Not sure about the wording in some of these options. Is the one above different or a typo, and how is it different?

Spaceflight indicates they havnt left the planet, interstellar means they have not gone between stars

Edit - more specifically when a species gets warp and or other forms of ftl they have gone interstellar.

When a species has an extra planetary colony they have achieved spaceflight (by necron definitions)

They of course, do have full rights to their old worlds (80% of conquered worlds are given to the Sirano however the Yulenoth have first pick of which 20% shall belong to them) (+1 respect, you are seen as kind and generous, though foresighted)

I figured i would need a fourth option for this but couldn't think of one. Ill let this one also have 50% chance of respect because it strikes the right balance of prudence and trust

Half century seems fine, not much point giving him a free hand if we're going to micromanage it.
As for wars...I'd prefer a bit more control, any single system polity is small fry in the grand scale of things, and Sirano holdings are obviously their own. More than that and he might wind up starting fights we aren't ready for.
Loot wise...they fight for it, they get to keep it, but if they capture worlds with important strategic assets, like tombs or webway gates, then we're going to want dibs.

Colonization is the clincher, if we're giving free colonization, then we might as well give them freedom to wage war, the ability to colonize is the ability to turn any fight into a defensive war, and we'd be potentially looking at endless loops of revanchism. Keep the bordergore in check and we'd be fine.

The palace of the Sirano Queens was built at the very Apex of their pyramid capital. Crafted of granite, concrete and steel, it gave the impression of readiness and permanence. It's overly massive pillars and presentation designed to overawe and intimidate those approaching the supposed rulers of the planet while simultaneously performing their role as formidable fortification to any assault. One could easily see the wariness of a civilization under siege. Atop grand columns and great buttresses stood turrets and grand batteries. Massive blast shields covered every entrance and dozens of grav vehicles circled the structure watching for any possible potential threat. faintly you could hear the faint hum of the shield generator. Its primitive construction causing rainbow patterns to dance around the palace, as dust particles and other disturbances caused power imbalances constantly in need of adjustment

In the soft glow of the Monoliths gate you take this in, having emerged upon the landing zone normally reserved for security gunship and other visiting queens. You doubted though that any have had the reception that you receive today. Hundreds of millions of Sirano are watching you approach the palace, every moment of your arrival recorded and distributed throughout their information networks. Arrayed before you stood near a phalanx of the Siranos finest soldiery. With representative centuries from all major cities and outposts of their small kingdoms. All raise their weapons in salute as you make your entrance. Each proud to be representing their own small part of the continent to their supposed saviors. You wonder briefly if this is how the Triarchs felt when the dynasties finally bowed to them. An entire race to do with as they pleased. You force yourself to end such thoughts. The Sirano have not yet bowed, merely shown appropriate deference.

Walking slowly but with purpose you stride toward the blast doors leading further into the heart of the palace. Followed by Lasthule and ten other Lychguard. Your small train towers above the surrounding ceremony and you spy individual drones broadcasting your presence to the masses below. Individual soldiers lower their heads and flatten their tails against the ground as you walk past. You likely represent much to these specific soldiers. Who have campaigned against the Krork for dozens of years and lost comrades and friends to barbarians, now seeing firsthand those who would cleans this world of such brutes. Eventually you reach the other side and with a great grinding and the soundings of klaxon the blast doors are opened and your entrance permitted.

As you marched through the halls of their palace you were surrounded by dozens of the the high queens most elite guard. Large brutes nearly 8 foot tall, they keep nearly silent the entire journey from your point of materialization. Wielding primitive weapons crackling audibly with blue fire and clad in thick ceramic plating they represented the apogee of the Sirano martial prowess. Yet despite their panalopy and numbers, they keep a cautious eye upon yourself and your lychguard. Now you begin to walk through regal chambers. Marble and gold take the place of concrete and steel, the grand halls and corridors attempting to overawe and intimidate rather than simply defend. You however, are familiar with the games of the court and pass it by with nary a second glance

You closed in on what you assumed to be an audience chamber. It's golden doers carved to show a proclamation. Within the image of two Sirano lifted up a third between them, with the central creature lifting it's arms in triumph and roaring it's exultation's. As you approached, an even more ornately armored lizard came forward. A blue creature covered with fine interlocking silver plates, she strode forward threateningly, nearly challengingly, her jaw barred in a grimace of determination. you made note of her force field as it flared slightly in response to moving through the air and halted. She lowered the large warscythe she bore and attempted to stare you down.

"Who would step forth into the chambers of Alen'ic Siranovasa, high queen of our people".

"I, Levnekh, Overlord of the Yulenoth dynasty. rightful ruler of Dailoth"

She nods and slowly turns here head left and right as if searching your assembled retinue "Are there any who support your claim of rulership"

You made a gesture and Lasthule stepped forward to stand within reach of her weapon "I Lasthule, Varguard of the Yulenoth support his claim. Fleshling"

They move to stand at either end of the golden doors and then Lasthule presents his own warscythe, lowering it until the two blades meet. The blades' power fields crackled and sparked as they met and were held. Then with the patience of an age Lasthule slowly lifts his blade, pulling the lizards grudgingly upwards until the staves formed a triangular arch between them. Then still locked, the two varguards turned to you and gave a simultaneous nod. Having watched the ceremony in silence till it's completion you stepped through the still crackling arch and opened the grand door, your Lychguard falling in with the Sirano queens guard.

The Throneroom of the Sirano is not an immense space. While your own throne room could hold hundreds perhaps thousands of Lords with room to spare, a quarter that number would find this space quite confining. This reason for this is immediately apparent. The Throneroom of the SIrano is not a place to rule from, at least not like yours is. Instead it was a place of discussion. For three thrones took up the center of the room each equidistant to each other and faced inwards, each perhaps ten paces from the very middle of the hexagonal room. Of course, one of the Thrones was larger and prominent than the others, but it was clear at a glance that some level of cooperation occurred between the three main realms of the Sirano. The floors and walls were covered with tables and desks, with writing implements and holographic displays to aid the discussions to be held in this room. Despite this the room was still richly appointed, with deep blue carpeting and carved writings upon the stone walls.

Three sets of eyes watched you as you got your bearings. upon each of the thrones waited the ruling Queens of the Sirano, ready and waiting to discuss the future of their peoples. The species had little sexual dimorphism barring the presence of crests in the females, and each of these was a vibrant yellow. Upon the largest throne sat Alen'ic whose red scales were covered in a ceremonial toga of lilac and blue she watched you with a serene set to her reptilian features.

The other queens were more martial in bearing, Tirna'lec of the easternmost city was clad in composite plating over her amber scales, you were aware that the young queen frequently led her armies in purges of surrounding territories, it seemed she wished to present that side of her in these discussions. The final queen, Surnell, was also in uniform. Though hers composed of silver embroidered cloth seemed more ceremonial than functional. She was the eldest of the reigning queens, nearing ninety years old and was receding from political life. Evidently though she still held enough power and interest to come here. She eyed you up and down with deep curiosity.

You strode into the centre of the room gazing unblinkingly at each one in turn. Not one of them shrinks away from you and you sensed a steely resolve from them. They were bracing themselves for this discussion. Finally you stand across from Alen' ic though far enough away that the other two did not quite escape your sight.

You speak first knowing that to wait would only allow doubt to enter their minds "Speak. You requested my presence, and i have come. State your terms and the Yulenoth will judge them"

Alen'ic is the one to respond, her smooth diplomatic tone indicative of a lifetime of practice. "We the queens of the Sirano would first like to thank both yourself and your dynasty for the efforts you have gone to on our behalves. Indeed, Tirna'lec would not be here if you had not so readily removed the Orks from our domain" the armoured queen gives a stiff nod. "and Surnell has been granted a new lease on life thanks to your miraculous medical advances." the other Queen offers what you assume to be a smile, jagged teeth capable of rending flesh and bone easily visible in her slightly parted jaws. "It is quite clear to us what you are attempting to do. It is after all only natural that the strongest hunter wishes to lead the pack." Her voice grows cold almost accusatory "What we wish to understand is why. You have shown repeatedly and ably that your sciences and military might far outstrips our own. Why do you need us, what do we offer to you that is more than merely a trophy?

Your taken aback by her bluntness. Your research had indicated that she would likely be slow and careful in her questions. Such blatant questioning was surprising but, you appreciate her cutting straight to the point and decide to be similarly honest. "Your technology is primitive yes, our army outnumbers yours likely a hundred to one, this is true. These however, are problems that can be amended in ways that our own cannot." you pause for a brief moment "The Necron race is stagnant." The Queens hiss in shock at you so casually admitting to weakness" Our genetic code is forgotten thanks to the spite of a dying god. Even should the Necrons all rise and conquer the galaxy as is our right, there may never be another Necrontyr borne again.
You pause in order for them to fully grasp what you were saying

"Your society and culture, molded so close to our own is acceptable. Your militancy "You nod at the two lesser queens. "Is extremely useful. and though primitive, your society can learn and advance. There is little doubt that suitably led, you would make fine...vassals. That in time you could rise and follow us in reclaiming our rightful ascendancy in the galaxy"

The gathering is still for a long time. The queens glancing between each other for a long time

It is not Alen'ic who speaks first but Tirna'lec. "should we accept this...offer. Our army would be small in comparison to the billions you command. Yet I would be shamed if we were not numbered among the legions who protect us. What manner of forces would you want from us.

[ ] Garrison troops. The Sirano cannot muster the quality to further our conquests. What they can do however is occupy and guard planets already conquered by our true legions. Fortunately they can muster such troops in great numbers (many soldiers though of low quality, equipped for suppression and garrison)

[ ] Soldiers of the legion . While the Sirano cannot match up to the Necrons in battle at the moment, the same may not necessarily be said of those they will fight. Allow them to join their legions to yours and face down your enemies together (trained and disciplined line infantry with The Siranos standard equipment in significant numbers)

[ ] Claws of the overlord. The Sirano cannot en masse achieve parity with even your warriors. But their greatest, equipped to the highest possible standards that they can produce may be truly worth something on the field in the few places they will be to cover (Only the most elite of the Sirano will be sent and their warmaking industry will be turned to making them the best equipped soldiers the Sirano have ever fielded.)







Sunell is next to speak, her voice rasping with age. "The saviors when they came and defended us taught us much. Can we expect the same of you, or will you leave us scraping the the dust while you look on from lofty thrones"

The Sirano as they are now are backward and need to be brought up to standard as fast as possible. They will be taught on mass the science of the Necrontyr to ensure they can be useful in the wars to come. This will massively disrupt the Sirano and put their empire into effective stasis as they are properly educated However once it is done they will have a carbon copy of Necron scientific knowledge

[ ] Necron mentors. Send advisors to the Sirano to guide their scientists through many of the Necrontyrs discoveries. Actively demonstrating the things that need to be done to make certain advances. A longer process but one that still allows for marginal innovation and wont cause absolute chaos for the Sirano.

[ ] Limited Assistance. The Sirano and Necron scientific communities will remain largely separate, however when requested the Necrons will assist in areas where their vassals have found themselves stymied or blocked. The Sirano will pursue technology much as they have been, however if they have difficulties they will request assistance.

[ ] Minimal assistance. The Sirano will be left to develop as they would have before your intervention. However there is the knowledge that simply knowing that something is possible makes it much easier to achieve. And the Necrons make many things possible which should not be so. This will also allow the Sirano to develop as they may and uncover many secrets that even the Necrons were unaware of





Tirna'lec stands up and walks toward you, her plate faintly rasping as she moves. She begins circling you as she asks her next question. "We would be with you from the beginning of your reconquest, we share your culture and follow your ancient codes. You have talked prettily of us being an inheritor of sorts for your people. Will you treat us as such or will we be as slaves for you to command as you so desire"

The Sirano and Necrons Share a culture a past and a future. We shall walk forward with open arms and with equal opportunity for both races. Sirano who prove their worth may become lords over Necrons and the Sirano likewise may be ruled over by Necrons if the Necrons in question prove equal to the task. All social ranks are open to everyone.….hahaha No

The most senior Sirano queens are acknowledged as lords of significant rank subordinate to no one bar the council and the Yulenoth royal family itself. The Sirano Military and social ranks will be politely considered equal to the Necrons, however when two of equivalent rank are present the Necron will always claim seniority. The Sirano will however never be considered the permanent commander of a Necron Legion or Necron starship while the opposite is eminently possible. Races who are deemed uncivilized, though civiliseable will follow similar rules but will likewise always be below both the "civilized races" and the Necrons themselves. Finally, uncivilizeable races such as the Krork and Demons will be killed on contact.

The Sirano are not the inheritors of the Necrontyr though they do deserve some special treatment. They are subordinate to even a minor lord's wise dictates. They will be able to self govern when they act outside of a lord's plan. However this is obviously not the ideal and will be avoided if possible. In a similar vein when the Sirano are ruling over uncivilized races and no lord is present. The Sirano's rulings will take place over the lesser leaders of such a barbaric species

The Lesser races are below the Necrons but are all equal to each other. Their rulers will be considered of a reasonably high Lordly rank beneath only that of the council and the Yulenoth royal family themselves. Military ranks will be similar, however in conflicts of equivalent rank will end with the Necron seizing seniority.

The Necron Lords will largely replace much of the existing nobility of the races they conquer. They will rule these places as permanent demesnes as is their right as the superior species. The rulers may be kept as figureheads however all true power will be stripped away and given to the Necron lords. This may however be hard to maintain as very few lords become spread across a very large population.

Tirna'lec slowly stalks back to her chair and glances toward Alen'ic, "nothing to add my queen?"

Alen'ic who has not spoken since her first announcement seems lost in thought glancing toward one of the walls of the chamber, where a star map of the old Sirano stands emblazoned. Their nine planets marked out with fist sized azure gemstones. Slowly she turns back toward you a sad tone entering her voice. "What contribution do you desire of us, much of our effort goes into keeping merely what we have would you have us beggar our kingdom to reclaim your own?

All the industry that the Sirano have to spare not spent on their own maintenance will be sent to you. Furthermore the largest possible portion of your selected type of force will be sent to aid in your conquests (ie if you want garrison troops you would get a heap, if you wanted elite troops you would get the most possible)

The Sirano will send much of their spare industrial might to you maintaining a small amount to complete projects on their own. Similarly, they will keep some military forces to do with as they please.

The Sirano have struggled under the weight of annihilation for generations. You know well the effect eternal wartime economies can do to a nation. Provide them a small fraction of your industry once you have some to assist them in rebuilding and restructuring.

As you answer Alen'ic returns to gazing upon the ancient starmap, in deep contemplation

Like, right now we would ask the Sirano provide only a small elite force of their finest, while we help them get back up to their feet. Then, as their interstellar colonies get reclaimed they shift into being a full member of our legions?

If yes, then I would go for this:

- Claws of the overlord. To be replaced with Soldiers of the legion once Sirano civilization rebuilt.

- Necron mentors. To be maybe replaced with Limited Assistance once an 'adequate' tech level has been reached.

- A 'soft' hierarchy of culture. We have been slaves, we will not make them such.

- A small boon. Three cities a powerful vassal makes not. Give them a leg up to rebuild now and it will pay back a thousandfold in long term.

Right now the Sirano are weakened; beaten back again and again by the barbaric Kroks. The first step of our future long-term relation is to ensure they reclaim their past glories and grow to exceed them.

Pragmatic, and they could do it right now, but somewhat demeaning in a proud race I think.

Acknowledge them as warriors in their own right, but we'd need to uplift them a bit to fulfill the role,

This is a psychological play - they don't actually add ANYTHING strategically we can't do better, but taking only their best would hae them compete to be worthy of serving.

The rest are simplier and don't need full explaining, since the consequences are right there.

Yes it is quite possible for these choices to be revisited, though there would be pushback depending on the changes made. It would also likely take an action or two to get it done

will we get an option next turn for giving the sirano acces to better energy production tech?,or was the last turn option between panacea and tech base a single ocassion decision?

it seems to fit the ''passive guidance'' aproach we have for them,and leaves a lot of space for them developing their own unique tech
