosion (we don't know if it's gunpoweder or something else), with a tiny transporter on the front of the barrel to allow them to shoot against corners. In other words, it's typical Federation behavior to apply mad Science! to the problem. However, that's still a couple ways away.

With that said, both it and the Garand are a bit unwieldy, though i certainly could see them being used the same way modern squads sometimes use M-14 derivatives as a designated marksman rifle. If we're wanting to keep to the "World War II reenactor weapons", I'd probably recommend the M-1 carbine, for the same reason we used it in WW2: it's a lightweight alternative to a pistol for personnel who aren't expecting to have to use a weapon like that on a routine basis.

In my defense I picked the Garand as a joke. A serious pick for projectile weapon would be as you've mentioned the TR-116, though to be perfectly honest I forgot that rifle existed. I do have a minor quibble about your description of its origins however.

The TR-116 wasn't developed to beat shields focused towards defeating energy weapons but as a weapon to use in environments where phasers would not function which is why it ultimately never entered serial production. Starfleet developed the regenerative phaser and that made the TR-116 obsolete, at least when it came to its original intended purpose.

The micro-transporter also wasn't a part of the rifle's original design but an after market modification. After all it wouldn't make sense for a rifle intended to be use in situations where phasers would fail to function to be reliant on an integral transporter when beaming is a technique far more sensitive to environmental factors than phasers.

In any case whether or not the TR-116 is the ideal choice it does appear to be the best choice at the moment and I would be in favor of seeing the weapon's replicator pattern made readily available for use by security and away team. It can be replaced when a better choice comes around.

It's too bad we didn't end up picking the totally-an-Andorian-and-not-at-all-a-time-displaced-gun-nut-from-the-past crew member at quest start. I am confident that she would had a number of opinions on what the crew should be equipped with.

On top of the rifle the replicator pattern for the exographic targeting sensor used by Jadzia and Chu'lak in the episode featuring the TR-116 needs to be dug up. X-ray vision when clearing and defending complex spaces like the interior of a starship would be an absolute godsend. Urban combat is said to be the deadliest kind of fighting out there and being able to see through walls would help mitigate that.

Ship sensors are limited to letting security teams know where the bad guys are and as helpful as that information is it pales in comparison to being able to directly see the enemy with your own eyes and spot all the nuances that a sensor scan would otherwise miss.

Garands aren't bad, just a bit heavy for the role, though I am fond of them. A carbine like the M-1 carbine or Mini-14 would also work pretty well (yes, I'm a big fan of open-bolt Garand-style rifles). The Garand makes sense, though, with Tom's WW2 wargaming habit, and that they already have one made. An M-1 carbine would just be an extension of that.

Ah, yes, that scene, with a particular Londoner as the interviewer. That one also put a bit of tarnish on the image of the Vorlons we had up to that point.

Yeah, forgot that part. They mentioned the anti-Borg use in Memory Beta, and that also is one of its main uses in Star Trek Online, which is what I was thinking of.

It's still a useful feature in any case to be able to shoot around corners, which you can't do with a phaser.

Eh it's Beta canon. The TR-116 being a more recent invention, considering the reason why it was developed in the first place, feels odder to me.

That would imply that regenerative phasers were developed during the run of Deep Space 9 and that up until that point Starfleet went multiple centuries, quite a few of which they spent at war and not simply peacekeeping, without a standard issue projectile weapon for use in conditions unfavorable for phasers.

Militaries throughout history have put in a not inconsiderate amount of work to develop and stock up on equipment that fill less critical niches than the one the TR-116 was meant to and for reasons far less important than ensuring that the troops have guns that can shoot.


One of the crew members we could have picked at the start of the quest was a time displaced person pretending to be an Andorian, likely hailing from 20th century NYC, who is very familiar with small arms.

It's got Department of Temporal Interference and Starfleet Intelligence ciphers all over it, but her fellow crewmates have pieced at least some of it together by the fact she has a tattoo for I<3NY despite never being to Earth and can field strip primitive 20th century firearms and, when pressed, can talk your ear off about something called M.A.S.H.

Possibly but some of those factors could also be interpreted as the result of the TR-116 being a prototype and a design that was never developed to the point where it was optimized for frontline service. Take a look at some of the prototype guns that Forgotten Weapons feature on their channel and see how they suffer problems that would not make them ideal battlefield weapons.

Rather than being a mature design like the XM8 that failed at the procurement stage the TR-116 that we are familiar with may instead be the equivalent of the Pancor Jackhammer, a bare bones proof of concept meant to showcase the design's potential and mechanical principles.

Kes and Tuvok walked up the hill through the wood in the rain, the wet slap of droplets on leaves and the faint sound of woodlife drowned out by the squelch of their boots in the mud. "Ugh..." Kes grumbled. "Live on a ship for a few months and you forget how...nature is."

"Vulcans have an eidetic memory," Tuvok said, as he came to the police line, then ducked beneath it, stepping into the hilltop. It was clearly, in better weather, a scenic place for people to visit, with small rocks to sit on in the shade and a view of the city that was...quite pleasant, Tuvok supposed, for people who enjoyed such things. He turned to find that Kes was sighing, wincing, then slowly kneeling down on the ground. She closed her eyes and Tuvok gave a short nod. "Very good. Do you require assistance?"

"No, just...give me a bit," she said, then breathed in.

Tuvok inclined his head, then turned back to his tricorder. He swept it about, looking for any sign of an energy discharge. The rain had washed a great deal away...but as he scanned the trees along the arc that would be required, he found a faint signature on his tricorder. It was beyond the bounds of the police search area, and so, he walked out, ducking under the line. About thirteen meters away from the hill, at the rough midpoint between the house and the hill, there was a tree who had had a branch shot off of it. Even now, the burnt edge of the branch was faintly visible to his eyes. He glanced around the area. It hadn't been searched.

It seems the cops checked the hill - but were not exceptionally fastidious about scrubbing the forest, he thought. He began to trace the trajectory back...

"Intriguing," he said, as he returned to the hill.

Kes' brow was furrowed and she scowled. "Augh, it's no good," she said, shaking her head. "I can't get flashes in any kind of timeline here."

"Tell me what you see, even if we don't have a chronology," Tuvok said, kneeling down near some muddy footprints as rain soaked down his neck.

Kes stood, knocking mud off her knees. "Over the past day and night cycle, the hill has been visited by Tom Paris, a...a...very...a woman! I think she was Dr. Ren's wife" She said, her cheeks heating. "She and Tom...at the same time. Anyway, uh...okay, and, uh, Dr. Ren, Dr. Kray, a bunch of cops, and one of those serving robots that Dr. Ren has. The robot was...carrying something." She frowned. "It was all covered in a tarp, I couldn't see what it was."

"Fascinating," Tuvok said. "The police found no indications of any time delay devices on the hill. Did the robot set it down?"

"The vision fuzzed out before it got to the top of the hill...no idea," Kes said, shrugging. "Sorry."

"Apologies are not required," Tuvok said. "Clairsentience is an imperfect science." He pointed where he stood. "A high energy weapon was fired from the balcony to the hill."

"I...wait, from the balcony?" Kes asked, her brow furrowing in the dimness.

"The trajectory of the beam, the branch that it struck," Tuvok said. "Indicates a beam fired from the balcony to this hill. Tom Paris' phaser was partially drained when he was captured."

"...do you think he saw someone on the hill-"

"And fired back?" Tuvok said. "It seems a logical deduction and more in keeping with what I know of his character."

"What the hell are you two doing out here!?"

The voice that cut into the conversation was familiar - and it was unwanted and unexpected both. Tuvok turned to face Detective Bray, who was entering into the filed with a flashlight and an umbrella.

"Detective Bray, what brings you out here?" Tuvok asked.

"The fact a person of interest and a security target hasn't checked into his state offered hotel room for two goddamn hours. The fact that when I checked on the net, I find out he's been nosing around Morgues. The fact we had an unregistered BEAM IN," he said, clicking his beak, glaring at Kes. "Bringing in another offworlder. And an Okampan!"

"What do you have against Okampans?" Kes asked.

"You people bring in Caretakers, and that's always trouble," Bray said.

"There are...other Caretakers?" Kes asked, sounding like the wind had been knocked out of her. Tuvok held up his hand.

"We are continuing our investigation, Detective Bray," he said. "I was under the impression, as one of Voyager's security officers, that I was allowed to make my own inquiries, considering it is a member of our crew who has been incarcerated."

"None of that covered walking over a crime scene investigation still in progress," Detective Bray growled.

That said I'm willing to bet that the Baneans being a self-assured society, fully convinced of their own scientific prowess, are likely to look down on psychic powers. Along with that their bias against Okampa and the fact that there is at present no other evidence to support Kes's assertions, telling the dear detective of what she learned may serve to damage their credibility.

"Our investigations have born some fruit," Tuvok said, his voice calm, while Kes smoldered and glared at Bray. "It seems that someone fired an energy weapon from the balcony towards the forest."

Bray's crest rose slightly. "They...what?"

"Curious," Tuvok said. "The evidence is unmistakable if you search more of the forest with a scanning device - I would be highly surprised to learn Mr. Paris did not mention it."

"I didn't handle the interviews," Bray said, shaking his head. "Central handles that - then they distribute intelligence out to us detectives. They'd have told me if they had thought it was credible."

"Possibly," Tuvok said. "The alternative explanation is that the complication of a second shot ruins an otherwise airtight story that they are not interested in challenging."

Bray huffed, his feathers ruffling up more as rain pattered along his umbrella. "I don't quite like what you're implying, Mr. Tuvok."

"Implying?" Kes scowled. "Hell, we've already seen how hard you people work to protect V'thrakan, I bet Central doesn't even care he's dead!"

Bray's feathers laid flat and his voice matched them: "I don't know anything about that." He looked away, then shook his head. "So...so, you have another shooter, but we found no evidence of anyone on this hill at the time of the shooting - just dew and trees. There was no energy emissions from the hill, no sign of a phaser that was set to destroy itself, no particulate matter except for a bit of mercury..."

"Mercury?" Tuvok asked.

"Yes, a small amount of mercury was detected among the grass," Bray said. "We checked with the local bots - Dr. Ren made mirrors out of the stuff, as part of his telescoping hobby. We figured it was just some spillage from an earlier experiment, he's used this hill for seeing often enough."

"Interesting," Tuvok said. "How much mercury was there?"

"Less than a thimble, spread throughout the glade," Bray said, shrugging his shoulders. "We barely detected it."

"And we didn't pick it up at all," Kes said, quietly. "Wait, does that mean that it's important?"

"We do not know," Tuvok said. "At this point, everything is important."

Bray sighed. "Listen...I...don't...know if Control's not working too hard cause Dr. Ren was...you know..." He shook his head. "I'm no bigot, but you hear things around the office. Dr. Ren made scholarship and snagged himself a holovid star, but some guys, they...talk, you know." He looked the other way, then sighed again. "And...you've been upfront with me. GovPol and SecPol are both leaning on the PD to get your guy on murder two, manslaughter if they can't get murder two."

"Fascinating," Tuvok said.

"Let me guess," Kes said, her voice acid. "GovPol and SecPol tends to pack centenarians, huh? Huh?"

Bray shrugged, spreading his scaled hands as if to say what can you do? "Listen..." he seemed to come to a decision. "Officially? I got an eye on you. And I saw you getting some fenafens, not around here. Got it?" He asked, nodding - then turned and started back into the shadows around the clearing. Kes stepped close to Tuvok, her voice soft.

"So...is he a good guy?"

"He is a police officer, Miss Kes," Tuvok said, quietly. "So, the answer unfortunately is no."
