Just a thought: this is just a random day at least a year (probably several) after the end of the main quest... just how many times has somethiing like this happened? I imagine Madoka had to live through Amura's brand of shenanigans quite a few times.

EDIT: Just as example, during the events of the main quest Amura forgot to remove cat ears, and cat a soul gem (thus effectively turning the magical girl into a cat in human shape)

Once the occupants of an entire bus went missing, then the local animal shelter had a large influx of stray kittens.
