Ah, but the barrel is so that the shockwaves reverberate and kill the fish. It is incredibly easy to kill fish in a barrel with a gun because even if you miss, the bullet passing through the water will create enough kinetic force to kill them. Of course, Amura doesn't know this.

...it's an idiom. "Like shooting fish in a barrel."

Besides, Mami could totally make a barrel. She makes frickin' guns out of ribbons.
 
It's an idiom because it is nearly impossible to fail to kill a fish by shooting it while it is in a barrel, as the shockwaves created by the bullet colliding with the water will kill the fish even if you miss.

I assume this will not be the case if the bullet doesn't have enough kinetic energy to kill the fish to begin with.

    With a grin, you pounce on the fish as it breaches again, scoring long claw marks on its flank as Mami riddles it with holes from her thunder-sticks.
    Slicing off its fins, it thrashes on the water's surface, unable to dive.

    "Get clear, Homura-san!" Mami shouts as she summons a huge thunder-stick.
    You leap away, covering your ears.

    "Tiro Finale!" she shouts, and you yowl at the deafening boom.
    The water peels away like steam, and you find yourself in an empty room. There's a drained, abandoned pool nearby.

    "Well, that went well," Mami smiles. You can barely hear her. Your ears are ringing.
