The purpose of the tank isn´t inflicting damage upon the enemy. Their task is to prevent Dmg from their allies. Damage isnt all what defined a fighter in battle. Naturally the DD must be carefull to not hit his tank, BUT Eva and Rico have a mind-connection, therefore their teamwork can be much better than normal. With relaying a massage Eva can block enemys better and evade Rico´s attack, if Rico give her a signal.
AND If one of them dies, they both are dead. If Rico dies before she can make Dmg or defeat the enemy, we have lost. This is where Eva as a tank comes into play. Her role is like already explained to stop the enemy. If we level Eva´s weapon a bit and she trains with it, she can do enough dmg, but her role is like a paladin: Tanking and healing. Meanwhile Rico has only the job of dealing Dmg.
By the way I think we should get some Magical AND physical skills/attacks. Because what happens if an enemy appears who is immun to magic?
