You listen to the options that Boss Koibu lays out, and think on it hard for a second. "I want - " you pause, trying to come up with the best way to say it. "- I want our clan to break free from our pasts. I want the city to break free from its past." You give him a fierce glare. "And to start, I mean to crush the Brotherhood of Autumn."

Koibu nods approvingly. "A fine choice, especially given what you told me about Hantei-heika's reaction to hearing of them."

You continue, encouraged. "We won't be able to do it on our own," you say, "I know that. But... I don't want to just become a pawn of the Great Clans, either. I'll keep the old guard around for as long as they're useful, but after that I want them gone."

He nods. "So the Firemen, the Ronin, and the Canaries?" he asks.

"Not the Canaries. I'll give them a pass for now as long as they don't join with the Brotherhood, they're more or less small fry... but I don't want to deal with gaijin goods either. If nothing else in all of this, I want to stay true to the Emperor. To build an honorable Zakyo Toshi. To do what you did for me, and give everyone who I can, everybody who hasn't already gotten completely mired in the corruption of this place a clean start."

Koibu slowly nods. "It'll be a hard road to follow, Tsubaki-dono," he says to you, but you can see the determination in his eyes. "But the kami willing, we will see it done."

Both of you take a deep breath, sip your tea, and move on to the next topic. "So, advisors?" You say.

He nods. "If you're planning on adopting the Firemen, I'd advise you to make sure that bastard Minato 'the Axe' is on your advisor council. He's a proud man, and not one to take lightly to being ignored. You'd also do well to take at least one of the ronin from the wind plains, though they're a bit..." he pauses. "Well, there's none of them that I'm going to be a hundred percent comfortable with. If you want advisors you can trust, though, I'm sure that any of my advisors would be happy and willing to help you out - along with myself, of course."

Personally want Wakaba over Taka since she has fast growth potential but we want at least one Ronin adviser.

Could be convinced to switch it.

So, points of consideration.

Jiro's got poor stats, and may improve. Do we give him a seat and hope he'll grow into it, or risk unity damage?

We've got three major groups in our clan; I think all of them should have at least one representative on the council.

We need to pay attention to focuses and specials as well as raw skill: Yu 'The Rock' might only be average in skill, but he's our only option for a Production focus, and Weather Eye will probably give famine warnings.

I really like these choices, and they are the basically the same as my initial selection. I too regret not being able to select Wakaba, but I think we might be able to make use of her still. A very simple way of doing that would be to just make her subordinate to Taka. He lacks contacts in the city, and will need somebody to help him with that. Of course, there are other options. That being said I think that we should think of a way of using each of the individuals presented to us even if they don't sit on the council. It represents a good selection of some of the more impressive residents of our new domain.

For fire I think Shirou is better than Minato. He's a tough bastard no doubt about it, but Shirou's skills should allow us to make the rest of our troops better much trained and get us started on our clan dojo/styles.

Like mentioned just cause some individuals are not advisers doesn't mean we can't make use of their skill and Minato is best placed as the Fire adviser since he is both a skilled combatant and leader.

Shirou can be his subordinate and teach people which is goo enough even if it's not making full use of his skills.
 
We need to put Minato somewhere on the council for diplomatic reasons. However, this hardly means that we can't leverage Shirou's skills. In a perfect world we could put all these people to work. Something something like this perhaps:

Earth: Koibu as head
Black Deer - Essentially working the same role he currently does, but scaled up. An assistant to Koibu and one who as a peasant can get more directly involved in certain aspects of trade.
Yu - In charge of overseeing the existing farms, limited as they are.

Air: Hatsuyuki as head
Jiro - Assisting and learning. Focusing more on internal affairs and PR. Hopefully this will help placate him, although I don't really trust him.

Water: Taka as head
Wakaba - Heading up efforts within the city.

Fire: Minato as head
Shirou - Leading training efforts. This should include scouting out other possible teachers and schools.

Void: Chouko as head
Rittou - Continuing his role as family priest
Seiji - Disseminating the message via street preaching. Being the public outreach arm of the spiritual establishment.

Obviously this isn't going to be easy, or even practical to implement. However, in theory we can use each of these people in some capacity even if they don't get a seat on the council.

She's also an Information focus, and I'd bet that Children special will be very useful in the immediate future. I think she'll be my preference for that spot. I don't particularly like the implications of Minato's Intimidation special for Enforcement.

That said, we'd need to give Minato the Fire seat if we do that.

What do people think about giving Jiro some time in the Air seat? I don't think we're going to need too much there in the near future, so he'd have time to get better - but if something does come up, I bet flubbing it would hurt.

For the other Air seat options - what are the implications of Seduction as a special? Because Hatsuyuki is our only Diplomacy focus, and I think we want that.

Do we want a Trade or Production adviser for Earth? Production lets us shore up a weak spot, and fills out our Ronin requirement - but requires taking the weakest adviser when we've already taken charity in food.

Lastly, which religion do we want to tie ourselves to? What are the implications of Shinsei versus Seven Thunders versus Fortunist (Inari)?

Should be begin grooming Jiro to take over Wave Province to keep him both loyal and busy?
I think the problem is, if we send him out untested without tying his loyalty down first - he's going to get into trouble, and the Scorpion are going to offer him a way to get out of it. We'd rather he make his mistakes close to home.

Chouko's entry says she's Ronin-affiliated, so assuming that's enough to count you'd still have one ronin if you made that swap. She kind of seems like she's only loosely affiliated with the other Ronin though, so she may not gain us as much politically.

I feel like not giving Jiro a seat will come back to bite us, but it's tough to find a place for him. I'm wondering about something like this:

Try to spin it as merging the Warakkoi-gumi and Firemen's militaries into one whole as the Catfish, with Minato in charge as a sign of trust in the union. And spin it to Jiro that we're trusting him to make this work and not turn into a disaster.

Obvious trouble point here is Fire, which could go very well or could go very very wrong. (Minato sees us placing Jiro there as a sign we don't trust him, Jiro resents being placed under his old enemy, bad consequences...) The Firemen could also resent having only one seat while the Warakkoi-gumi have two and the ronin two.

So I'm not very committed to this plan, but figure I'll put it out there to see if it sounds good to anyone else.
 
Just FYI - some of these people will walk if they are not offered a spot. Others are incompatible with other candidates in their Ring, and their ideas for the future will not see the light of day under someone else's leadership. Just be aware.

This is of course expected, but do we kind of know any of these details in character. It would be nice to know who we can pair together, and who are one time offers.

I was thinking something similar. We might have the gift of food, but relying on that is not a good idea. If we get our own production up, and even more importantly Wave province's we can breath easier long term. The latter especially, that sounds like a wholy underutilized breadbasket in the making. Noodles galore. Issues we ignored included the walls, which would benefit from more local industry to support construction.

The Boss in Air just makes sense. Since we neglected our orphan problem having one as an advisor with her ear to the ground should gain us better progress there, and she'll develop quick which is awesome.

Fire...It's the best we can do. Keeping them busy, forcing cooperation through shared responsibility, and then hopefully phase Minato out as his Firemen integrate to the clan. I really don't like that guy on the whole, but we made our bed there, gotta lie in it now. Hopefully we don't lose our ronin sensei in all this. :S

Wave Province does have an open daimyo spot. If you do put Koibu there, Jiro will automatically become daimyo when Koibu passes but you will take no penalties for not choosing Jiro as an advisor.

... Yeah. Especially if we're only giving the Firemen one seat, I'd rather not do anything custom with it.
