Well, having all the enemy in the same location as us is a lot better strategically speaking.
I'll need to check the Minion's health bar from the last two battle to see how many bars they had.
If it's six, we can just send the Strike Team against Gentles strategically, kill them off and wait for the Civilian to start removing their device with the Strike Team.
But I think we'll end the Villain before saving the Civilian, if Grandeur has 9 bars.
We just need to move Fenrir on Location 3, Shineon and Jin to Location 1 and Pleiades to 1.
So we'll have 5 Heroes + Strike Team against the Villain and the Civilian. We put a TOUGH hero on the Civilian and we're done. Pleiades and Jin can remove the Devices, Strike Team also can remove devices, Touma can protect the Strike Team and Shineon+Kekkai can beat the crap out of Grandeur (if both success, they'll do 4 damages and remove another bar from him. If so, we'll defeat him if he has 3 bars or leave him on his fourth. Either way, I think we can close the battle in two round.
For this round, we'll have Kekkai protect the Strike Team just in case, Touma cover Fenrir, Strike Team against the Gentles and the other heroes moving.

I just want to point out that (1) Kekkai-Chan has only 3 STRESS left, (2) using her special ability causes her 1 STRESS, and (3) the villain can inflict 2-3 STRESS with one attack. The only one who can really take more STRESS without risk right now is Gunleon, which is why I suggested having him attack the villain in hopes that Grandeur would focus on him in the enemy action phase.

I'm really not sure what to do about Fenrir if there's no chance of him acting this turn. While we could have Gunleon GUARD him, that still leaves Kekkai-Chan in danger of being wiped out. We could have the strike team RESCUE him, which will probably mean that we lose a band, but we don't have much leeway here. Actually, maybe the strike team RESCUEs Fenrir, Kekkai-Chan GUARDs the strike team, and Gunleon ATTACKs the villain to draw aggro? This means that no one ATTACKs the Gentles, but Kekkai-Chan can take 1 damage without losing a health band.

I'm a bit worried about having Shineon and Obakemaru MOVE locations. Obakemaru is 2 damage away from losing his second health band and his henshin form with it. In Location 2, he can only lose 1 HP to the minions. If he MOVEs to Location 1, then he risks damage from both remaining groups of minions and possibly Grandeur if he switches to doing damage instead of inflicting STRESS. Then we would need Shineon or Gunleon to GUARD him instead of attacking.

If we can just hold out 1 turn, then Pleaides has the dagger that lets her do 2 damage, and she can hopefully take out the villain. I'm going to edit my vote to have the strike team RESCUE Fenrir.
 
@PurpleProse Can we use the Strike Team to rescue Fenrir and bring him in Location 3?

@Abyssien Using RESCUE removes the character from the Incident immediately. You don't have to move him to Location 3.
Also, to clarify an earlier note; if all of a Hero's Health or Stress bands are filled they're put into Downed Status. You have to RESCUE a Downed Hero by the next turn or they're completely Incapacitated and you lose them for good.

So, I looked at the lat two mission.
The Silhoutte had six health point, Crystals three.
But the Alien Minion took 7 damages.
So, we know one thing for sure: the health thing is always a multiple of three (obviously), but Minion have variable health.
Then, I think the Gentles have 9 Health point, since they should have 4 damages on them and aren't described as "few" or other contestual clue.
I think they got other 5 health point.
If we want to close the combat, we should try to take down Grandeur.

I really think we'll be much better off having them stay put and keep freeing civilians. That way, there would be a small chance of resolving the Incident this turn and almost certainly resolving it next turn.

There's supposed to be fewer civilians in Location 2 than there were in Location 1. We've done 1 damage to the controlled civilians so far, and we needed 6 damage to free all of the civilians in Location 1 so we should only need 2 more for Location 2.

While Obakemaru doesn't have henshin traits that will disappear, losing the second band of health will negatively affect him, though we can't be sure exactly how. Losing the first band of health STAGGERED him briefly, but I wouldn't be surprised if this will be more like Kekkai-Chan's SICKENED status.

We have a 25% chance of ending the Incident this turn if both Shineon and Obakemaru succeed in removing devices. If we instead have them MOVE, we have no chance of freeing any civilians now and instead have to try to inflict 2 damage next turn if we want to end the Incident next turn. 25% is quite low. I don't want to evacuate Kekkai-Chan because Grandeur decide to do three-two damage to her since she's the most vulnerable.

It's 25% for the first turn and 75% and 75% for the second turn (as we just need 1 person to succeed on each turn). If we move, it's 0% for the first turn. The probability for the second turn is harder to determine because Kekkai-Chan has a -1 to all rolls, and I don't know how many out of Obakemaru, Kekkai-Chan, and the strike team we would be devoting to doing 2 damage to the civilians versus the Gentles. Meanwhile, Grandeur keeps inflicting STRESS, and the Gentles and controlled civilians each do 1 damage to their targets. Ending the Incident as soon as possible is the best way to protect Kekkai-Chan.

Yeah, I'm worried about her too. It's too bad we don't have more heroes with TOUGH to GUARD her. Also, I really want to train her before the next Incident. I've been trying to think about else what I want to aim for, but it's hard to determine that before this Incident is over. Building the stunners is important though and only needs 1 successful Base Phase turn.
 
The thing that we desperately need is a way to see enemy health.
That would be a game-changer.
But honestly, the research topics are killing us, this Drama-Phase will be the last nail on our coffin.
 
I also want to get some better defenses against both damage and stress, but I don't know how to go about that. Researching the stasis pods would be a good idea because they might give us either a better prison for any dangerous prisoners or a way to preserve bodies and other research tools into the next chapter. We need to research both the Nightmare Kingdom and the White Venom Society too, preferably before facing them again.

Another difficult decision will be determining who gets HEALing and THERARPY and when. We can only do one per turn, we have 1-6 turns before the next Incident, and we have to complete 2 FULL turns before 1 damage or stress will disappear (as was unfortunately reinforced with this Incident). Currently, Yukimaru, Subaru, and Jin all have 1 INJURY that won't go away after the Incident. Fenrir has 5 STRESS while Kekkai-Chan has 3 STRESS. Once this is resolved, I'm probably going to make a list of everyone's status and what it'll be each turn without our intervention to hopefully determine what's the most efficient way to help everyone. I'm still hoping that the next Incident will take place after either 5 or 6 turns to let us get everything done and hopefully research Therianthropy AT LONG LAST!

Sassyoin heal two stress per action and we cure one each turn.
That means that we can conplety heal Kekkai-Chan in one turn if everything goes well and Fenrir in three.
