"No evidence of previous attempts to uplift humans exist. Haphazardly arming these unworthy slave populations is a slight against tradition and likely to lead to disaster in the long run. However, if successfully managed under a more civilized species they can be useful as serviceable tools until a more palatable solution can be found" Aken rose from his kneeling position, metal knees scraping softly against the sandstone floor. He backed away slightly his head still bowed in supplication, as was tradition for a dynastic envoy to one of the Eighteen. Around him the White and gold chambers erupt in whispers as lords discuss the potential implications of his words.
"They would have us be supplicants!..."

Agranasta's hand is raised and near immediately the lord's fall silent. The Phaerekh, Aken knows, is being challenged in the back rooms of the courts by her greatest vassals. However, here in her throne room even they are silenced with little more than a glance. Her cloak billows in the suddenly silent Hall as she surveys her court. The thousands of lords crowding within these majestic chambers showing the wealth and splendor of a mighty dynasty at the heights of its power. Finally she turns back to Aken, her voice dry as the deserts of the Throneworld.
"Levnekh was always famous for his... particularly blunt brand of diplomacy, wasn't he Lord Aken?"
There was little point in him dodging the truth. "My lord has always been very straightforward in his relations, your Eminence. The Overlord of Daeloth states his desires plainly to be judge based solely upon the merit of the offer"
Her voice adopts a thoughtful quality. "He would try to bind these hidden realms to him." She turns and gestures toward a wall, molten living metal twisting and reshaping into a map of the local regions dynasties. "To offer and take away their armies at his whim. Their ability to expand beyond a certain point solely up to the desires of the Lords of Daeloth." Upon her wall the borders of the Yulenoth slowly expand while those of the other dynasties remain static, to be absorbed by the expanding domain of the scholar lords.
Aken raised his voice then to cut off that line of reasoning before she could continue "You would ascribe great powers to my Overlord. When he merely desires that the armies of the Necrontyr remain of that same culture and heritage as they have always been." his voice then takes on a reasoned tone, an academic stating dry facts to his audience" You yourself have seen that these humans are not to be taken lightly. They are young, impetuous and unused to the ways of proper warfare or lordship practiced since the days of the first era. Even you, the greatest lord in these realms do not have enough lords to watch over the numbers you may wish to field. On the other hand the Sirano are few which is why we cannot simply pass over the humans and utilise only them, but they are growing. And even a single grand legion contains more soldiers than even you have lords in your entire realm. Soldiers who follow the ways and laws of the ancient Necrontyr, who are proud of that heritage and have reason to hate those they would be placed against. The alternative of course is to arm the unworthy with the weapons of our forefathers and have them be overseen by far too few lords to truly master them. The Necrontyr have historically never possessed a willing vassal species after all, there is little reason not to use them to their maximum potential" A wave of surprise passes through the room. Very few lords after all would be so brazen as to countenance a Pharekh so openly, even with ambassadorial privileges lords had been atomised for far less
Yet Agranasta simply lets out a small chuckle. "Peace, lord Aken, i need not hear you recite your thesis. you have simply misunderstood my position on the matter. I have no problem with the sirano or their capabilities, indeed i believe that your proposal comes to my advantage. If the lords of the hidden realms were to remain trapped in their small domains, that would face little challenge by me. In fact, I would be quite in favour of ensuring that the state of affairs continues as long as is possible. Levnekh i think shall have his votes in the court of lords, and If the Yulenoth happen to grow mighty as a result of this agreement then that is their right." her voice then turns smug. "I do however doubt that this will be an issue for the foreseeable future." she then lifts here head to address the room as a whole. "No, instead what the Saunekh desire to know is the price to have these soldiers sent only to those I desire to have them."
Wheels were turning in Akens mind, if she saw this as a method to keep the lesser dynasties in line he would be the last to dissuade her of that notion and if she underestimated the Yulenoth then so much the better. But there was a further opportunity here and one which he would not see go to waste. "The Aghrekun tithe extremely well to have access to the Sirano, and the Thotk, if they desire to continue their works would also pay dearly to support their barbarian hordes"
Agranasta relaxes back into her throne as she listens before dismissing Aken's points with a wave of her hand. "Both are unwilling to match what I may offer, allow them to make their requests and then come to the Saunekh to receive ours. Im sure you will be quite satisfied with the result"
Aken is quick to agree "Of course honoured Phaerekh i am pleased that it was possible to have come to such a genial agreement" He bows again and waits, knowing that all he has gained today could be lost if he caused offence by not offering sufficient obeisance.
Faintly as he gradually rises he matches eyes with the Phaerekh and hears her thoughtful response on the wind "i'm very sure you are"
The Saunekh will support the vote to allow the Sirano to stiffen the lines of theirs and their allies' human auxiliaries. In addition to this they have requested to be given preference over other dynasties in exchange they are willing to pay far higher rates for the privilege. Whenever Jornakh sends forth an expeditionary legion he will collect that which has been negotiated by him and you will get the benefits of this agreement

To rule the Necrontyr is to oversee a thousand petty lords who each have a thousand petty wants, squabbles and opinions which go back millennia. This means that over the years certain practices and methodologies have been utilized refined, replaced and re - examined dozens of times. Thus the supply chains of the Yulenoth have become ever more complicated and byzantine as the years have gone on. Anukharthic descends into this maze of petty bickering and labyrinthine production flow manifests to attempt to enforce standardization and compliance upon the layers of your bureaucracy. This is even before he encounters outright treasonous corruption which is dealt with in an efficient manner. He is sure that once he stops running herd on these cats they shall return to their former state but for now he is able to eke out some marginal improvements

Fellowships Bane hangs in the sky like some form of vast cephalopod, Enormous tentacles of living metal stretch into the void, each containing enormous quantities of active sensors capable of detecting and manipulating the brain chemistry of trillions of individuals simultaneously. Within the comparatively tiny head of the enormous construct sits an incredibly complicated computing system containing the several networked canoptic cores required to handle the immense incoming and outgoing stream of information. Nestled within the crystalline architecture of this incredibly powerful piece of techno sorcery sits a cockpit carved of pure blackstone and mounting a single command throne. From here a single individual can command the subconscious of the entire system, should they have the ability to do so .
The bane is a massive self propelled satellite currently orbiting Daeloth itself. Its computers are capable of monitoring and influencing the subconscious of all sapient life within the system. Tests conducted on lower ranking human prisoners have indicated that a compelling mix of induced fear, suspicion and anger is the most successful in forcing the complete breakdown of cohesion and trust in any unwanted groups. This has invariably led to a bloodbath where affected individuals turn on and attempt to kill each other within only 1-3 days of the device's activation taking effect. With significant loss in cohesion and trust within only 8 hours as the unrelenting pressure of the devices activation begins to set in. This process accelerates as individuals almost universally find themselves incapable of sleeping while under the devices effect.
There are relatively few limitations to the Banes function however most relevant is that it requires emotions to affect. In this manner the vast majority of our legions are unaffected by the device as they are entirely reliant upon their programming to pursue their functions. Lords however are affected to the extent that one would expect. In the event of an attack from an enemy dynasty, we would likely see the ships of the fleet turning on each other rather than the expected bloodbath within their corridors. In a similar vein it appears that those who possess an extremely resilient or disciplined minds are resistant to the Banes effects. however, we had insufficient willing participants in the case of lords and too few prisoners lacking in value to pursue this study with as much rigor as was desired.
The Bane also sees only limited use when used against individuals. Though they become prone to violence and lose the ability to relax to any tolerable degree. They do not utterly lose themselves when exposed to the Banes effects. Therefore solo saboteurs and spies could still be seen as potential threats.
The Bane is however lacking in any significant defensive or offensive weaponry, relying solely upon the defenses of the planet and system to ensure its own safety. It does mount an inertialess drive and can be moved from system to system. But its immense fragility means that it should only be used in an offensive fashion under the most dire of circumstances.
System Scale Marvel Complete
The Fellowships bane sows fear and distrust in any desired group within the system it is within to the point where they will turn upon each other within only a few days. So long as maintenance is maintained and power remains constant the Bane will affect all those not marked as safe automatically. The Banes effects are limited against those who are extremely disciplined but will still have effect. However, it is completely ineffective against mindless automatons. It can be moved from planet to planet and could in theory be used offensively, however it would be extremely vulnerable is such a circumstance.
The bane is far more obvious and cannot use its inertialess drive when its effect is activated

[X] Free Action 1: Construct a location to keep captives
Sunken beneath even the deepest pits of Yervum an immense network of Corridors and chambers has been carved. Patrolled endlessly by an entire legion of warriors, the vast space is large enough to hold tens of millions of prisoners within its galleries. Immense cryostorage bays ready to be activated at a moments notice are watched over by thousands of canoptic spiders and wraiths put aside to monitor the prisoners and keep the facility running if royal attention is focused elsewhere.
Deeper within the prison sits more specialized storage intended for the higher profile hostages, those which may be collected by any dynasty waging war within this galaxy. Locked behind several living metal doors, these specialized cells are guarded by their own dedicated cohort of immortals. Watched further by annihilation barges and with a self detonation fuse readied if they should ever be breached. Here the prisoners themselves are sealed within living metal blocks, their motor impulses severed through nanoscarab suppression and like their less important brethren they kept permanently within cryostasis.
Finally, deeper still within the enormous complex are cells whose designs have been passed down over the course of the war in heaven. Hopefully capable of holding even an old one in eternal storage, these cells are each a vast edifice. The cell itself is held aloft within an airless void, antigravity generators keeping it hundreds of metres from the nearest surface. Within its blackstone walls stand ten lychguard, eternally ready to assault any who attempt to enter or exit the chamber without authorization. in the centre of their formation, standing upon a plinth is a seemingly stone chest so reinforced and shielded that should Daeloth be consumed by its star, this chest would remain sacrosanct within its heart. The chest itself is further solidified by being chronologically sealed in stasis from the moment of a prisoner's entombment. Finally within the chest resides a tesseract labyrinth, whose pocket dimension is filled with crystalline mazes watched over by terrible guardians, from which there can be no escape.

Lasthule had to disappear for much of the year in order to even attempt contact with one of the cults, the methods to contact them were few and far between and you had had to comb far back through the data banks of your ancestors to discover where one of their realms may possibly lie and Lasthule would have to go on quite a pilgrimage to seek them out. Your right hand had been a constant presence by your side since you were merely twelve years old, his titanic frame had only ever been missing for days or weeks at a time and its lack was… perturbing. Admittedly His laconic nature had turned much darker since the great sleep and his attitude seemed to continuously harshen toward the murderous. Yet he still performed his duties admirably and his advice was still always welcome at your court.
His lack went from perturbing to alarming when the delay lasted a further few months and still nothing had been heard from him since he began his investigations. Perhaps the cults had become even more murderous since the great sleep and not even petitioners were still allowed within their realms. Perhaps the void had swallowed your Varguard and search parties would have to be sent out to retrieve his memory banks and personality matrix, too far from home to be more easily restored. Fortunately for the whispers of the court his absence could easily be explained by a fiction of personally overseeing the emplacement of the listening posts throughout the subsector. So for now they remained quiet and subdued
It was only in the last months of the 21st year of the restoration that Lasthule at last returned to the realm of the Yulenoth. He returns with the memory of his journey wiped, bearing only a single small wormhole communication device and a message.
"The Cult of the forgotten have heard your cries young lord. Name your targets and we shall name our price"
You have made contact with a deathmark cult and have been granted a communication device to discreetly call upon their aid. A deathmark contract is not a standard request. A target or group of targets will be designated and the deathmarks will state what the price shall be before they conduct the operation. Be warned, many of the prices the cults request will be more than merely material.

Speak in the council of lords and admit that while arming the humans is a necessary action, having officially recognized species like the Sirano act as commissars/liaisons is necessary. Furthermore in the event of your victory, I shall be paid in 1/10 of your war gains."

The Thotk response to your proposal is one of cold dismissal, from the reports that Aken sends to you, it seems they are firmly focused on recruiting and training as many humans as possible, as cheaply as possible. To serve as garrisons on worlds while their proper legions march forth on missions of conquest. They see little gain in adding to that expense through having to purchase Sirano minders for their pets, and are nearly insulted by the insinuation that they are incapable of monitoring their own slave populations. Aken has however, managed to convince them that our proposal is not aimed to hinder the Thotk specifically, but rather is based on the considerations of culture and tradition vs practicality. As such it is doubtful that our relations with the powerful but far off dynasty will be harmed by our proposal, though they will certainly not vote in its favour.
The Thotk will not support your position in the court of lords but will not be angered by the measure passing if your plans do come to fruition.
