Thor forcibly cut her hair. This wasn't some cutesy "oh can you be my hairdresser" thing, this was Thor having fun at the expense of someone weaker by doing something to their body against their will.

Excusing it with "oh it's just kids" is dangerous. Kids do stupid shit, it's the job of adults to explain why some of the stupid shit they do is wrong and that it's not something they should do.

"Boys will be boys" is an incredibly dangerous thought process, and I will adamantly oppose any plan that reinforces that kind of toxic thinking.

Reasoning:
-I would like to try H2H one more time before leaving it be (if we fail) for a few turns. I still hold to the same reasons I think it's a valuable skill to gain, and a good foundation for us. Learning to move properly seems better at our age. I'd like to start investing in Exercise in a couple more turns (around Age 10 or so).
-I'm willing to change the Diplomacy option, but I still think making friends, actual friends, is a good and valuable skill here.
-I think seeing non-kingdom-level financial transactions would give us valuable context for understanding finance better. Thus this action plus the intrigue action. Also, the practice of trying to sneak out among the people seems like good sneaky-sneak practice.
-I want to back off on doing deep-dives in the Library for a turn and try to build up basic/foundational educational knowledge. Also the DC is low which is nice.
-Thor is an abusive jackass and our Dad's mad at us right now and also distant for reasons we don't understand. Our Mother is the one who expresses actual unconditional familial love, and i think right now we need the combination of "love, support, and encouragement" and "okay time to stop moping and get up and be the man I know you can" that Frigga will give us.

I don't think kids do that or properly parented kids anyway. I never did anyrhing like that when I was little and my brother didn't, we just knew that wasn't acceptable behavior because mom was strict and we were thought that from young. I think a strict parent wouldn't produce someone that would do that period.

Edit: anyway if your going to use the age and culture card then no one has the right to say a kid does not do that on any of the actions.

I don't wish to risk it getting worse, I think Loki should take a break to sort himself out. Lets deal with Odin first to get him sorted out, and hopeful improve the relationship and if it doesn't then not a lot of harm. Also him as a stewardship option is only a 5 difference but the reward would be greater because it is a named character. We should also awaken magic because we can not learn it from books. Also will not get a negative trait unless the dice roll is a massive failure like the one with Thor.

My only fear is that if we roll low, perhaps Loki becomes reliant on being around Frigga and gets a negative trait related to that...

Actually that would be hilarious.
Apparently, failing by even less then a margin of 10 bumps our DC, so rolling too low on any action carries risk. At this point, I'm trying to build a plan based on what I want to happen rather than strict metagame risk mitigation.

We should try and get some ability in combat, and hand-to-hand is more interesting than sword, the difference is minor, also we have to put down Megathor for his barbaric actions. We need friends we have a few options, and with young children sometimes persistence is key (I mean really its just horrid rolls but narrative justification). Because Loki needs an outlet and Thor was a jerk we prank him, that it can raise our intrigue makes it even better to prank. Though that intrigue action forces the Instructor lessons because that is the remaining easiest. Gets our basics down, and finally, we've studied magic, heard about another student spontaneously developing it, let's try to obtain our own.

I am just scared that twice in a row will cause as many problems as failing horribly but I do agree otherwise.
