Well that was a fairly lengthy hiatus, but now i once more arise from my tomb to write again.

ships with 2 drives (inertialess drives for inside system,sirano FTL for outside) seems a good idea

Drive systems are complicated tools whose apparatus crisscross the entire length of the ship. That being said, with your current understanding of the drives you could mount both on a single vessel. Though it would be only have the space to carry the most rudimentary of self defense weapon systems. There will be research opportunities to attempt to hybridize the systems and refine the design of the cascade drive. To have it be able to work in concert with its inertialess cousin but its unlikely that you would be able to fully optimize them to have them both work as well as they would individually.

Ill have the rules and systems i have designed for subsector/sector scale play in the next couple of days.
 
Sector and subsector Resource rules
At the scale of star ships and star empires, even the Necrons are limited in what they have the material capacity to field. Therefore as the Yulenoth reach beyond the limitations of Daeloths gravity well, they must take their resources into account.

Resources come largely in two basic forms

Raw resources. These are the resources which you collect from planets and asteroids and the like which are then transformed in the Necron cities and foundries into actually useful substances.

Each planet within a system has a material richness value multiplied by the level of infrastructure present on the planet (1 - 10) and by the tech level of the occupants
(0.0001 - 1) where 1 is baseline Necron technology. The mineral worth of a planet is rolled at 1d50

A system represents the primary star within a region and all nearby systems in that general area. It follows the same scheme of infrastructure and tech as planets but its mineral worth is calculated at 5d100

The only real use of raw materials for Necrons is subsidizing the Sirano as they cant presently make use of refined Necron materials.

Refined resources. Emerging from your foundries are heavily compacted and engineered resources such as living metal and blackstone. Materials which are used to build and fuel the artifice of your people.

Increasing the resource collection rates of your worlds and provinces will result in higher quantities of raw resources, while constructing foundries and cities will result in higher production of refined resources

Refined resources fuel your fleets and defenses create your superweapons and supply your spies and embassies. Nearly all Necron work and science utilises these resources

There is a third category of resources which are unique. These will be incredibly advanced resources which you lack the ability to fabricate natively at any economic scale. Or they are resources which are functionally impossible for Necrons to create. IE warp materials or wraithstone.

These are used for science projects and unique buildings or items as of this moment you do not have or collect any unique resources




Military resource costs
Necron vessels are incredibly powerful and are thus equally power hungry. Therefore they require a consummate amount of energy to merely hold station. Ships are divided into 5 classes going from escorts through to Tomb ships which have the following maintenance costs

Mothballing As is plain to see your present fleet far outstrips you ability to keep it supplied and operating meaningfully. This however does not mean you are doomed to have to scrap your ships. For the Necron fleets are famously hardy even when depowered. Mothballed fleets are effectively free. However, when activated the maintenance cost of the vessel is multiplied by 1.5 for the turn as the antimatter reactors have to be initiated and the damage inflicted over its period of hibernation must be repaired before it is fighting fit. There is also the problem that in the event of an attack the fleet may not be made operational fast enough to be able to take part. This problem is more likely and serious the larger the vessel in question is. Having detection apparatus set up will give you more time and thus an easier DC for activation.

Diplomatic resource costs
Each additional level of embassy is increasingly expensive over the previous levels as greater levels of ostentation are required to be increasingly impressive and have equivalent effect. There are also changes to the diplomatic system being made. You have a maximum number of diplomats based upon the number of lords under your control. Your present level is 10 though this can be increased through conquest or actions. Though it should be noted that each "diplomat" represents numerous courtiers and their attendants. You do not only have 10 actual diplomats across your entire planet.

Standard construction costings
These are constructions which do not take significant effort or focus such as an advisor to be accomplished and will simply be done over the course of the turn costing only mineral wealth. Modifiers such as extreme planetary instability or danger may alter these prices but these will be clearly stated and such is your technology that such problems are few and far between.

21 years after the awakening

You stand upon the apex of your palace and stare toward the towering pyramids and towers of Yervum. Its pitch black walls are stark contrast to the teal waters which surround it. Finally risen from its watery grave, stark bolts of green lightning streak to and from orbit delivering the fuel for forges to craft the arms of your race. Grand friezes and carved monuments show the efforts and achievements of those long dead and around the city either sunken beneath the ground or raised upon towering ziggurats and towers stand great gause annihilator cannons, ready and able to piece the sky with emerald lightning. Still, you worry. your reserves, put aside before entering the great sleep have shrunk substantially over the last two decades and are even still being gradually depleted. More resources will doubtlessly be required if you are to expand beyond your current minuscule realm and reclaim that which is rightfully your own. However, that does not mean you cannot bask in your present accomplishments. One day the sky will be bathed with green such would be the industry and artifice of Yervum, but there is much planning to do before that becomes reality.

You regally stride into the room which now holds your council. The room carved of pure blackstone has been emplaced near the centre of your sprawling palace. The arcane material blocking out all potential avenues of psionic spywork. An octagonal plinth within the centre of the room rises with your entrance and a holographic image shines forth a map of the sub sector with separate colors denoting ownership of the nearby systems. The Glyph of the Yulenoth features prominently on the four walls of the chamber, accompanied by a smaller, subordinate glyph. That of the Sirano, though there is clearly room for several more. The room is otherwise bare of much of the ornamentation which floods the remainder of the palace but you had it crafted specifically to be a room of function over form. Eight lychguard stand along the four walls of the rooms, eternal watchers to some of the deepest and most intimate secrets of your dynasty and ready to protect those who would know them. Finally within the bowels of the chamber are your chancellors who rise from their positions of supplication as you close in on the central plinth. You slow as you reach an arms reach awa survey the faces of your subordinates. "Let us begin" you say.


As is tradition the Nemesor speaks first. Sovenkh speaks in grand sweeping gestures and bold proclamations. His pride has grown since the battle with both the Orks and Imperials but you will not begrudge the lord of his worthy achievements.

"My lord, the fleet stands a match to any we know within the sector, but with little to fuel their cores we are little more than a mirage upon the desert sands. Still we must find a way to strike at the foes which array themselves against us, and i have numerous plans which should prove effective in that respect"

So either mass convos raiding or one to two tribute missions. We don't really want to directly administer any human worlds yet.

As for our stance on mass arming humans, it is a very stupid idea. Because we know exactly what will occur after the battle for survival is over. That, and we technically have a monopoly on Xeno recruitable forces, best we try and hold it. Speak out in court against the idea and offer him the use of our foreign legions? It should be around the same price, seeing as how he could simply pay us in the materials he was going to spend on his legions.

After that, spend a single actions on getting rid of spies, infiltration of the dynasty that lost 4 worlds, and maybe Deathmark contacts?

Everything else should be pumped into the procurement of more resources.

Oh and we need to make sure we leave a sizable home fleet, so gotta remember not to sent everything out in the martial adventures.

The Thotk are arming tens of billions of humans to help wage their wars for them. The Sirano dont have the numbers to fill that gap.

It would also take several years to cross the void between you and the Thotk, So if you wanted them back, it would be a decade or longer for getting there, completing a term of service and returning.
