As odd as it may sound... I don't see Rarity waiting until the last minute to file. She's way too meticulous and detail-oriented IMHO.

Also, she's best friends with a Princess who has the monarch of their entire realm on speed-dial. If Rarity needs a filing extension, I think she can get one. But if you think about all that, you don't get a funny picture!
