Sidenote ..... If we can should we consider turning White Hawk ... Griffith import aside we don't really that say he is unforgivable or unreasonable yet.... Not saying to trust him just thatturning Horae guard to our side is an option.
Although if he does resemble Griffith I would consider if we agreed to support him in gaining control of Elysium. Just consider

I just realized ..... What are the security implications for both Crusade and Justice Unlimited .... Of the fact that apparently Monarch's Forces have an Underground Drill Ship. This now means that in badditionf to Monarch's transport power they also have to deal with Drills coming from underground

Imagine your base not having legs that could dig underground and scoop up the drills. Couldn't be Justice Unlimited

But we know that the Philosophers have him on a leash. They fed him the line against C22-13 that he could only join in if he convinced Nora to give up an absurd amount of money as well as lab access.

Which leads to a line of reasoning: Did the Leviathan's awakening blindside them? Faust saying "You can fight, but pull out every other Powers member" does make me think that they didn't want to lose any assets.

I think whatever control they have over SM is extremely tenuous, and they knew any order to not fight in the Movement would be ignored. And rule 1 about managing a monster you can't really control: Never give an order you know will not be obeyed.

They were probably able to keep him back from the C22-13 because he was willing to wait to see if they got even stronger.

I'm just wondering if the Philosophers woke the Leviathan, or if they were as caught off-guard as anyone else.
I doubt they saw it coming beyond the same somewhat early warning that we know Global Justice got. They may have been more aware of the cause, but I don't think they want to cause the end of the world, which is almost certainly what a fully awakened Leviathan would be. They may be arrogant enough to think they could contain it after awakening it, though.

Given the obvious connection between powers and the Leviathan my suspicion is that the more metahumans there are the more it will awaken, as the Stage gets louder and louder.
