As for dealing with the Empire, I say we initially give Isara a tank *or Badnik equivalent* and tell her to go nuts on the local Empire forces. GUN and Restoration would probably be confused when they see Eggmans forces liberating concentration camps.

The best plan is have a truce with G.UN, force the Restoration to ally or join us and then focus on reclaiming the rest of Green Hill while targeting the Empire's camps in the meantime.
We have pretty good odds against the assualt as things stand currently, so I'm looking toward our other near future concerns.

Majima is a high maintaince hero and he has a similar stats Trickery stats with Conquering Storm, plus Nephtys is actually another general and one of the QMs even said recruitng her is a good idea.

I did say that you don't necessarily need to send Metal away to not be presdent in the invasion.
You can just keepo him on your secret base while you send your selected forces to the black arms territory you took over.
