Going to address some things here.
First is the threat level we are expected to face. Mao, a Grade 5 Fixer, thinks she has a fairly good chance of dying here. What does that say about that our odds? She gave us an "in case of my death" item like she expected us to run if she gets overwhelmed. We also just got the ability to do Urban Legends, something we are expected to bring backup, and this is an Urban Plague which is a tier above that. I agree there are no nudges to go shopping, there are definitely signs we are going to have a bad time and thus why people pushed for shopping. I suggest that while Moon might not have an Urban Plague level experience buff, Distortions are noted for the shenanigans they can pull that lower ranks can not handle.
The second is that all of the four major items (not counting the vest or tattoo here) have benefits and drawbacks that are unique to them. The Pill is the only source of Mental Resist available while also having the highest damage and armor buff, but it is only one-time use and injures us the next mission. The Warp Gloves are the only source of reuseable damage, sizable piercing damage at that, but are the only item that can actively hurt us. The Organ is the only item that can raise skills and thus win clashes but also the only item that can lower skills as well, a potentially vital skill to boot. The Gun Glove is the only source of good, consistent damage but is the only item inherently a money sink. The others can be money sinks but they are not at their base level.
This is very much a pick your poison situation, although a more beneficial one than most.
