Can we construct these devices in such a way that they require regular maintenance by one with a greater understanding of technology than a mechanicus adept, keeping the imperium dependent on us for their use?
They are actually explicitly demanding that you do not do that, knowing after all that your tech functions near perfectly after millions of years. These will likely spread across the imperium after all, they don't want to have to ship them back on an uncertain three year round trip for software updates.

Fair enough, I missed or forget that part. But that does not mean our chronomancer cannot build these devices as complicated and archaeotech as possible, with multiple parts that do nothing or just shine prettily in order to make reverse engineering them as hard as possible.

Oh, it wasn't explicitly in the update, but that conversation went on for much longer than i've written. The inquisition is used to people trying to get one over them, so they are ready for most of the reasonably obvious tactics one might use.

These will be pretty impossible for the imperium to reverse engineer. In order to be small enough to use conveniently the chronomancer will likely shunt 80 - 90% of its internal circuitry into a different dimension just to save on space and weight. If the Eldar (specifically the dark eldar) get their hands on it they may have more of a chance of reverse engineering it. But humans would have to return to the dark age before they have a real shot at figuring out how it works

i dont think the time dilators cant be use against us or any other necrons, so it should be fine

Here's my points why to choose things and why not
Regarding the time dilators.
I would choose no, because of the earlier insult. This is for petty reasons.
Purge the Malcetus subsector
I would choose yes, but I wouldn't show our full hand. Because that's the kind of thing I would expect from the imperium.
The 1500 materials per world, or 9000 materials in total are a pretty big bait. We shold use a part of our forces to purge that subsector but we have to be careful with not showing our entire hand.
Aiding the mechanicus is important, because that would prove that we do not taint their technology!
As in we would be some of the first xenos who do not do so.

If we give the inquisition what they want after their representatives faux pas, they will think us either forgiving or desperate for resources which they would use against us. If we deny them and wow Mechanicus and sector governor with our magnanimous help, the Inquisition will be obligated to make amends for their slight to us. Or at least pay higher rates for our work, if they dont disguise their commissions as someone elses.

I suppose the resources and material is worth an action point, if you consider how it is a diplomatic reach out to the Mechanicus and not solely a research option. Worth it.

Show the Inquisition that we will not work with them unless we are given due respect.
 
Shipyards
Alright, so up until now I had a system of development converting raw material into yknow, useful Necrontyr superscience stuff. However, ultimately this just boiled down to you need a developed planet to build ships. Which makes more sense I think to readers by just having shipyards over relevant worlds. Therefore I'll be swapping to this system.

Shipyards will be limited in two ways. The size of ships they are able to build and how much they can build at a time

They cost no maintenance as when you aren't using them lesser lords will pay for the rights to build pleasure craft and industrial barges for their own use. They will also be added to the "List of standard constructions" threadmark

I'll be amending the other threadmarks to use this system but the long story short is that Daeloth presently has Dynastic shipyards while Kaisov has Dockyards (Imperial), the rest have only civilan rated space infrastructure
