There are three small birdlike skulls along the shaft. They are on the far left, far right, and dead center of the shaft.
Literally cracking those skulls seems like it would be a good start.

Would be nice if those could be sniped from a distance, but chances are it's going to have a strong AT Field that would prevent that. Someone's probably going to need to get close to nullify it - meaning the bazooka also isn't going to be handy in this situation, the blast is going to catch whoever was grappling with the Angel at the same time.

Shinji's probably the best bet to send up close since his unit is in the best shape. Would be nice if both Hikari and Asuka were available, but if Misato has reservations about fielding Hikari, I assume that's a hint that the best outcome involves not deploying her.

Not sure about this scythe, at least for this particular battle.

If it twitches and is made of flesh and bone, that implies it's alive in some way. Even setting aside the possibility of it "talking" to Rei and messing with her mind somehow, this particular Angel has some anti-organic gimmick that apparently disintegrates biological matter - which might well end up destroying that scythe.

Between Rei and Hikari, I assume in an emergency that Hikari would get deployed before Rei. So better to give her the sniper rifle and Rei the weaker weapon, since we might not even be able to launch Rei at all, Gendo might flat refuse unless the situation is otherwise unsalvageable.

Unit-00 is currently to be placed on standby given what happened last time Rei was in it, though if the situation gets dire enough, the freeze order might be lifted on it.

Reasons:
* Rei's weapon is an obvious choice
* Hikari is almost immobile, so we give some her some heavy long-range support, which allows some bad aim (she is not fully trained yet), and keeps her more or less safe. She has to wait for opportunity anyway.
* Asuka gets a weapon which makes her feel special. It is a gamble, but it should help her mental state.
* Shinji will work in melee so he can work with disrupting AT-Field, so Hikari can blast it (maybe she will hit few skulls at once?). I wanted to give him an axe, but considering the cloud, it may be too close.

Damn, this Angel is nasty: it inflicted "frustrated" status on Misato and "blue balls" on Kaji before the fight has even started.

It just occurred to me we never asked our pilots what weapons they like. Maybe Shinji hates the crossbow and wants to try something else? Maybe Asuka can do ranged? Definitely would ask Rei about the Azrael's Scythe.

Rei's new weapon can be a game-changer. Asuka's sync rate is low so let's give her the "pray and spray" weapon. Shinji is the DD for the first phase. We start with ranged to see where it gets us, then switch as needed, since I'd rather not get our EVAs under the brushes as our opening move.

It has troubles moving, and gaps in the armor. The flying paintbrush touches her and she's done for. In case we have to deploy her eventually, she gets a Sniper Rifle which is generally perceived as lower threat by Angels, and has greatest range to keep Hikari as far away as possible.

If we're deploying Rei, things have probably gone south, so I'd like her to have the most potentially effective weapon in our arsenal. Shinji's the only undamaged unit, so I want him on face-tanking duty with a long-reach weapon (since the Angel's weak points seem high up) with a side dose of trying to take down the enemy AT Field. Asuka and Hikari are both on sniper duty for now, with Hikari toting a weapon that's hopefully easier to move around with. Her orders are going to be "stay the fuck away from the Angel at all times"; I'm open to her being held in reserve, but my instincts always tell me to strike with as much front-loaded firepower as possible.

We might want two people in the front line, in which case we definitely need Hikari deployed.

We had a special activity with Shinji focusing on melee, so lets equip him with a melee weapon to focus on its bristles, Rei has ranged as well, after factoring in the risks of her coming into close contact with the Angel, as I do believe with its new core, an angel only has to make contact with it and third impact starts?

Asuka will be our ranged option, since this thing is gliding, we can have her focus on its gelatinous-looking "shaft" (que quagmire sounds) and or its three small birdlike skulls, the skulls to me seem like good indicators to were its cores would be located.

And lets keep Unit 3 on standby for now, at least until we see what this things abilities are, given her lack of agility, don't want to deploy her and have her get caught in whatever AOE blast the comb might or might not do, best to wait and see for now, also would be good to have a reserve available.

Let's just hope she doesn't see this as a slight against her. she will is just know it

You ask what the deal is with the "paint". Magi cannot positively identify it, but whatever it is, it kills anything organic in it, down to the microbial level.
Quick tests.
Brave technicians; they might not be able to see the dead microbes, but they can see the disintegrating trees and make an educated guess about how fucked they'd be if they touched the paint while trying to test it for microbes.

What's the risk to the Evas? Ritsuko says as long as their armor remains intact, it should hold against this stuff.

That would be good for Asuka, but Rei's being forced into the time-out box and Hikari's health and Evangelion are really iffy, so it's "deploy Asuka" or "Shinji fights this alone".

Look, the scythe looks cool, but it's alive and we're fighting an Angel inimical to all life. Having Rei reap Zophiel's bristles seems like an unusually elaborate method to dispose of our unique weapon.
I'd rather give her Smash Hawks or another glaive, but other people voted crossbow and I don't wanna split the vote.
 
After rereading the update, I am of the opinion we should start working on a tactical plan here, the comb thing is gliding, and that leads to questions of just how high up it is, and the possibilities it presents, can we establish some fire positions on the top of buildings and fire as it glides by? either gliding above the units or below them, still offers a interesting plan.

Also the bristles and the red paint makes me think that we should rethink our choice of any melee weapons, as my original idea was for Shinji, or a different melee user to go after them, maybe use them to climb up to the (ugh) shaft, but after rereading again, the bristles are producing the red paint, this redefining the concept of danger close, depending on how quickly the paint is being produced, I assume it is instantaneously from the update.

The risk for the Units as long as their armor remains in tact, is minimal, but given the nature of the coming sortie, any and all damage to a our melee Units armor can and or will effectively take it out of the battle (circumstances depending) best case, leaving a whole turn until it can be reequipped with a ranged weapon, worse case, risking its destruction if it is caught behind the red paint line.

I think we should try to establish some fire positions on top of buildings or other nearby terrain, to target the shaft itself and or the birdlike skulls, so with that in mind, I will edit my vote.

The Mk. 20s have a unbroken success rate at breaking through the Angels AT-fields, granted, some Angels need the MK 20 to be fully charged first before firing, but still a string of successes, the other ordinance not so much.

Are we even sure it has an AT field? And if it does, the positron rifle should get at least some amount of energy through, as it happened before.

Dude, you have kids piloting cyborgs cloned from LIlith/Adam powered by half-insane souls (maybe save Unit-03).
Keeping something like this as a weapon is perfectly reasonable choice here.
Look, the scythe looks cool, but it's alive and we're fighting an Angel inimical to all life.
Not so simple.
First it's partially Eva-00, therefore it is partially Lilith. Which is not your "ordinary life", but something with much more power, but this is a minor thing.
Second, it is partially Azrael, therefore it probably has some Adamite resiliency, and we can reasonably assume that Angel's abilities work different on angelic flesh, than normal Lilith-derivative one.
Third this weapon is a gestalt of the Lilith and Adam. While fortunately this did not cause Impact (I assume you need actual creatures not some flesh scraps), it's a weapon equivalent of Eva-01 after eating Zeurel in canon.

Depends on how high the comb is gliding, as I do believe (if I am wrong let me know) that the closer we can get before firing, the more hitting power the MK 20s will have.

I'd imaging Tokyo-3 is built on a more durable scale to allow for Evas to climb and take cover. We certainly see similar in Rebuild.
