You know, I must wonder, just how high was GUN and Restoration's "Infiltrate the Eggman Empire" Action DC for Turn 4? Considering Eggman is well known for working with mostly robots.
I'm going to guess ~120ish before anything else, less if you can somehow pass yourself off as a badnik.
Basically something that is theoritically in the realm of possibility but still requiring a dedicated effort.

Actually I forget to add something but National rolls first come the dice, then the Leader Stats, then the Leader Traits, then the Hero Stas and traits.
Zavok does not have the 15 bonus. I mean in NA at least ot don't appear.
Maybe Zenna have the 15 in Power on the NA was because she suffer mallus in the NA for Zavok forcing her into the action or maybe her lazy trait, that she no doubt have, activate that halved her Power stats in it.

Obviously Zavok was not made leader for his martial prowess, but instead for one of the various other reasons why someone is elected leader. It's not like anyone expects Emperor Maximillian to grab a lance and start blasting astride an Imperial Battletan.
The most logical explanation is that Zeti are let by whoever is the physically largest, that's why the initial raid on Eggman was led by Zomon. Clearly he is Zavok's second-in-command.
