Honestly: I am pretty sure that chaos, eldar ect- would be able to make them feel unsatisfied/rebellious/whatever even if they are well treated. In fact, them being well treated/satisfied with time to think beyond immediate survival could push them to chaos rather than away from it. Looking at Dark Eldar as an immediate example of how opulence could lead to... problems

On top of that, I am concerned how despite our current semi-divine status that the individual we interacted with was so passive aggressive. I think we are being seen as a condescending elder race right now, if one that is well justified and extremely advanced compared to them.

The Dark Eldar continue to get away with their decadent lifestyle due to other circumstances; with the primary factor being their 'civilization,' is in another dimension. However, that's not a guarantee the Sirano will have a cultural/species-specific problem with luxury. In fact, we might see an uptick in luxury as we clear out the hostile Ork neighbors. They have been driven out from all their other major cities.

As to their passive aggressive behavior is most likely a by-product of being forced into ruin by what are xeno barbarians, and these other aliens, apparently sleeping in the planet, telling him he's fought the decaying lessers of a great foe. Our primary contact is their people's equivalent of a general who probably spends most of his time protecting the few remaining settlements. I can only imagine the psychological frustrations at dealing with smaller groups of what are 'greater,' species while not even controlling the home world. With time( and some decent rolls) I'm sure the attitude will abate.

True, Eldar are an extreme example.

But the idea of: "If they are happy, have time, and are wondering what to do with their time they are more vulnerable to chaos than if they are upset, constantly trying to survive, and have no time to think of anything beyond 'How not die'."
I am unsure if being satisfied would actually reduce chaos corruption chance is what I am saying. They probably would not create a chaos god, but falling to an existing chaos god?

Thats the Imperium's party line, one which I'm dubious if it even works, considering how often Imperials fall to Chaos dramatically and destructively. What we've seen is mostly that Chaos has to actually WORK for it, they can flip anyone, but they can't flip everyone, the more work they need to do to make headway, the less they can subvert.

Khorne and Tzeentch particularly thrive in dissatisfied populations, as the tools and sponsors of revolution.
Nurgle thrives in oppressed populations.
Slaanesh benefits from luxury, their target audience is small and elitist compared to the other three, it'd be a bigger problem in such a case, but having to monitor substantially fewer people is, all around, a plus.

As for the passive aggressive thing...we didn't really manifest as particularly divine, keep that in mind. They can see that we're fallible.
Its more like, in the modern day, aliens arrive with all the aesthetics of Old Testament angels and claim to being said angels, with differences being the fallibility of records and memories.
They'd be a tough pill to swallow if they're going to set up a government above the modern day government, but they are demonstrably superior, and theres enough past precedent in myth that you can be reasonably sure they don't have any ill intent towards you.

In this circumstance you are asking for the collective works and efforts of millennia of Sirano scientists. The fact that they are willing to give it up at all speaks volumes as to the esteem they hold you in. Still, even with that advantage and the proven fact that your accumulated knowledge far eclipses theirs. You are going to have to give something groundbreaking to the Siranos society in order to let this trade happen. Feel free to write in an alternative but that's the magnitude to go off of

This would work if you brought them sufficiently far along. Giving them antimatter reactors and the material to build it would place them one full technological leap behind you in those two areas. (Power generation via captive black holes being relatively state of the art for yourselves).

However it doesn't solve any of the Siranos major issues directly. These being death in general (cultural fear inherited from the Necrontyr), the possibility of being overrun by the Orks or the existential dread of knowing your a small fish in a very big pond.

more energy and ways to harnessing it = bigger industry,more powerfull and/or efficent tech,stronger weaponry or the development of new weapons that were prviusly limited because of production or energy costs (a fabric becomes 100 times more efficient because its consumes 10 times less energy and materials while being 10 times faster)

a higher energy production ends up raining down and affecting ALL areas of tech and logistics

basically,giving them a single sample of tech is like giving an unique item,sure its nice but they still stuck in all other areas
improving their energy capabilities,is like giving a moderatly big boost in all stats,but because each stats synergizes with other,the moderate boosts end up stacking and complemeting each other so it ends up becoming greater than the sum of its parts

it would be a cheap but long option that would take a long time before results are seen (a couple decades as people begin to exploit all these capabilities)
we migth even see the sirano develop their own unique tech tree,because while the energy production is necron in design,everything else the sirano invent by exploiting it would be inherently ''theirs''

wich fits the idea of wanting to be seen as ''benevolent lords'' and not ''god emperor/chaos gods/ctan''

You are however handing them the keys to antimatter reactors where a single issue in the reactor means devastation for a large part of their continent. When they do not have the tools, infrastructure or experiance to properly build them. The Necrons have the technology and can give advisors to deal with that, but the Sirano will still want to build the reactors themselves.

This means that they cannot simply craft all the microscopic components by having a nanoscarab swarm just do it, and will have to make bespoke pieces with less accurate technology.

This realistically means a small test reactor will have to be built in an area far away from civilisation. This will have to work flawlessly for a few years before they begin construction of larger and more difficult generators for their cities

IF they don't then detonate their civilisation you will have effectively uplifted them a "tech level" far beyond where they are now. But the effects of that will take half a century or so at least to have noticeable effects. The queens who sign this deal will do so knowing that if no other changes happen in their civilisation they may never see the effects in their lifetime.

Compare this with all diseases gone within at most a few years

He at length presents status reports and expected times until completion emphasizing both the skill of the work done so far and how much there still is to go. One part does stand out however.

Yervum was constructed as a rudimentary colony when the Necrontyr first landed. It grew and shrunk over time as the curse of Rak-Shul waxed and waned. Its towers and pyramids grew and collapsed as the ages passed. Now it is a maze of forgotten passages and twisted streets. Which renders passage and transport throughout the city difficult at the best of time. Rationalise the cities layout and enhance the flow of goods entering and leaving the city

In exchange, we could offer to cure them of all natural diseases. They would likely see such a trade as being in their favor.

He has often been nearly too forthcoming with his ideas on how the dynasty should be managed. A right which is his as your heir, though it is also a right he frequently comes close to abusing. Now however, he watches with a cool regard and you cannot help but feel a sense of foreboding.

Somewhat leery of giving out antimatter at this juncture, and...while antimatter is more POWERFUL, I think a panacea would be more VALUED.

Other than that, nothing more critical than getting Yervum past the crucial threshold to sustainability even under assault.
