So heres my thoughts on the terms provided:

1. No to the Tithe provision.
2. Soft no to the Adeptus Ministorium. Point out how that if we were guarantee said agents safety, can she guarantee the legitimacy of any priests of our sector? Said priest that would go on to influence the Adeptus Ministorium...
3. No to allowing any and all inquisitional forces into our territory. HOWEVER, we are amendable to providing transport to key personal via a ftl escort ship (for proper payment of course.)
4. No to fighting in the Imperiums wars, but are open to being offered contracts (of which we can negotiate or refuse if too onerous).

Things we can add on/offer

1. We have POWs that we can return as a show of good faith. Let it be said that we are merciful and just to even our enemies.
2. Open to commissioning weapons and other necron goods.
3. Open to providing vital maintenance to Necron technology under Imperial control. (Allows the imperium to move troops away from areas like Cadia, but also gives them reason not to attack us at their earliest convivence because we would be the ones with a finger on the Chaos door).

Also, no matter the negotiations, we will tell them that we will settle the deal after our navies clash in the system. It would be a show of force, gives us more resources to work with, and would tilt the negotiations to our favor. Oh, that and we want the last world in system to be peacefully handed over to us.

In regards to the negotiations should they take place. It would be done similar to how it was done for your negotiations with Thotep. You would have options that raise or lower the DC, to then do a roll made by Levnekh. Where a failure would mean each future roll would add +20 to the DC.

You can make new "crypteks" without the biotransference chain. You would have to put some research into it but you could realistically achieve near immortality for organics, so long as they haven't been cursed by an ancient, god like old one who has doomed their whole race to a cancerous existence. It would just take a few dozen decades - centuries to get enough technical knowledge to become a "cryptek"

Nah they're not in stasis. The oldest one working on that project was around 65ish at the time, which is about 90 for a human. But with the rapidly advancing Sirano med tech he should live to around 120 or so fairly easily. Remember it was only 15 years ago in quest when that tech was discovered and there were thousands of scientists involved
 
We haven't asked ourselves a very important question and that is why is the imperium negotiating with us at all. My best guess is that we have come at a time when there are bigger fires out there for them to deal with and while they could beat us they would lose the other wars.
 
Firstly, for a peace to stand, the physical and spiritual well being of all humans within your realm would have to be assured. The Adeptus Ministorum would be guaranteed safety within your space and possess the ability to empower and emplace priests of the imperial cult amongst the humans of these worlds.
We hadn't bothered to do shit all about the Imperial Cult, so this is no skin off our nose, but it does slow efforts to subvert the humans to be less fanatical.

However, we need to specify level of armament, there would be no warriors in the guise of priests and we would not bother to enforce their safety and audience amongst the humans.
No doubt there'd be spies, but we can play that game.
Secondly, the material wealth created by this sub sector would have to be replaced. Therefore an Imperial tithe of grade Exactis Particular would be levied against the worlds of your realm. A full third of your annual production to be brought forth for the glory of the Imperium.
Annoying but negotiable. Its cheaper than fighting Imperial warfleets.
Thirdly, while the Imperium would, in the event of peace, recognize the sovereignty of the Yulenoth dynasty, and prevent any strictly military vessels from entering your space. Barring of course those of the Emperors most holy inquisition. The Imperium would also require that no Yulenoth ships venture forth into claimed imperial space, which," she smirks "is to say, all surrounding space. Unless the Yulenoth have petitioned for the right to leave their sovereign territory, in which case they may do so, only if they have an imperial representative present.

In exchange for these requests, the Imperium is also willing to offer boons. We would offer to transfer the vassaldom of the xenos empire known as the Sirane, to the Yulenoth dynasty. To relent from any diplomatic interference in their relationship with the Yulenoth dynasty and support if need be any rebellion in which the Sirane rise up against their rightful Overlord.
And the counteroffer...well the whole thing is seeing how little the Imperium is willing to walk away for.

Definitely agree on that part. The Imperium technically has laid claim to the entire galaxy at least in theory since it obviously wants to own everything. If they can't at least prove that Imperials lived there at some point then they have no right to stop us or the Sirano from exploiting it.

I was talking about this before, she bluffs. Imperium can't turn even "miniscule" part of their fleet as she threatens us. They fight in thousand sectors this very second. If they could divert enough ships they would crush us, sure. But they can't. Because everyone would take advantage, tearing pieces from segmentum.

Hence, they have a menacing fleet thats only used to bully powers smaller than they are, but they can't commit that fleet without failing their other diplomacy efforts.

Whether the fleet is actually that strong or not can go either way, the Imperium's main choke with resources is repair/replenishment, not having them at all.

It is likely that this arrangement would be very private - it'd be heretical in the Imperium regardless.

I doubt that'll hold, considering how many people are here, including Thotep and the Inquisitor's mysterious associate. We're being asked to blow a hole in our already underwater budget, screw over our actions, and cut ourselves off from expansion and raiding. If the Imperium can dedicate enough strength to make us take this treaty, the quest is already over.

We actually have a positive income. The tithe as it stands would be bearable, but only just. Thats why we should negotiate it away. That as I said, the court would only see us winning the war because we never planned on expanding outside the system immediately. A peace treaty, (even as it stands now) gives us all our strategic objectives and lets ease away from a total war economy.

Such a demand would push your industry to the breaking point and force you to mothball much of your fleet. Furthermore Those in your court would find it extremely difficult to justify such a cost. Nevertheless, allowing this may get you far more out of the deal in other areas than lesser grades of tithe for the imperium would be well pleased.

Though it is likely that the reputational damage could be somewhat mitigated with benefits acquired elsewhere in your agreements

The imperium choosing amongst any number of interested candidates would assign a cardinal to be your "spiritual advisor in matters of the faith". To agree to this would be an embarrassment to you and yours even if you could provide arguments for it. In addition to allowing the Ministorum ships to go and preach upon your human worlds , you would have to have achieved something elsewhere to make this in any way palatable.

The Adeptus ministorum, the ecclesiarchy, the imperial cult. Is allowed, on unarmed ships to go between your human worlds and minister to the people there. They, on these missions are allowed to empower and defrock priests of the faith, ensure the "spiritual health" of the humans and ensure that the imperial truth is held as sacrosanct upon your worlds. These ships shall be guarded by the Yulenoth dynasty and only in truly exceptional circumstances will priests of the emperor be allowed to come to harm.

This would cause uproar in the courts and would near certainly see incipient and (if your honest with yourself) justified rebellions from your nobility. The imperials claim vast swathes of the galaxy. Indeed all but the far eastern fringe is considered their domain. Thus to be barred from this vast realm would mean that you are contained to only a tiny cubic area. The court would be quite annoyed by this fact, however they would not be furious. This is after all nearly the expected status quo between peaceful dynasties, even if their claims are rarely so...encompassing.

Furthermore, it would be considered a breach of the agreement to deny your exit for a period byond 5 years

The Sirane for thousands of years have been considered a vassal of the Imperium. With the discovery of documents which detailed a timeline on their annexation and eradication, it suddenly seems unlikely that they will remain quiescent. THough they represent only a fraction of a threat you do, they could prove annoying if left to their own devices. The imperium would look upon you favourably if you continue to acknowledge the Sirane as belonging to the imperium and keep those documents to yourself.

The Sirane for the first time in nearly two millennia will be granted freedom. Neither you nor the Imperium will have control of the lizard who would be barred from entering into any agreement with either the imperium or the Yulenoth. Though the independence of such a small star nation would only be assured by the threat of resumed wars between the two polities

The Sirane have only the forbearance of both parties to ensure their independence. Therefore it is probably in the interests of their stability to have them serve as a vassal of one party or the other. Both the Imperium and the Yulenoth will have the chance to convince the Sirane of vassalage to themselves. Though you have evidence of the Imperials duplicity, they will likely still send their top diplomats to argue the Imperiums case and make all manner of concessions. The final decision will be made at the end of this year.

The imperium are caught in a difficult position, with you havin documents showing their duplicity and avarice. Therefore it is not too difficult to force them to come to the table on this matter. Despite the fact that the Sirane have two fully developed planets, the potential instability such revelations will evoke will likely cost them more than their exacted tithe. Though it will be painful for the imperium, and beneficial to you transferring the vassalage is more than likely simply formalising what will already be occurring.

The imperium has the ability to seek out the services of your dynasty in order to pursue their own goals. Such would be extremely expensive, for them to do and would give you access to the spoils of the field. However some of the court would balk at pursuing such mercenary activities, especially in the service of primitives. You would of course get to choose whether or not to accept the request.

Though both you and the inquisition would balk at the prospect of you producing true marvels for the imperium. There could be mutual benefit in the production of smaller pieces of artifice. For a price of course. There would also be little complaint from the court. After all, the works of crypteks have always gone to the highest bidder. And the inquisition seems to make such a big deal out of such paltry things as fear manipulation and small scale time dilation.

Though it would be infuriating, it would not be difficult or particularly costly to allow the imperium access to works of lesser artifice for no price whatsoever. Nevertheless, the court would see it as an insult to simply hand these out, no matter the tampering protections placed within.

Something that the Yulenoth has always had above that of other dynasties is access to crypteks. And this is something you may utilise to better your situation here and now. The Imperium is vast and comes into contact with remnants of advanced technology constantly. Though the primitives squat in the dust of past greatness, you understand the works of their forebears as well as they understand the workings of a combustion engine. Allow them to utilize you knowledge, though you will maintain veto rights for each request, even if it would irritate the imperials if you overused it.

The Imperium does not lack for soldiery. On some of the greatest hive worlds they have tens of trillions of souls from which they can harvest guardsmen recruits. What these cannot offer however is extremely skilled, motivated and physically potent troops who are absolutely obedient. This is where you are able to tip the scales. Jornakh has shown the advantages of cloning done at scale for the purposes of creating an army. He however wanted these soldiers to eventually be able to join society. These humans would be born to die and to die well. With you producing arms and equipment of an advanced imperial standard. Implanting the knowledge and skills required to use it to the maximum effectiveness and made with enough false memories of semi faded childhood for the clones to be able to pass as human. You will be able to mass produce the finest infantry in the Imperium short of space marines. These will for security reasons likely be distributed in tiny packets of troops across the Imperium, but one has to wonder how many times an imperial world will survive simply due to the fact that a battalion of Daeloths finest simply held their ground and won the day.

There are many services which a single Necron ship can provide for the Imperium. Traversing warp storms to contact isolated Imperial worlds. providing sensor data to imperial battlefleets. Even providing guaranteed ftl travel which while slow is absolutely guaranteed safe, for extremely important personnel. Services that are very rare, and also services which are not time sensitive due to the slow nature of the inertialess drive but still potentially valuable services. It would have to be free access for the imperium to consider it worthwhile. And the courts while mollified by it only being one necron vessel, would still be quite annoyed.

An amazing betrayal and perhaps the most heinous of crimes imaginable. It is within your power to notify the Imperium where awakening tombs are as soon as you learn of their existence. Should the nobility learn of you doing this, it is sure that you will be ripped from your throne. The Imperium would however consider this to be a great service.

If discovered will result in -9 respect, immediate rebellion and the likely destruction of your dynasty

Every time you learn of a rising tomb you will have the choice to inform the imperium or not. If you do your varguard will again have to take this test. Each revealed tomb increases respect loss by one upon discovery

Should a tomb arise in imperial territory without you informing them, the imperium will consider the agreement to be broken

A serious but far less extreme betrayal. You will let the Imperium know if any Necron dynasty is planning any soon to come invasion of the Imperium. Though not nearly so disastrous as allowing the imperium to destroy hidden tombs. It would still be considered a betrayal by your court and the dynasties.

Every time you learn of an imminent attack you will have the choice to inform the imperium or not. If you do your varguard will again have to take this test.

If you are discovered Each necron attack that has been met by greater than expected Imperial forces will increase respect loss by 0.5 rounding up.

If too many attacks occur without you warning them the Imperium will consider this agreement broken.

Damn I missed the vote. We really should've used the mindshackle scarabs. Would make us be able to get a FAR better deal here I think. We definitely need to go for the lightest tithe and the most mobility possible. I think selling artifaces is fine. We should deffinelty secure our sub sector. Honestly it would be fine to give the imperium military access as long as they are escorted it think.

As written in the previous vote options there will be a followup vote after the Imperium agree. To lock in either a deal or war, so there is still the opportunity if the majority finds the resultant outcome too difficult a pill to swallow.

I made a judgement call despite the low vote count that 12 hours and unanimous voting was enough. Though I do apologise if you feel slighted by me moving too quickly
 
Can we offer the services of an Necron escort ship for imperial transport on permanent lone? Im sure the Imperium has need for a ftl ship capable of transporting important personnel on time sensitive missions.

I'm also tempted to open our shipyards to the Imperial Navy, because of one key fact. We have Mindshackle scarabs. Thats a ever expanding pool of emergency navy to call upon should the need arise. That and opening the larger Navy to our influence and possible subversion in the long term.

The same thing with the Priest sent to our council. He would be a useful tool for us in negotiating with individual Imperial worlds, while also opening the Ecclesiarchy to our influence via MindShackle scarabs. Of course this is a very high risk path. Either they discover us and we lose everything, or we gain an enough amount of influence in the Imperial Institutions that we cannot be removed without us turning a sizable amount of their fleet and faith.
 
Getting too close to the Imperium will cost respect, a lot of respect, we can't afford to loose too much of it.
Frankly i'm tempted to go bac kto war footing, these options are, actually more lenient than i would have expected, but still terrible.
