Meet the Rookie (AP 1, REPTATION 4, ESPIONAGE 3. OPERATIONS 1): The public needs to meet the newest member of Justice Unlimited. Surely, a carefully vetted interview will be a harmless way to introduce Black Swan? What could possibly go wrong? (Chance of increase to REPUTATION and/or ESPIONAGE for Black Swan, ???)
Comparing these two projects, the first is an easy mission to give a "carefully vetted interview" to introduce Black Swan in the press. It has a chance to give stat gains to her, and ???. The second mission isn't as easy, but both improves our Ambrosia and prevents Ibis's creatures from causing any problems. It has a chance to give a global stat gain, and ???, but more importantly improves the power of our last dose of Ambrosia for our next hero. The Contrabulous Fabtraption of Doctor Mammoth Ibis (AP 1, HIT 5, OPERATIONS 5): Dr. Mammoth Ibis insists he can improve the Ambrosia doses with equipment from his lab. He also mentioned that he left several incubators running and some of his "children" may have gotten loose. And are probably hungry. Go get what he needs and take the kids for a walk. (Improves doses of Ambrosia, Chance of global +1 to HIT, Chance of global +1 to OPERATIONS, ???)
For the purposes of introducing Black Swan to the public, I think the shadow bird hunt is going to be much more significant than any canned interview. The latter is nice to have, but taking the mission Fear and Panic in the first place means we're not going on a milk run at the start, but rather diving into it with a serious mission. And it's definitely the kind of highly visible mission that'll put Black Swan on the map.
But that's not the important bit. Ibis's mission permanently improves our next hero's power - an improvement we can't get after we give someone a dose of Ambrosia. Improving Black Swan's reputation (or any of our hero's stats) is something we can work on at any time, but if we want to do Project Prometheus this turn, this is our first, last, and only chance to permanently improve the power they get. Even if you think the interview is really important, I don't think it could be more important than this. It's going to be a while before we get another chance to empower a new hero. We should make every one count.
